**ਤਲਵੰਡੀ ਸਾਬੋ, 27 ਦਸੰਬਰ 2024** - ਤਲਵੰਡੀ ਸਾਬੋ ਨੇੜੇ ਜੀਵਨ ਸਿੰਘ ਵਾਲਾ ਕੋਲ ਇੱਕ ਬੱਸ ਦੇ ਗੰਦੇ ਨਾਲੇ 'ਚ ਡਿੱਗਣ ਕਾਰਨ ਵੱਡਾ ਹਾਦਸਾ ਵਾਪਰ ਗਿਆ। ਇਸ ਹਾਦਸੇ 'ਚ ਕਈ ਲੋਕ ਜ਼ਖ਼ਮੀ ਹੋਏ ਹਨ ਅਤੇ ਕੁਝ ਦੀ ਮੌਤ ਹੋ ਗਈ ਹੈ। ਮਿਤੀ 27 ਦਸੰਬਰ ਨੂੰ ਸ਼ਾਮ 5:30 ਵਜੇ ਤੱਕ ਸਿਵਲ ਹਸਪਤਾਲ ਬਠਿੰਡਾ ਵਿੱਚ ਦਾਖਲ ਕੀਤੇ ਗਏ ਜ਼ਖ਼ਮੀਆਂ ਅਤੇ ਮ੍ਰਿਤਕਾਂ ਦੀ ਸੂਚੀ ਹੇਠਾਂ ਦਿੱਤੀ ਗਈ ਹੈ।

ਬਠਿੰਡਾ ਜ਼ਿਲ੍ਹੇ ਦੇ ਪਿੰਡ ਜੀਵਨ ਸਿੰਘ ਵਾਲਾ ਨੇੜੇ ਇੱਕ ਦਰਦਨਾਕ ਸੜਕ ਹਾਦਸਾ ਵਾਪਰਿਆ ਹੈ। ਇੱਕ ਪ੍ਰਾਈਵੇਟ ਬੱਸ ਡਰੇਨ ਵਿੱਚ ਡਿੱਗ ਪਈ, ਜਿਸ ਕਾਰਨ 8 ਲੋਕਾਂ ਦੀ ਮੌਤ ਹੋ ਗਈ ਹੈ ਅਤੇ ਦੋ ਦਰਜਨ ਤੋਂ ਵੱਧ ਸਵਾਰੀਆਂ ਜ਼ਖ਼ਮੀ ਹੋਈਆਂ ਹਨ। ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਬਠਿੰਡਾ ਨੇ 8 ਮੌਤਾਂ ਦੀ ਪੁਸ਼ਟੀ ਕੀਤੀ ਹੈ। ਇਹਨਾਂ  ਵਿੱਚ ਬੱਸ ਦਾ ਡਰਾਈਵਰ ਵੀ ਸ਼ਾਮਲ ਹੈ।

ਹਾਦਸਾਗ੍ਰਸਤ ਬੱਸ ਤਲਵੰਡੀ ਸਾਬੋ ਤੋਂ ਬਠਿੰਡਾ ਵੱਲ ਜਾ ਰਹੀ ਸੀ ਜਦੋਂ ਇਹ ਅਚਾਨਕ ਡਰੇਨ ਵਿੱਚ ਡਿੱਗ ਪਈ। ਹਾਦਸੇ ਵੇਲੇ ਬੱਸ ਵਿੱਚ 50 ਤੋਂ ਵੱਧ ਸਵਾਰੀਆਂ ਸਫ਼ਰ ਕਰ ਰਹੀਆਂ ਸਨ। ਮੁੱਢਲੀ ਜਾਂਚ ਵਿੱਚ ਪਤਾ ਲੱਗਾ ਹੈ ਕਿ ਬਾਰਸ਼ ਦੌਰਾਨ ਬੱਸ ਦੇ ਡਰਾਈਵਰ ਨੂੰ ਬਿਜਲੀ ਡਿੱਗੀ, ਜਿਸ ਕਾਰਨ ਬੱਸ ਬੇਕਾਬੂ ਹੋ ਗਈ ਅਤੇ ਡਰੇਨ ਵਿੱਚ ਡਿੱਗ ਪਈ।

ਹਾਦਸੇ ਦੀ ਸੂਚਨਾ ਮਿਲਦਿਆਂ ਹੀ ਨੇੜਲੇ ਪਿੰਡਾਂ ਦੇ ਲੋਕ ਮੌਕੇ 'ਤੇ ਪੁੱਜੇ ਅਤੇ ਬਚਾਅ ਕਾਰਜ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੇ। ਪਰ ਡਰੇਨ ਵਿੱਚ ਗੰਦਾ ਪਾਣੀ ਭਰਿਆ ਹੋਇਆ ਸੀ ਅਤੇ ਲਗਾਤਾਰ ਬਾਰਸ਼ ਹੋ ਰਹੀ ਸੀ, ਜਿਸ ਕਾਰਨ ਬਚਾਅ ਕਾਰਜਾਂ ਵਿੱਚ ਮੁਸ਼ਕਲਾਂ ਪੇਸ਼ ਆਈਆਂ।

ਪੰਜਾਬ ਸਰਕਾਰ ਵਲੋਂ ਪੰਜਾਬ ਦੇ ਕੈਬਨਿਟ ਮੰਤਰੀ ਸ.ਹਰਜੋਤ ਸਿੰਘ ਬੈਂਸ ਅਤੇ ਮੁੱਖ ਸਕੱਤਰ ਕੇ.ਏ.ਪੀ.ਸਿਨਹਾ ਵਲੋਂ ਸਾਬਕਾ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮਨਮੋਹਨ ਸਿੰਘ ਦੀ ਦੇਹ ਉਤੇ ਫੁਲ ਮਾਲਾਵਾ ਭੇਂਟ ਕਰਕੇ ਸ਼ਰਧਾਂਜਲੀ ਭੇਟ ਕੀਤੀ ਗਈ।

ਇਸ ਮੌਕੇ ਉਨ੍ਹਾਂ ਡਾ.ਮਨਮੋਹਨ ਸਿੰਘ ਦੇ ਪਰਿਵਾਰਕ ਮੈਂਬਰਾਂ ਨਾਲ ਵੀ ਦੁੱਖ ਸਾਂਝਾ ਕੀਤਾ।

ਸ.ਬੈਂਸ ਨੇ ਕਿਹਾ ਕਿ ਸ.ਮਨਮੋਹਨ ਸਿੰਘ ਨੇ ਦੇਸ਼ ਦੀ ਆਰਥਿਕ ਸਥਿਤੀ ਨੂੰ ਮੁਸ਼ਕਲ ਹਾਲਾਤ ਵਿਚੋਂ ਕੱਢ ਕੇ ਵਿਕਾਸ ਦੇ ਰਾਹ ਪਾਇਆ ਸੀ। ਉਨ੍ਹਾਂ ਨੇ ਦੇਸ਼ ਵਿਚ ਵਿੱਤੀ ਸੁਧਾਰਾਂ ਅਤੇ ਆਰਥਿਕ ਪ੍ਰਗਤੀ ਦਾ ਨਵਾਂ ਇਤਿਹਾਸ ਲਿਖਿਆ, ਜਿਸ ਸਦਕੇ ਦੇਸ਼ ਦੀ ਅਰਥਵਿਵਸਥਾ ਪ੍ਰਗਤੀ ਦੇ ਰਾਹ ਪਈ। 

ਕੈਬਨਿਟ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਮੇਰੇ ਲਈ ਇਹ ਬਹੁਤ ਹੀ ਭਾਵੁਕ ਪਲ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਡਾ. ਮਨਮੋਹਨ ਸਿੰਘ ਸਿਰਫ ਇੱਕ ਸ਼ਖ਼ਸੀਅਤ ਨਹੀਂ ਸਨ, ਸਗੋਂ ਆਪਣੇ ਆਪ ਵਿੱਚ ਇੱਕ ਸੰਸਥਾ ਸਨ॥ ਉਨ੍ਹਾਂ ਦੀ ਨਿਮਰਤਾ, ਇਮਾਨਦਾਰੀ, ਸਾਦਗੀ ਅਤੇ ਵਿਦਵਤਾ ਸਾਡੇ ਲਈ ਸਦੀਵੀ ਪ੍ਰੇਰਨਾ ਦਾ ਸਰੋਤ ਰਹੇਗੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਡਾਕਟਰ ਮਨਮੋਹਨ ਸਿੰਘ ਵਲੋਂ ਦੇਸ਼ ਦੇ ਵਿਕਾਸ ਵਿੱਚ ਪਾਏ ਯੋਗਦਾਨ ਨੂੰ ਆਉਣ ਵਾਲੀਆਂ ਪੀੜ੍ਹੀਆਂ ਯਾਦ ਰੱਖਣਗੀਆਂ।

ਚੰਡੀਗੜ੍ਹ, 27 ਦਸੰਬਰ 2024 ( ਜਾਬਸ ਆਫ ਟੁਡੇ) ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਸਾਬਕਾ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਡਾ. ਮਨਮੋਹਨ ਸਿੰਘ ਦੇ ਦੇਹਾਂਤ ’ਤੇ ਸੱਤ ਦਿਨਾਂ ਦਾ ਰਾਜਸੀ ਸ਼ੋਕ ਐਲਾਨ ਕੀਤਾ ਹੈ। ਇਸ ਦੌਰਾਨ ਸਰਕਾਰੀ ਦਫ਼ਤਰਾਂ ਵਿੱਚ ਕੋਈ ਵੀ ਮਨੋਰੰਜਨ ਸਮਾਗਮ ਨਹੀਂ ਹੋਣਗੇ ਅਤੇ ਰਾਸ਼ਟਰੀ ਝੰਡਾ ਅੱਧਾ ਝੁਕਿਆ ਰਹੇਗਾ।

ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਨੇ ਸਿੱਖਿਆ ਵਿਭਾਗ ਦੇ ਉਨ੍ਹਾਂ ਹੁਕਮਾਂ ਨੂੰ ਰੱਦ ਕਰ ਦਿੱਤਾ ਸੀ ਜਿਨ੍ਹਾਂ ਨਾਲ ਵੋਕੇਸ਼ਨਲ ਮਾਸਟਰਾਂ ਦੀਆਂ ਤਨਖਾਹਾਂ ਵਿੱਚ ਅੰਤਰ ਪੈਦਾ ਹੋ ਗਿਆ ਸੀ। ਕੋਰਟ ਦੇ ਇਸ ਫੈਸਲੇ ਨਾਲ 8 ਜੁਲਾਈ 1995 ਤੋਂ ਪਹਿਲਾਂ ਨਿਯੁਕਤ ਹੋਏ ਵੋਕੇਸ਼ਨਲ ਮਾਸਟਰਾਂ ਨੂੰ ਵੀ ਸਾਲਾਨਾ ਅਧਾਰ 'ਤੇ ਤਨਖਾਹਾਂ ਵਿੱਚ ਸੋਧ ਕਰਨ ਦਾ ਹੁਕਮ ਦਿੱਤਾ ਗਿਆ ਹੈ।

ਮਾਮਲਾ ਕੀ ਸੀ?

ਮਾਮਲਾ ਉਨ੍ਹਾਂ ਵੋਕੇਸ਼ਨਲ ਮਾਸਟਰਾਂ ਨਾਲ ਸਬੰਧਤ ਸੀ ਜਿਨ੍ਹਾਂ ਦੀ ਨਿਯੁਕਤੀ 8 ਜੁਲਾਈ 1995 ਤੋਂ ਪਹਿਲਾਂ ਹੋਈ ਸੀ। ਸਿੱਖਿਆ ਵਿਭਾਗ ਨੇ ਇੱਕ ਨੋਟੀਫਿਕੇਸ਼ਨ ਜਾਰੀ ਕਰਕੇ ਸਿਰਫ਼ ਉਨ੍ਹਾਂ ਮਾਸਟਰਾਂ ਨੂੰ ਹੀ ਤਨਖਾਹ ਸੋਧ ਦਾ ਲਾਭ ਦੇਣ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਸੀ ਜਿਨ੍ਹਾਂ ਨੇ ਉਸ ਤਾਰੀਖ ਤੱਕ ਪੋਸਟ ਗ੍ਰੈਜੂਏਸ਼ਨ ਦੀ ਡਿਗਰੀ ਹਾਸਲ ਕਰ ਲਈ ਸੀ। 

ਕੋਰਟ ਦਾ ਫੈਸਲਾ

ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈ ਕੋਰਟ ਨੇ ਸਿੱਖਿਆ ਵਿਭਾਗ ਦੇ ਇਸ ਫੈਸਲੇ ਨੂੰ ਗਲਤ ਠਹਿਰਾਇਆ। ਕੋਰਟ ਨੇ ਕਿਹਾ ਕਿ ਸਾਰੇ ਵੋਕੇਸ਼ਨਲ ਮਾਸਟਰਾਂ ਨੂੰ ਤਨਖਾਹ ਸੋਧ ਦਾ ਲਾਭ ਮਿਲਣਾ ਚਾਹੀਦਾ ਹੈ, ਭਾਵੇਂ ਉਨ੍ਹਾਂ ਨੇ ਪੋਸਟ ਗ੍ਰੈਜੂਏਸ਼ਨ ਦੀ ਡਿਗਰੀ ਹਾਸਲ ਕੀਤੀ ਹੋਵੇ ਜਾਂ ਨਾ। ਭਾਵ ਜਿਨਾਂ ਵੋਕੇਸ਼ਨਲ ਮਾਸਟਰਾਂ ਦੀ ਡਿਗਰੀ ਆਈਟੀਆਈ ਜਾਂ ਬੈਚਲਰ ਡਿਗਰੀ ਵੀ ਸੀ ਉਹਨਾਂ ਨੂੰ ਵੀ ਤਨਖਾਹ ਸੋਧ ਦਾ ਲਾਭ ਮਿਲੇਗਾ। 

ਇਸ ਫੈਸਲੇ ਦਾ ਅਸਰ

ਇਸ ਫੈਸਲੇ ਨਾਲ 8 ਜੁਲਾਈ 1995 ਤੋਂ ਪਹਿਲਾਂ ਨਿਯੁਕਤ ਹੋਏ ਸਾਰੇ ਵੋਕੇਸ਼ਨਲ ਮਾਸਟਰਾਂ ਨੂੰ ਲਾਭ ਹੋਵੇਗਾ। ਉਨ੍ਹਾਂ ਦੀਆਂ ਤਨਖਾਹਾਂ ਵਿੱਚ ਸੋਧ ਕੀਤੀ ਜਾਵੇਗੀ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਪਿੱਛਲੇ ਸਮੇਂ ਦਾ ਬਣਦਾ ਪੈਸਾ ਵੀ ਦਿੱਤਾ ਜਾਵੇਗਾ।
