Punjab Government Mandates Digital Signatures for Salary E-Vouchers
**Chandigarh, February 14, 2025 ( Jobsoftofay )– The Punjab government has announced that all salary e-vouchers for the month of February 2025 must be submitted with digital signatures. This new mandate is part of a broader initiative to transition from e-signatures to digital signatures for online submissions of monthly civil accounts, as required by the Office of the Accountant General (A.G.), Punjab.
The directive, issued by the Department of Finance, applies to all government departments and their Drawing and Disbursing Officers (DDOs). DDOs are required to ensure that salary bills for February, which are paid in March, are submitted through the IFMS (Integrated Financial Management System) with e-vouchers signed digitally.

This transition aims to enhance the security and integrity of financial transactions. Digital signatures offer a higher level of authentication and non-repudiation compared to e-signatures, ensuring that the submitted documents are authentic and cannot be altered.
The government has instructed all DDOs to coordinate with Punjab Infotech to obtain the necessary digital signatures. Punjab Infotech is facilitating the issuance of digital signatures to ensure a smooth transition for all departments. The Department of Finance has also outlined a phased approach for the implementation of digital signatures for other types of bills. Starting April 1, 2025, all non-salary related bills must also be submitted with digital signatures. This phased rollout allows government offices time to adapt to the new system.

ਚੰਡੀਗੜ੍ਹ, 14 ਫਰਵਰੀ, 2025 ( ਜਾਬਸ ਆਫ ਟੁਡੇ) ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਐਲਾਨ ਕੀਤਾ ਹੈ ਕਿ ਫਰਵਰੀ 2025 ਦੀਆਂ ਸਾਰੀਆਂ ਤਨਖਾਹ ਈ-ਵਾਊਚਰ ਡਿਜੀਟਲ ਦਸਤਖਤਾਂ ਨਾਲ ਜਮ੍ਹਾਂ ਕਰਵਾਉਣੇ ਪੈਣਗੇ। ਇਹ ਨਵਾਂ ਆਦੇਸ਼ ਮਹੀਨਾਵਾਰ ਸਿਵਲ ਖਾਤਿਆਂ ਦੀ ਆਨਲਾਈਨ ਪੇਸ਼ਕਾਰੀ ਲਈ ਈ-ਸਿਗਨੇਚਰਾਂ ਤੋਂ ਡਿਜੀਟਲ ਸਿਗਨੇਚਰਾਂ ਵਿੱਚ ਤਬਦੀਲੀ ਕਰਨ ਦੀ ਇੱਕ ਵਿਆਪਕ ਪਹਿਲਕਦਮੀ ਦਾ ਹਿੱਸਾ ਹੈ, ਜਿਵੇਂ ਕਿ ਅਕਾਊਂਟੈਂਟ ਜਨਰਲ (ਏ.ਜੀ.), ਪੰਜਾਬ ਦੇ ਦਫ਼ਤਰ ਦੁਆਰਾ ਲੋੜੀਂਦਾ ਹੈ।

ਇਸ ਤਬਦੀਲੀ ਦਾ ਉਦੇਸ਼ ਵਿੱਤੀ ਲੈਣ-ਦੇਣ ਦੀ ਸੁਰੱਖਿਆ ਅਤੇ ਇਕਸਾਰਤਾ ਨੂੰ ਵਧਾਉਣਾ ਹੈ। ਡਿਜੀਟਲ ਦਸਤਖਤ ਈ-ਸਿਗਨੇਚਰਾਂ ਦੇ ਮੁਕਾਬਲੇ ਪ੍ਰਮਾਣਿਕਤਾ ਅਤੇ ਗੈਰ-ਖੰਡਨ ਦੀ ਉੱਚ ਪੱਧਰ ਦੀ ਪੇਸ਼ਕਸ਼ ਕਰਦੇ ਹਨ, ਇਹ ਸੁਨਿਸ਼ਚਿਤ ਕਰਦੇ ਹਨ ਕਿ ਜਮ੍ਹਾਂ ਕੀਤੇ ਦਸਤਾਵੇਜ਼ ਪ੍ਰਮਾਣਿਕ ਹਨ ਅਤੇ ਉਹਨਾਂ ਨੂੰ ਬਦਲਿਆ ਨਹੀਂ ਜਾ ਸਕਦਾ ਹੈ।
ਸਰਕਾਰ ਨੇ ਸਾਰੇ ਡੀਡੀਓਜ਼ ਨੂੰ ਜ਼ਰੂਰੀ ਡਿਜੀਟਲ ਦਸਤਖਤ ਪ੍ਰਾਪਤ ਕਰਨ ਲਈ ਪੰਜਾਬ ਇਨਫੋਟੈਕ ਨਾਲ ਤਾਲਮੇਲ ਕਰਨ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਹਨ। ਪੰਜਾਬ ਇਨਫੋਟੈਕ ਸਾਰੇ ਵਿਭਾਗਾਂ ਲਈ ਸੁਚਾਰੂ ਤਬਦੀਲੀ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਡਿਜੀਟਲ ਦਸਤਖਤ ਜਾਰੀ ਕਰਨ ਦੀ ਸਹੂਲਤ ਦੇ ਰਿਹਾ ਹੈ। ਵਿੱਤ ਵਿਭਾਗ ਨੇ ਹੋਰ ਕਿਸਮ ਦੇ ਬਿੱਲਾਂ ਲਈ ਡਿਜੀਟਲ ਦਸਤਖਤਾਂ ਨੂੰ ਲਾਗੂ ਕਰਨ ਲਈ ਇੱਕ ਪੜਾਵੀ ਪਹੁੰਚ ਦੀ ਰੂਪਰੇਖਾ ਵੀ ਦਿੱਤੀ ਹੈ। 1 ਅਪ੍ਰੈਲ, 2025 ਤੋਂ, ਸਾਰੇ ਗੈਰ-ਤਨਖਾਹ ਨਾਲ ਸਬੰਧਤ ਬਿੱਲ ਵੀ ਡਿਜੀਟਲ ਦਸਤਖਤਾਂ ਨਾਲ ਜਮ੍ਹਾਂ ਕਰਵਾਉਣੇ ਪੈਣਗੇ। ਇਹ ਪੜਾਵੀ ਰੋਲਆਊਟ ਸਰਕਾਰੀ ਦਫ਼ਤਰਾਂ ਨੂੰ ਨਵੀਂ ਪ੍ਰਣਾਲੀ ਦੇ ਅਨੁਕੂਲ ਹੋਣ ਲਈ ਸਮਾਂ ਦਿੰਦਾ ਹੈ।
