ਐਸ ਡੀ ਐਮ ਵੱਲੋਂ ਮੰਗ ਪੱਤਰ ਲਿਆ ਅਤੇ ਜਲਦ ਹੀ ਮੁੱਖ ਮੰਤਰੀ ਦਫ਼ਤਰ ਚੰਡੀਗੜ੍ਹ ਮੀਟਿੰਗ ਕਰਵਾਉਣ ਦਾ ਭਰੋਸਾ


ਸਰਕਾਰ ਨੇ ਨੋਟੀਫ਼ਿਕੇਸ਼ਨ ਵਿੱਚ ਸੋਧ ਨਾ ਕੀਤੀ ਤਾਂ ਮੁਲਾਜ਼ਮ ਸੜਕਾਂ ਤੇ ਆ ਕੇ ਭੰਡੀ ਪ੍ਰਚਾਰ ਕਰਨਗੇ 


ਮਿਤੀ 27/09/2025(ਜਲੰਧਰ) ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ 1007 ਦਫ਼ਤਰੀ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਤਨਖਾਹਾਂ ਘਟਾਉਣ ਦੇ ਰੋਸ ਵੱਜੋਂ ਅੱਜ ਜਲੰਧਰ ਵਿਖੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਦੀ ਫੇਰੀ ਦੋਰਾਨ ਮਿਲਣ ਦਾ ਯਤਨ ਕੀਤਾ ਗਿਆ ਪਰ ਮੋਕੇ ਤੇ ਪ੍ਰਸ਼ਾਸਨ ਵੱਲੋਂ ਮੁੱਖ ਮੰਤਰੀ ਦੇ ਨਾਮ ਦਾ ਮੰਗ ਪੱਤਰ ਲਿਆ ਅਤੇ ਕਰਮਚਾਰੀਆਂ ਦੇ ਵਫ਼ਦ ਨੂੰ ਭਰੋਸਾ ਦਿੱਤਾ ਕਿ ਜਲਦ ਹੀ ਮੁਲਾਜ਼ਮਾਂ ਦੀ ਮੁੱਖ ਮੰਤਰੀ ਦਫ਼ਤਰ ਦੇ ਉੱਚ ਅਧਿਕਾਰੀਆਂ ਨਾਲ ਮੀਟਿੰਗ ਕਰਵਾਈ ਜਾਵੇਗੀ।

ਪ੍ਰੈਸ ਬਿਆਨ ਜਾਰੀ ਕਰਦੇ ਹੋਏ ਸਰਵ ਸਿੱਖਿਆ ਅਭਿਆਨ ਮਿਡ ਡੇ ਮੀਲ ਦਫ਼ਤਰੀ ਕਰਮਚਾਰੀ ਯੂਨੀਅਨ ਦੇ ਆਗੂ ਸ਼ੋਭਿਤ ਭਗਤ, ਗਗਨਦੀਪ ਸ਼ਰਮਾ ਨੇ ਕਿਹਾ ਕਿ ਸਰਕਾਰ ਨੇ ਰੈਗੂਲਰ ਕਰਨ ਦਾ ਫੈਸਲਾ ਤਾਂ ਲਿਆ ਹੈ ਪਰ 15-20 ਸਾਲਾਂ ਤੋਂ ਕੰਮ ਕਰ ਰਹੇ ਮੁਲਾਜ਼ਮਾਂ ਦੀਆਂ ਤਨਖਾਹਾਂ ਘਟਾਉਣਾ ਸਰਾਸਰ ਧੱਕਾ ਹੈ ਅਤੇ ਮੁਲਾਜ਼ਮ ਇਸ ਧੱਕੇ ਨੂੰ ਬਰਦਾਸ਼ਤ ਨਹੀ ਕਰਨਗੇ। 

ਆਗੂਆਂ ਨੇ ਕਿਹਾ ਕਿ ਜੇਕਰ ਸਰਕਾਰ ਨੇ ਨੋਟੀਫ਼ਿਕੇਸ਼ਨ ਵਿਚ ਸੋਧ ਨਾ ਕੀਤੀ ਤਾਂ ਮੁਲਾਜ਼ਮ ਜਲਦ ਸੜਕਾਂ ਤੇ ਆ ਕੇ ਸਰਕਾਰ ਦਾ ਭੰਡੀ ਪ੍ਰਚਾਰ ਕਰਨ ਤੋਂ ਪਿੱਛੇ ਨਹੀਂ ਹਟਣਗੇ।

ਪੰਜਾਬ ਸਕੂਲ ਸਿੱਖਿਆ ਵਿਭਾਗ ਵੱਲੋਂ ਸਮੂਹ ਸਕੂਲਾਂ ਦਾ ਸਮਾਂ 1 ਅਕਤੂਬਰ  2025  ਤੋਂ ਬਦਲਿਆ ਜਾਵੇਗਾ। ਸਿੱਖਿਆ ਵਿਭਾਗ ਦੇ ਪੱਤਰ ਅਨੁਸਾਰ ਸਮੂਹ ਸਰਕਾਰੀ ਸਕੂਲ ਸਵੇਰੇ  8;30  ਵਜੇ ਖੁੱਲਣਗੇ।

ਪੰਜਾਬ 'ਚ ਪਟਾਕਿਆਂ ਦੀ ਵਿਕਰੀ ਅਤੇ ਵਰਤੋਂ ਸਬੰਧੀ ਨਵੇਂ ਨਿਯਮ ਜਾਰੀ

ਖ਼ਬਰ ਸਰੋਤ: ਰਾਜ ਵਿਦਿਅਕ ਖੋਜ ਅਤੇ ਸਿਖਲਾਈ ਪ੍ਰੀਸ਼ਦ ਪੰਜਾਬ, ਚੰਡੀਗੜ੍ਹ

ਪੰਜਾਬ ਰਾਜ ਵਿੱਚ ਆਗਾਮੀ ਤਿਉਹਾਰਾਂ ਜਿਵੇਂ ਕਿ ਦੀਵਾਲੀ, ਗੁਰਪੁਰਬ, ਕ੍ਰਿਸਮਸ ਅਤੇ ਨਵੇਂ ਸਾਲ ਮੌਕੇ ਪਟਾਕਿਆਂ ਦੀ ਵਿਕਰੀ, ਵਰਤੋਂ ਅਤੇ ਖਰੀਦ ਸਬੰਧੀ ਮਾਣਯੋਗ ਸੁਪਰੀਮ ਕੋਰਟ ਆਫ ਇੰਡੀਆ ਅਤੇ ਨੈਸ਼ਨਲ ਗ੍ਰੀਨ ਟ੍ਰਿਬਿਊਨਲ ਦੇ ਹੁਕਮਾਂ ਦੀ ਪਾਲਣਾ ਕਰਦਿਆਂ ਨਿਯਮ ਜਾਰੀ ਕੀਤੇ ਗਏ ਹਨ।

ਇਹ ਫੈਸਲਾ ਪਟਾਕਿਆਂ ਤੋਂ ਨਿਕਲਣ ਵਾਲੇ ਜ਼ਹਿਰੀਲੇ ਰਸਾਇਣਾਂ ਜਿਵੇਂ ਕਿ ਸਲਫਰ ਡਾਈਆਕਸਾਈਡ, ਨਾਈਟ੍ਰੋਜਨ ਆਕਸਾਈਡ ਅਤੇ ਕਾਰਬਨ ਮੋਨੋਆਕਸਾਈਡ ਕਾਰਨ ਵਧਦੇ ਹਵਾ ਪ੍ਰਦੂਸ਼ਣ ਅਤੇ ਇਸ ਨਾਲ ਬੱਚਿਆਂ, ਬਜ਼ੁਰਗਾਂ ਸਮੇਤ ਮਨੁੱਖੀ ਸਿਹਤ ਨੂੰ ਹੋਣ ਵਾਲੇ ਨੁਕਸਾਨ (ਜਿਵੇਂ ਕਿ ਸਾਹ ਦੀਆਂ ਸਮੱਸਿਆਵਾਂ ਅਤੇ ਦਮਾ ਦੇ ਦੌਰੇ) ਦੇ ਮੱਦੇਨਜ਼ਰ ਲਿਆ ਗਿਆ ਹੈ।

ਮੁੱਖ ਨਿਯਮ ਅਤੇ ਸਮਾਂ ਸੀਮਾਵਾਂ

ਰਾਜ ਵਿੱਚ ਸਿਰਫ਼ ਹਰੇ ਪਟਾਕੇ (Green Crackers) ਚਲਾਉਣ ਦੀ ਹੀ ਇਜਾਜ਼ਤ ਹੋਵੇਗੀ, ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਬੇਰੀਅਮ ਸਾਲਟ ਜਾਂ ਐਂਟੀਮਨੀ, ਲਿਥੀਅਮ, ਮਰਕਰੀ, ਆਰਸੈਨਿਕ, ਲੈੱਡ ਜਾਂ ਸਟ੍ਰੋਂਟੀਅਮ ਕ੍ਰੋਮੇਟ ਵਰਗੇ ਹਾਨੀਕਾਰਕ ਰਸਾਇਣ ਨਾ ਹੋਣ।

ਇਨ੍ਹਾਂ ਹਦਾਇਤਾਂ ਮੁਤਾਬਿਕ, ਸਮੂਹ ਸਰਕਾਰੀ, ਸਰਕਾਰੀ ਸਹਾਇਤਾ ਪ੍ਰਾਪਤ ਅਤੇ ਪ੍ਰਾਈਵੇਟ ਸਕੂਲਾਂ ਦੇ ਮੁਖੀਆਂ ਨੂੰ ਹਦਾਇਤ ਕੀਤੀ ਗਈ ਹੈ ਕਿ ਉਹ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਪਟਾਕਿਆਂ ਤੋਂ ਹੋਣ ਵਾਲੇ ਨੁਕਸਾਨ ਬਾਰੇ ਜਾਗਰੂਕ ਕਰਨ ਤਾਂ ਜੋ ਵਾਤਾਵਰਣ ਨੂੰ ਸੁਰੱਖਿਅਤ ਰੱਖਿਆ ਜਾ ਸਕੇ।

ਇਸ ਸਬੰਧੀ ਪੱਤਰ ਸਕੱਤਰੇਤ, ਚੰਡੀਗੜ੍ਹ ਤੋਂ 18.09.2025 ਨੂੰ ਜਾਰੀ ਹੋਏ ਹਵਾਲਾ ਪੱਤਰ ਨੰ: 10/587/2024-STE2/620 ਦੇ ਤਹਿਤ, ਡਾਇਰੈਕਟਰ ਐਸ.ਸੀ.ਈ.ਆਰ.ਟੀ., ਪੰਜਾਬ ਵੱਲੋਂ 26.09.2025 ਨੂੰ ਸਮੂਹ ਜ਼ਿਲ੍ਹਾ ਸਿੱਖਿਆ ਅਫਸਰਾਂ ਅਤੇ ਸਕੂਲ ਮੁਖੀਆਂ ਨੂੰ ਭੇਜਿਆ ਗਿਆ ਹੈ।

ਮਿਤੀ 26-09-2025( ਜਲੰਧਰ ) ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਦੀ ਅਗਵਾਈ ਵਿਚ ਬੀਤੀ 8 ਸਤੰਬਰ ਨੂੰ ਹੋਈ ਕੈਬਿਨਟ ਮੀਟਿੰਗ ਦੋਰਾਨ 15-20 ਸਾਲਾਂ ਤੋਂ ਕੰਮ ਕਰ ਰਹੇ 1007 ਦਫਤਰੀ ਕਰਮਚਾਰੀਆ ਨੂੰ ਕੈਬਿਨਟ ਵੱਲੋਂ ਸਿੱਖਿਆ ਵਿਭਾਗ ਅਧੀਨ ਲੈ ਕੇ ਪੱਕਾ ਕਰਨ ਦਾ ਫੈਸਲਾ ਲਿਆ ਹੈ ਜਿਸ ਦੋਰਾਨ ਸਰਕਾਰ ਵੱਲੋਂ ਇਕ ਵੱਡਾ ਬਦਲਾਅ ਕਰਕੇ ਮੁਲਾਜ਼ਮਾਂ ਦੀ ਤਨਖਾਹ ਤੇ ਵੱਡੀ ਕਟੋਤੀ ਕਰਨ ਦੀ ਤਿਆਰੀ ਕਰ ਲਈ ਹੈ ਜਿਸ ਸਬੰਧੀ ਸਿੱਖਿਆ ਵਿਭਾਗ ਵੱਲੋਂ ਨੋਟੀਫਿਕੇਸ਼ਨ ਜ਼ਾਰੀ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਜ਼ਾਰੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਅਨੁਸਾਰ ਇਕ ਤਾਂ ਮੁਲਾਜ਼ਮਾਂ ਦੀਆ ਮੋਜੂਦਾ ਪੋਸਟਾਂ ਜਿੰਨ੍ਹਾ ਤੇ ਕੰਮ ਕਰ ਰਹੇ ਹਨ ਉਨ੍ਹਾਂ ਨੂੰ ਖਤਮ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ ਅਤੇ ਦੂਜਾ ਮੁਲਾਜ਼ਮਾਂ ਦੀਆ ਤਨਖਾਹਾਂ ਤੇ ਵੱਡੀ ਕਟੋਤੀ ਕਰਦੇ ਹੋਏ 50000 ਤੋਂ 19000 ਤਨਖਾਹ ਕਰਨ ਦੀ ਤਿਆਰੀ ਕੀਤੀ ਗਈ ਹੈ ਜਿਸ ਕਰਕੇ ਸਮੂਹ ਮੁਲਾਜ਼ਮ ਵਰਗ ਵਿਚ ਰੋਸ ਹੈ।15-20 ਸਾਲ ਸਰਕਾਰ ਨੂੰ ਆਪਣੀਆ ਸੇਵਾਵਾਂ ਦੇਣ ਦੇ ਬਾਵਜੂਦ ਹੁਣ ਸਰਕਾਰ ਮੁਲਾਜ਼ਮਾਂ ਦੀਆ ਤਨਖਾਹਾਂ ਵਿਚ ਵੱਡੀ ਕਟੋਤੀ ਕਰ ਰਹੀ ਹੈ ਜਿਸ ਨਾਲ 1007 ਪਰਿਵਾਰਾਂ ਦੇ ਘਰ ਦੇ ਚੁਲੇ ਠੰਡੇ ਪੈ ਜਾਣਗੇ ਘਰ ਦਾ ਗੁਜ਼ਾਰਾ ਅਤੇ ਬੱਚਿਆ ਦੀ ਪੜ੍ਹਾਈ ਬਹੁਤ ਮੁਸ਼ਕਿਲ ਹੋ ਜਾਵੇਗੀ।

ਪ੍ਰੈਸ ਬਿਆਨ ਜ਼ਾਰੀ ਕਰਦੇ ਹੋਏ ਸਰਵ ਸਿੱਖਿਆ ਅਭਿਆਨ ਮਿਡ ਡੇ ਮੀਲ ਦਫਤਰੀ ਕਰਮਚਾਰੀ ਯੂਨੀਅਨ ਦੇ ਜਿਲ੍ਹਾ ਆਗੂ ਸ਼ੋਭਿਤ ਭਗਤ, ਗਗਨਦੀਪ ਸ਼ਰਮਾ, ਰਾਜਿੰਦਰ ਸੰਧਾ, ਕੁਲਦੀਪ ਸਿੰਘ  ਨੇ ਕਿਹਾ ਕਿ ਦਫਤਰੀ ਕਰਮਚਾਰੀ ਸਾਲ 2005 ਤੋਂ ਲਗਾਤਾਰ ਸਿੱਖਿਆ ਵਿਭਾਗ ਵਿਚ ਬੜੀ ਤਨਦੇਹੀ ਨਾਲ ਕੰਮ ਕਰ ਰਹੇ ਹਨ ਪਰ ਸਮੇਂ ਸਮੇਂ ਦੀਆ ਸਰਕਾਰਾਂ ਵੱਲੋਂ ਹਮੇਸ਼ਾਂ ਹੀ ਦਫਤਰੀ ਕਰਮਚਾਰੀਆ ਨੂੰ ਅਣਗੋਲਿਆ ਹੀ ਕੀਤਾ।ਦਫਤਰੀ ਮੁਲਾਜ਼ਮ ਅਧਿਆਪਕਾਂ ਦੀ ਤਰਜ਼ ਤੇ 01.04.2018 ਤੋਂ  ਰੈਗੂਲਰ ਕਰਨ ਦੀ ਮੰਗ ਕਰ ਰਹੇ ਹਨ ਅਤੇ ਇਸ ਲਈ ਦਫਤਰੀ ਕਰਮਚਾਰੀਆ ਵੱਲੋਂ ਮਾਨਯੋਗ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਦਾ ਦਰਵਾਜ਼ਾ ਵੀ ਖੜਕਾਇਆ ਹੋਇਆ ਹੈ।

ਆਗੂਆ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ 16.12.2019 ਦੀ ਵਿੱਤ ਵਿਭਾਗ ਦੀ ਪ੍ਰਵਾਨਗੀ ਅਨੁਸਾਰ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ ਪੱਕਾ ਕਰਨ ਦਾ ਨੋਟੀਫਿਕੇਸ਼ਨ ਕੀਤਾ ਹੈ ਪਰ ਨੋਟੀਫਿਕੇਸ਼ਨ ਵਿਚ ਰੈਗੂਲਰ ਹੁਣ ਤੋਂ ਸੱਤਵੇਂ ਤਨਖਾਹ ਕਮਿਸ਼ਨ ਤੇ ਕਰਨ ਦੀ ਗੱਲ ਕਹੀ ਗਈ ਹੈ ਜਦਕਿ 1007 ਮੁਲਾਜ਼ਮ ਪਹਿਲਾ ਤੋਂ ਪੰਜਾਬ ਦੇ ਪੰਜਵੇ ਤਨਖਾਹ ਕਮਿਸ਼ਨ ਅਨੁਸਾਰ ਤਨਖਾਹ ਲੈ ਰਹੇ ਹਨ। ਆਗੂਆ ਨੇ ਕਿਹਾ ਕਿ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ 01.04.2018 ਤੋਂ ਰੈਗੂਲਰ ਕਰਨ ਤੇ ਸਰਕਾਰ ਤੇ ਕੋਈ ਵਿੱਤੀ ਬੋਝ ਨਹੀ ਪੈਣਾ ਹੈ ਕਿਉਕਿ ਮੁਲਾਜ਼ਮਾਂ ਦੀ ਤਨਖਾਹ ਭਾਰਤ ਸਰਕਾਰ ਤੋਂ ਪ੍ਰਾਪਤ ਹੋ ਰਹੀ ਹੈ ਜਦਕਿ ਸੱਤਵੇਂ ਤਨਖਾਹ ਸਕੇਲ ਤੇ ਰੈਗੂਲਰ ਕਰਨ ਨਾਲ ਸਰਕਾਰ ਨੂੰ ਲੱਗਭਗ 23 ਕਰੋੜ ਦੀ ਬੱਚਤ ਹੋਵੇਗੀ ਜਿਸ ਨਾਲ ਸਰਕਾਰ ਮੁਲਾਜ਼ਮਾਂ ਦੀ ਤਨਖਾਹ ਦੇ 23 ਕਰੌੜ ਕੱਟ ਕੇ ਖਜ਼ਾਨਾ ਭਰਨ ਦੀ ਤਿਆਰੀ ਕਰ ਰਹੀ ਹੈ।

ਜਥੇਬੰਦੀ ਦੇ ਆਗੂ  ਨੇ ਕਿਹਾ ਕਿ ਦਫਤਰੀ ਕਰਮਚਾਰੀ ਲੰਬੇ ਸਮੇਂ 15-20 ਸਾਲਾਂ ਤੋਂ ਲਗਾਤਾਰ ਕੰਮ ਕਰ ਰਹੇ ਹਨ ਇਸ ਲਈ ਦਫਤਰੀ ਮੁਲਾਜ਼ਮਾਂ ਤੇ ਹੁਣ ਪ੍ਰਬੇਸ਼ਨ ਲਾਉਣਾ ਠੀਕ ਨਹੀ ਹੈ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਆਗੂਆਂ ਨੇ ਕਿਹਾ ਕਿ ਮਿਡ ਡੇ ਮੀਲ ਤਹਿਤ ਕੰਮ ਕਰ ਰਹੇ 120 ਦਫ਼ਤਰੀ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਰੈਗੂਲਰ ਵਿੱਚ ਸ਼ਾਮਿਲ ਨਹੀਂ ਕੀਤਾ ਗਿਆ ਜੋ ਕਿ ਸਰਕਾਰ ਦੀ ਸਰਾਸਰ ਧੱਕੇਸ਼ਾਹੀ ਹੈ। ਆਗੂਆ ਨੇ ਕਿਹਾ ਕਿ  ਉਹ ਪੰਜਾਬ ਸਰਕਾਰ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਵਿੱਤ ਮੰਤਰੀ ਹਰਪਾਲ ਚੀਮਾ ਅਤੇ ਸਿੱਖਿਆ ਮੰਤਰੀ ਹਰਜੋਤ ਬੈਂਸ ਤੋਂ ਮੰਗ ਕਰਦੇ ਹਨ ਕਿ ਦਫਤਰੀ ਕਰਮਚਾਰੀਆ ਨੂੰ 01.04.2018 ਤੋਂ ਪੂਰੀਆ ਤਨਖਾਹਾਂ ਦੇ ਕੇ ਰੈਗੂਲਰ ਕੀਤਾ ਜਾਵੇ ਅਤੇ ਕੋਈ ਪ੍ਰੋਬੇਸ਼ਨ ਨਾ ਲਗਾਇਆ ਜਾਵੇ ਅਤੇ ਮਿਡ ਡੇ ਮੀਲ ਤਹਿਤ ਕੰਮ ਕਰ ਰਹੇ 120 ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਵੀ ਸ਼ਾਮਿਲ ਕੀਤਾ ਜਾਵੇ। 

ਆਗੂਆ ਨੇ ਕਿਹਾ ਕਿ ਜੇਕਰ ਸਰਕਾਰ ਨੇ ਆਪਣੇ ਇਸ ਫੈਸਲੇ ਤੇ ਮੁੜ ਵਿਚਾਰ ਨਾ ਕੀਤਾ ਤਾਂ ਮੁਲਾਜ਼ਮ ਮਜ਼ਬੂਰਨ ਸੜਕਾਂ ਤੇ ਆ ਕੇ ਵਿਭਾਗ ਦਾ ਕੰਮ ਬੰਦ ਕਰਕੇ ਮੁੱਖ ਮੰਤਰੀ ਦੀ ਕੋਠੀ ਅਤੇ ਸਿੱਖਿਆ ਵਿਭਾਗ ਦਾ ਘਿਰਾਓ ਕਰਨ ਨੂੰ ਮਜ਼ਬੂਰ ਹੋਵਗੇ ਜਿਸਦੀ ਪੂਰੀ ਜਿੰਮੇਵਾਰੀ ਸਿੱਖਿਆ ਵਿਭਾਗ ਅਤੇ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਹੋਵੇਗਾ!

             ਐਲੀਮੈਂਟਰੀ ਟੀਚਰ ਯੂਨੀਅਨ ਪੰਜਾਬ (ਰਜਿ)ਦੇ ਸੂਬਾ ਪ੍ਰੈੱਸ ਸਕੱਤਰ ਦਲਜੀਤ ਸਿੰਘ ਲਹੌਰੀਆ ਨੇ ਦੱਸਿਆ ਕਿ ਸੈਕੰਡਰੀ ਕੇਡਰ ਦੇ ਬਲਾਕ ਰਿਸੋਰਸ ਪਰਸਨ ਕੋਲੋਂ ਟੈਸਟਿੰਗ ਕਰਵਾਉਣ ਨਾਲ ਪ੍ਰਾਇਮਰੀ ਪੱਧਰ ਦੇ ਬੱਚਿਆਂ ਦੇ ਕੋਮਲ ਮਨਾਂ ਤੇ ਪਵੇਗਾ ਬੁਰਾ ਅਸਰ।ਸਰਕਾਰ ਤੇ ਵਿਭਾਗ ਦੋਵਾਂ ਪੱਧਰਾਂ ਪਰਾਇਮਰੀ ਤੇ ਸੈਕਂਡਰੀ ਦੇ ਮਨੋਵਿਗਿਆਨ ਅਤੇ ਭਰਤੀ ਨਿਯਮਾਂ ਨੂੰ ਸਮਝੇ ।ਪਹਿਲੀਆਂ ਸਰਕਾਰਾਂ ਦਰਮਿਆਨ ਵੀ ਕਈ ਵਾਰ ਪ੍ਰਾਇਮਰੀ ਕੇਡਰ ਵਿੱਚ ਸੈਕੰਡਰੀ ਕੇਡਰ ਦੀ ਦਖਲ ਅੰਦਾਜੀ ਕਰਾਉਣ ਦਾ ਵਿਰੋਧ ਕਰਕੇ ਦਖਲਅੰਦਾਜ਼ੀ ਕਰਾਈ ਸੀ ਬੰਦ । ਜਦੋਂ ਪ੍ਰਾਇਮਰੀ ਕੇਡਰ ਵਿੱਚ ਹਰੇਕ ਬਲਾਕ ਪੱਧਰ ਤੇ ਬਲਾਕ ਰਿਸੋਰਸ ਪਰਸਨ ਕਰ ਰਹੇ ਹਨ ਕੰਮ ਤਾਂ ਸੈਕੰਡਰੀ ਕੇਡਰ ਦੇ ਬਲਾਕ ਰਿਸੋਰਸ ਪਰਸਨ ਕੋਲੋ ਟੈਸਟਿੰਗ ਕਰਵਾਉਣ ਦੀ ਕੀ ਲੋੜ ਹੈ l

           ਕੱਲ ਤੋ ਪੰਜਾਬ ਭਰ ਵਿੱਚ ਸ਼ੁਰੂ ਹੋ ਰਹੀ ਪ੍ਰਾਇਮਰੀ ਬੱਚਿਆਂ ਦੀ ਸਮਰੱਥ ਦੀ ਰੈਂਡਿਮ ਟੈਸਟਿੰਗ ਸੈਕੰਡਰੀ ਅਧਿਆਪਕਾਂ ਕੋਲੋਂ ਕਰਵਾਉਣ ਦਾ ਐਲੀਮੈਂਟਰੀ ਟੀਚਰਜ ਯੂਨੀਅਨ ਪੰਜਾਬ (ਰਜਿ) ਵੱਲੋਂ ਸਖ਼ਤ ਵਿਰੋਧ ਕਰਦਿਆ ਸੂਬਾ ਪ੍ਰਧਾਨ ਹਰਜਿੰਦਰਪਾਲ ਸਿੰਘ ਪੰਨੂ ਨੇ ਕਿਹਾ ਕਿ ਸੈਕੰਡਰੀ ਕੇਡਰ ਦੇ ਬਲਾਕ ਰਿਸੋਰਸ ਪਰਸਨ ਕੋਲੋਂ ਟੈਸਟਿੰਗ ਕਰਵਾਉਣ ਨਾਲ ਪ੍ਰਾਇਮਰੀ ਪੱਧਰ ਦੇ ਬੱਚਿਆਂ ਦੇ ਕੋਮਲ ਮਨਾਂ ਤੇ ਪਵੇਗਾ ਬੁਰਾ ਅਸਰ। ਯੂਨੀਅਨ ਦੇ ਸੂਬਾ ਪ੍ਰਧਾਨ ਹਰਜਿੰਦਰ ਪਾਲ ਸਿਂਘ ਪੰਨੂੰ ਐਲੀਮੈਟਰੀ ਟੀਚਰਜ ਯੂਨੀਅਨ ਪੰਜਾਬ (ਰਜਿ) ਦੇ ਸੂਬਾ ਪ੍ਰਧਾਨ ਹਰਜਿੰਦਰ ਪਾਲ ਸਿਂਘ ਪੰਨੂੰ , ਜਨਰਲ ਸਕੱਤਰ ਸਤਵੀਰ ਸਿੰਘ ਰੌਣੀ ਹਰਕ੍ਰਿਸ਼ਨ ਸਿੰਘ ਮੋਹਾਲੀ ਹਰਜਿੰਦਰ ਹਾਂਡਾ ਗੁਰਿੰਦਰ ਸਿੰਘ ਘੁੱਕੇਵਾਲੀ ਸੋਹਣ ਸਿੰਘ ਮੋਗਾ ਦਲਜੀਤ ਸਿੰਘ ਲਹੌਰੀਆ ਅਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਸੇਖੋਂ ਨਿਰਭੈ ਸਿੰਘ ਮਾਲੋਵਾਲ ਮਨੋਜ ਘਈ ਅਸ਼ੋਕ ਕੁਮਾਰ ਸਰਾਰੀ ਤਰਸੇਮ ਲਾਲ ਜਲੰਧਰ ਹਰਜਿੰਦਰ ਸਿੰਘ ਚੋਹਾਨ ਦਿਲਬਾਗ ਸਿੰਘ ਬੌਡੇ ਜਗਨਂਦਨ ਸਿੰਘ ਫਾਜਿਲਕਾ ਰਵੀ ਵਾਹੀ ਅਵਤਾਰ ਸਿੰਘ ਮਾਨ ਮਨਜੀਤ ਸਿੰਘ ਕਠਾਣਾ ਹਰਜੀਤ ਸਿੰਘ ਸਿੱਧੂ ਹਰਪ੍ਰੀਤ ਸਿੰਘ ਪਰਮਾਰ ਰਣਜੀਤ ਸਿੰਘ ਮੱਲਾ ਅਸ਼ਵਨੀ ਫੱਜੂਪੁਰ ਸੁਰਿੰਦਰ ਕੁਮਾਰ ਮੋਗਾ ਹੈਰੀ ਬਠਲਾ ਗੁਰਵਿੰਦਰ ਸਿੰਘ ਬੱਬੂ ਨੇ ਮੰਗ ਕੀਤੀ ਕਿ ਸਰਕਾਰ ਤੇ ਵਿਭਾਗ ਨੂੰ ਦੋਵਾਂ ਪੱਧਰਾਂ ਪ੍ਰਾਇਮਰੀ ਅਤੇ ਸੈਕੰਡਰੀ ਦੇ ਮਨੋਵਿਗਿਆਨ ਅਤੇ ਭਰਤੀ ਨਿਯਮਾਂ ਨੂੰ ਸਮਝ ਕੇ ਹੀ ਫੈਸਲੇ ਲੈਣੇ ਚਾਹੀਦੇ ਹਨ l ਯੂਨੀਅਨ ਆਗੂਆਂ ਨੇ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਪਹਿਲੀਆਂ ਸਰਕਾਰਾਂ ਦਰਮਿਆਨ ਵੀ ਕਈ ਵਾਰ ਪ੍ਰਾਇਮਰੀ ਕੇਡਰ ਵਿੱਚ ਸੈਕੰਡਰੀ ਕੇਡਰ ਦੀ ਦਖਲ ਅੰਦਾਜੀ ਕਰਾਉਣ ਦੀ ਕੀਤੀ ਕੋਸ਼ਿਸ਼ ਦਾ ਵਿਰੋਧ ਕਰਕੇ ਦਖਲਅੰਦਾਜ਼ੀ ਕਰਾਈ ਸੀ ਬੰਦ 

 ਜਦੋ ਕਿ ਦੋਵੇਂ ਪੱਧਰਾਂ ਦੇ ਆਪਣਾ ਆਪਣਾ ਸੰਗਠਿਤ ਢਾਂਚਾ ਹੈ ਅਤੇ ਪ੍ਰਾਇਮਰੀ ਕੇਡਰ ਵਿੱਚ ਹਰੇਕ ਬਲਾਕ ਪੱਧਰ ਤੇ ਬਲਾਕ ਰਿਸੋਰਸ ਪਰਸਨ ਕਰ ਰਹੇ ਹਨ ਕੰਮ ਤਾਂ ਸੈਕੰਡਰੀ ਕੇਡਰ ਦੇ ਬਲਾਕ ਰਿਸੋਰਸ ਪਰਸਨ ਕੋਲੋ ਟੈਸਟਿੰਗ ਕਰਵਾਉਣ ਦੀ ਕੋਈ ਲੋੜ ਨਹੀ । ਵਿਭਾਗ ਵੱਲੋ ਕੱਲ੍ਹ ਤੋਂ ਕੀਤੀ ਜਾਣ ਵਾਲੀ ਟੈਸਟਿੰਗ ਸਬੰਧੀ ਤੁਰੰਤ ਫੈਸਲਾ ਬਦਲ ਕੇ ਪ੍ਰਾਇਮਰੀ ਵਰਗ ਦੀ ਪਾਰਦਰਸ਼ਤਾ ਅਤੇ ਤਨਦੇਹੀ ਨਾਲ ਕੀਤੇ ਜਾ ਰਹੇ ਕੰਮ ਨੂੰ ਧਿਆਨ ਚ ਰੱਖਣਾ ਚਾਹੀਦਾ ਹੈ , ਨਹੀ ਤਾਂ ਅਜਿਹੀਆ ਨੀਤੀਆਂ ਨੂੰ ਬਰਦਾਸ਼ਤ ਨਹੀ ਕੀਤਾ ਜਾਵੇਗਾ ਅਤੇ ਪ੍ਰਾਇਮਰੀ ਵਰਗ ਕਰੇਗਾ ਸੰਘਰਸ਼।ਇਸ ਸਮੇ ਹੋਰਨਾ ਤੋ ਇਲਾਵਾ ਸੂਬਾਈ ਆਗੂਆਂ ਨਰੇਸ਼ ਪਨਿਆੜ ਬੀ ਕੇ ਮਹਿਮੀ ਲਖਵਿੰਦਰ ਸਿੰਘ ਸੇਖੋ ਸਰਬਜੀਤ ਸਿੰਘ ਖਡੂਰ ਸਾਹਿਬ ਨੀਰਜ ਅਗਰਵਾਲ ਜਤਿੰਦਰਪਾਲ ਸਿੰਘ ਰੰਧਾਵਾ ਮਲਕੀਤ ਸਿੰਘ ਕਾਹਨੂੰਵਾਨ ਪਰਮਜੀਤ ਸਿੰਘ ਬੁੱਢੀਵਿੰਡ ਪ੍ਰਭਜੋਤ ਸਿੰਘ ਦੁਲਾਨੰਗਲ ਅਵਤਾਰ ਸਿੰਘ ਭਲਵਾਨ ਪਰਮਜੀਤ ਸਿੰਘ ਗੁਰਦੀਪ ਸਿੰਘ ਖੁਣਖੁਣ ਕੁਲਦੀਪ ਸਿੰਘ ਨਵਾਂਸ਼ਹਿਰ ਰਵੀ ਕਾਂਤ ਦਿਗਪਾਲ ਪਠਾਨਕੋਟ ਮਨਿੰਦਰ ਸਿੰਘ ਤਰਨਤਾਰਨ ਗੁਰਦੀਪ ਸਿੰਘ ਰਛਪਾਲ ਸਿੰਘ ਉਦੋਕੇ ਜਸਵੰਤ ਸਿੰਘ ਸੇਖੜਾ ਹਰਵਿੰਦਰ ਸਿੰਘ ਹੈਪੀ ਦਿਲਬਾਗ ਸਿੰਘ ਸੈਣੀ ਰਿਸ਼ੀ ਕੁਮਾਰ ਜਲੰਧਰ ਅਸੋਕ ਕੁਮਾਰ ਪਰਮਬੀਰ ਸਿੰਘ ਰੋਖੇ ਲਖਵਿੰਦਰ ਸਿੰਘ ਸੰਗੂਆਣਾ ਰਵੀ ਕੁਮਾਰ ਫਰੀਦਕੋਟ ਗੁਰਦੀਪ ਸਿੰਘ ਸੈਣੀ ਧਰਮਿੰਦਰ ਸਿੰਘ ਡੋਡ ਹਰਪਿੰਦਰ ਸਿੰਘ ਤਰਨਤਾਰਨ ਜਸਵਿੰਦਰ ਸਿੰਘ ਬਾਤਿਸ਼ ਮਨਜੀਤ ਸਿੰਘ ਬੌਬੀ ਸੁਰਜੀਤ ਸਿੰਘ ਕਾਲੜਾ ਜਨਕਰਾਜ ਮੁਹਾਲੀ ਸਤਨਾਮ ਸਿੰਘ ਪਾਲੀਆ ਚਰਨਜੀਤ ਸਿੰਘ ਫਿਰੋਜ਼ਪੁਰ ਰਾਕੇਸ਼ ਗਰਗ ਕੁਲਬੀਰ ਸਿੰਘ ਗਿੱਲ ਬਚਨ ਸਿੰਘ ਰਵਿੰਦਰ ਕੁਮਾਰ ਬਲਕਾਰ ਸਿੰਘ ਰਮਨ ਕੁਮਾਰ ਪਠਾਨਕੋਟ ਮੇਜਰ ਸਿੰਘ ਮਸੀਤੀ ਨਵਰੀਤ ਸਿੰਘ ਜੌਲੀ ਸਤੀਸ਼ ਕੁਮਾਰ ਫਾਜਿਲਕਾ ਮਨਜੀਤ ਸਿੰਘ ਪਾਰਸ ਪੰਕਜ ਅਰੋੜਾ ਜਸਵਿੰਦਰ ਸਿੰਘ ਤਰਨਤਾਰਨ ਜਸਪਾਲ ਸਿੰਘ, ਸੁਖਵਿੰਦਰ ਸਿੰਘ ਧਾਮੀ ਸੰਦੀਪ ਚੌਧਰੀ ਕੀਮਤੀ ਲਾਲ ਮੁਕਤਸਰ ਗੁਰਬੀਰ ਸਿੰਘ ਦਦੇਹਰ ਸਾਹਿਬ ਗੁਰਦੀਪ ਸਿੰਘ ਸੈਣੀ ਹੋਰ ਆਗੂ ਐਲੀਮੈਟਰੀ ਟੀਚਰਜ ਯੂਨੀਅਨ ਈ ਟੀ ਯੂ ਪੰਜਾਬ (ਰਜਿ) ।

ਅਮਰੀਕੀ ਰਾਸ਼ਟਰਪਤੀ ਡੋਨਾਲਡ ਟਰੰਪ ਦਾ ਵੱਡਾ ਐਲਾਨ: 1 ਅਕਤੂਬਰ 2025 ਤੋਂ ਬ੍ਰਾਂਡਡ ਤੇ ਪੇਟੈਂਟਦ ਦਵਾਈਆਂ ‘ਤੇ 100% ਟੈਰੀਫ਼

ਵਾਸ਼ਿੰਗਟਨ  26 ਸਤੰਬਰ,( ਜਾਬਸ ਆਫ ਟੁਡੇ) ਅਮਰੀਕੀ ਰਾਸ਼ਟਰਪਤੀ ਡੋਨਾਲਡ ਟਰੰਪ ਨੇ ਐਲਾਨ ਕੀਤਾ ਹੈ ਕਿ 1 ਅਕਤੂਬਰ 2025 ਤੋਂ ਬ੍ਰਾਂਡਡ ਜਾਂ ਪੇਟੈਂਟਦ ਦਵਾਈਆਂ ‘ਤੇ 100 ਪ੍ਰਤੀਸ਼ਤ ਟੈਰੀਫ਼ ਲਗਾਇਆ ਜਾਵੇਗਾ। ਹਾਲਾਂਕਿ ਇਹ ਟੈਰੀਫ਼ ਉਹਨਾਂ ਕੰਪਨੀਆਂ ‘ਤੇ ਨਹੀਂ ਲੱਗੇਗਾ ਜੋ ਅਮਰੀਕਾ ਵਿੱਚ ਆਪਣਾ ਦਵਾਈ ਬਣਾਉਣ ਵਾਲਾ ਪਲਾਂਟ ਲਗਾ ਰਹੀਆਂ ਹਨ।



ਟਰੰਪ ਨੇ ਸਪਸ਼ਟ ਕੀਤਾ ਕਿ “ਲਗਾ ਰਹੀਆਂ ਹਨ” ਦਾ ਅਰਥ ਹੈ ਕਿ ਕੰਪਨੀ ਦਾ ਪਲਾਂਟ “ਬ੍ਰੇਕਿੰਗ ਗਰਾਊਂਡ” ਜਾਂ “ਅੰਡਰ ਕਨਸਟਰਕਸ਼ਨ” (ਨਿਰਮਾਣ ਹੇਠ) ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ। ਇਸ ਲਈ, ਜੇ ਕਿਸੇ ਕੰਪਨੀ ਨੇ ਅਮਰੀਕਾ ਵਿੱਚ ਦਵਾਈ ਬਣਾਉਣ ਲਈ ਪਲਾਂਟ ਦਾ ਨਿਰਮਾਣ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ ਹੈ ਤਾਂ ਉਸ ਦੀਆਂ ਦਵਾਈਆਂ ‘ਤੇ ਕੋਈ ਟੈਰੀਫ਼ ਨਹੀਂ ਲੱਗੇਗਾ।


ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਭਾਰਤੀ ਉਤਪਾਦਾਂ ‘ਤੇ 27 ਅਗਸਤ ਤੋਂ 50 ਪ੍ਰਤੀਸ਼ਤ ਟੈਰੀਫ਼ ਲਗਾਇਆ ਜਾ ਚੁੱਕਾ ਹੈ। ਇਹ ਟੈਰੀਫ਼ ਕੱਪੜੇ, ਜੁਲਰੀ, ਫਰਨੀਚਰ, ਸੀ-ਫੂਡ ਆਦਿ ਉਤਪਾਦਾਂ ‘ਤੇ ਲਾਗੂ ਹੋਇਆ ਸੀ ਜਿਸ ਨਾਲ ਭਾਰਤੀ ਐਕਸਪੋਰਟ ਮਹਿੰਗੇ ਹੋ ਗਏ ਹਨ। ਹਾਲਾਂਕਿ ਦਵਾਈਆਂ ਨੂੰ ਇਸ ਟੈਰੀਫ਼ ਤੋਂ ਬਾਹਰ ਰੱਖਿਆ ਗਿਆ ਸੀ।

ਟਰੰਪ ਨੇ ਕਿਹਾ ਕਿ 1 ਅਕਤੂਬਰ ਤੋਂ ਅਮਰੀਕਾ ਵਿੱਚ ਬਣ ਰਹੇ ਪਲਾਂਟ ਵਾਲੀਆਂ ਕੰਪਨੀਆਂ ਦੀਆਂ ਦਵਾਈਆਂ ਹੀ ਇਸ ਟੈਰੀਫ਼ ਤੋਂ ਬਚ ਸਕਣਗੀਆਂ।
