30 ਅਗਸਤ ਨੂੰ ਹੋਣ ਵਾਲੀ ਸਾਂਝਾ ਮੁਲਾਜ਼ਮ ਮੰਚ ਦੀ ਮੀਟਿੰਗ ਤੋਂ ਸਰਕਾਰ ਬੁਖਲਾਈ - ਲਾਹੌਰੀਆ

 30 ਅਗਸਤ ਨੂੰ ਹੋਣ ਵਾਲੀ ਸਾਂਝਾ ਮੁਲਾਜ਼ਮ ਮੰਚ ਦੀ ਮੀਟਿੰਗ ਤੋਂ ਸਰਕਾਰ ਬੁਖਲਾਈ  -  ਲਾਹੌਰੀਆ 


       ਐਲੀਮੈਂਟਰੀ ਟੀਚਰਜ ਯੂਨੀਅਨ ਪੰਜਾਬ (ਰਜਿ) ਦੇ ਸੂਬਾ ਪ੍ਰੈੱਸ ਸਕੱਤਰ ਤੇ ਸੋਸ਼ਲ ਮੀਡੀਆ ਇੰਚਾਰਜ ਦਲਜੀਤ ਸਿੰਘ ਲਾਹੌਰੀਆ ਨੇ ਦੱਸਿਆ ਕਿ ਜਾਣਕਾਰੀ ਅਨੁਸਾਰ ਆਗੂਆਂ ਨੂੰ ਮੀਟਿੰਗ ਲਈ ਵੀ ਕਿਹਾ ਜਾ ਰਿਹਾ ਹੈ ਤੇ ਇਹ ਵੀ ਕਿਹਾ ਜਾ ਰਿਹਾ ਕਿ ਤੁਹਾਡੀਆਂ ਕਾਫੀ ਮੰਗਾਂ ਸਰਕਾਰ ਮੰਨਣ ਦੇ ਲਈ ਸਹਿਮਤ ਆ। ਮੁਲਾਜ਼ਮ ਮੰਚ ਦੇ ਕਨਵੀਨਰ  ਸੁਖਚੈਨ ਸਿੰਘ ਖਹਿਰਾ ਦੇ ਅਨੁਸਾਰ ਕਿਹਾ ਗਿਆ ਕਿ ਸਰਕਾਰ ਇੱਕ ਪਾਸੇ ਸਰਕਾਰ ਵੱਲੋਂ ਕਾਰਵਾਈ ਕਰਨ ਦੇ ਪੱਤਰ ਜਾਰੀ ਕੀਤੇ ਜਾ ਰਹੇ ਨੇ ਤੇ ਦੂਜੇ ਪਾਸੇ ਮੀਟਿੰਗ ਲਈ ਕਿਹਾ ਜਾ ਰਿਹਾ। ਸੋ ਕਾਰਵਾਈ ਤੇ ਮੀਟਿੰਗ ਦੋਵੇਂ ਇਕੱਠੇ ਨਹੀਂ ਹੋ ਸਕਦੇ। ਇਸ ਮੌਕੇ ਹਰਜਿੰਦਰ ਪਾਲ ਸਿੰਘ ਪੰਨੂ, ਨਰੇਸ਼ ਪਨਿਆੜ, ਹਰਜਿੰਦਰ ਹਾਂਡਾ, ਸਤਵੀਰ ਸਿੰਘ ਰੌਣੀ, ਹਰਕ੍ਰਿਸ਼ਨ ਮੋਹਾਲੀ , ਬੀ.ਕੇ.ਮਹਿਮੀ ,  ਨੀਰਜ ਅਗਰਵਾਲ  , ਗੁਰਿੰਦਰ ਸਿੰਘ ਘੁਕੇਵਾਲੀ, ਸਰਬਜੀਤ ਸਿੰਘ ਖਡੂਰ ਸਾਹਿਬ, ਨਿਰਭੈ ਸਿਂਘ , ਸੋਹਣ ਸਿੰਘ , ਖੁਸ਼ਪ੍ਰੀਤ ਸਿੰਘ ਕੰਗ  ,  ਅੰਮ੍ਰਿਤਪਾਲ ਸਿੰਘ ਸੇਖੋਂ , ਰਵੀ ਵਾਹੀ , ਜਤਿੰਦਰਪਾਲ ਸਿੰਘ ਰੰਧਾਵਾ , ਹਰਜਿੰਦਰ ਸਿੰਘ ਚੋਹਾਨ  , ਦੀਦਾਰ  ਸਿੰਘ  ,  ਲਖਵਿੰਦਰ ਸਿੰਘ ਸੇਖੋਂ , ਸਤਬੀਰ ਸਿੰਘ ਬੋਪਾਰਾਏ , ਤਰਸੇਮ ਲਾਲ ਜਲੰਧਰ , ਰਿਸ਼ੀ ਕੁਮਾਰ ਜਲੰਧਰ , ਸੰਜੀਤ ਸਿੰਘ ਨਿੱਜਰ , ਮਨਿੰਦਰ ਸਿੰਘ ਪੰਜਗਰਾਈਆਂ ਆਦਿ ਆਗੂ ਹਾਜਰ ਸਨ ।

ਨਵਾਂ ਸ਼ਹਿਰ 29 ਅਗਸਤ (       ) ਪੰਜਾਬ ਮੁਲਾਜ਼ਮ ਤੇ ਪੈਨਸ਼ਨਰਜ਼ ਸਾਂਝਾ ਫਰੰਟ ਅਤੇ ਸਾਂਝਾ ਮੁਲਾਜ਼ਮ ਮੰਚ ਪੰਜਾਬ ਦੀ ਸਾਂਝੀ ਤਾਲਮੇਲ ਕਮੇਟੀ ਨਾਲ 27 ਅਗਸਤ ਨੂੰ ਭਗੌੜੇ ਮੁੱਖ ਮੰਤਰੀ ਵੱਲੋਂ ਮੀਟਿੰਗ ਛੱਡ ਕੇ ਭੱਜਣ ਦੇ ਵਿਰੋਧ ਵਿੱਚ ਭਗਵੰਤ ਮਾਨ ਦੇ ਪੁਤਲੇ ਫੂਕਣ, ਟਵੀਟ ਅਤੇ ਧਮਕੀ ਭਰੇ ਪੱਤਰ ਦੀਆਂ ਕਾਪੀਆਂ ਫੂਕਣ ਦੇ ਸੱਦੇ ਦੇ ਮੱਦੇਨਜ਼ਰ ਅੱਜ ਪੀ ਐਸ ਪੀ ਸੀ ਐਲ ਦੇ ਮੰਡਲ ਦਫਤਰ ਗੜ੍ਹ ਸ਼ੰਕਰ ਰੋਡ ਨਵਾਂ ਸ਼ਹਿਰ ਵਿਖੇ ਮੁਲਾਜ਼ਮਾਂ ਅਤੇ ਪੈਨਸ਼ਨਰਾਂ ਵਲੋਂ ਸ਼ੰਭੂ ਨਰਾਇਣ ਦੀ ਪ੍ਰਧਾਨਗੀ ਹੇਠ ਰੋਸ ਧਰਨੇ ਉਪਰੰਤ ਭਗਵੰਤ ਮਾਨ ਦਾ ਪੁਤਲਾ, ਟਵੀਟ ਅਤੇ ਧਮਕੀ ਪੱਤਰ ਦੀਆਂ ਕਾਪੀਆਂ ਫੂਕੀਆਂ ਗਈਆਂ।



        ਰੋਸ ਧਰਨੇ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਮੰਡਲ ਪ੍ਰਧਾਨ ਕੁਲਵਿੰਦਰ ਸਿੰਘ ਅਟਵਾਲ, ਨਿਰੰਜਨ ਸਿੰਘ, ਵਿਜੇ ਕੁਮਾਰ, ਕੁਲਦੀਪ ਸਿੰਘ ਦੌੜਕਾ, ਗੁਰਦੀਸ਼ ਸਿੰਘ,  ਪ੍ਰੇਮ ਚਣਕੋਆ, ਕੁਲਦੀਪ ਸਿੰਘ, ਬਿਕਰਮਜੀਤ ਸਿੰਘ ਰਾਹੋਂ, ਸੁਭਾਸ਼ ਕੁਮਾਰ, ਸੰਜੀਵ ਕੁਮਾਰ, ਸਰਦਾਰਾ ਸਿੰਘ, ਜਸਵੀਰ ਸਿੰਘ, ਅਮਰੀਕ ਸਿੰਘ, ਸਤਪਾਲ ਭਾਟੀਆ, ਪ੍ਰੇਮ ਸਹਾਬਪੁਰ, ਦੇਵ ਰਾਜ ਸੁੱਜੋਂ ਨੇ ਭਗਵੰਤ ਮਾਨ ਵਲੋਂ ਮੁਲਾਜ਼ਮ ਅਤੇ ਪੈਨਸ਼ਨਰ ਆਗੂਆਂ ਨਾਲ ਮੀਟਿੰਗ ਕਰਨ ਤੋਂ ਸ਼ਰਤਾਂ ਦੇ ਬਹਾਨੇ ਨਾਲ ਭੱਜਣ ਦੀ ਪੁਰਜੋਰ ਸ਼ਬਦਾਂ ਵਿੱਚ ਨਿਖੇਧੀ ਕੀਤੀ ਗਈ। ਆਗੂਆਂ ਨੇ ਭਗਵੰਤ ਮਾਨ ਸਰਕਾਰ ਨੂੰ ਚਿਤਾਵਨੀ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਸਾਢੇ ਚਾਰ ਸਾਲ ਮੁਲਾਜ਼ਮਾਂ ਅਤੇ ਪੈਨਸ਼ਨਰਾਂ ਦੀਆਂ ਮੰਗਾਂ ਤੋਂ ਭਗੌੜੇ ਹੋਣ ਕਾਰਨ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਤੋਂ ਵੀ ਭਜਾਂਵਾਂਗੇ। ਭਗਵੰਤ ਮਾਨ ਕਿਸੇ ਭੁਲੇਖੇ ਵਿੱਚ ਨਾ ਰਹੇ ਜੇ ਪੰਜਾਬ ਦੇ ਮੁਲਾਜ਼ਮ ਪੈਨਸ਼ਨਰ ਮਨ ਮਰਜੀ ਦੀ ਸਰਕਾਰ ਲਿਆ ਸਕਦੇ ਹਨ ਤਾਂ ਉਸ ਨੂੰ ਹਰਾ ਵੀ ਸਕਦੇ ਹਨ। ਆਗੂਆਂ ਨੇ ਕਿਹਾ ਕਿ ਸੂਬਾ ਤਾਲਮੇਲ ਕਮੇਟੀ ਵਲੋਂ ਜੋ ਐਕਸ਼ਨ ਉਲੀਕੇ ਜਾਣਗੇ, ਉਨ੍ਹਾਂ ਨੂੰ ਤਨਦੇਹੀ ਨਾਲ ਲਾਗੂ ਕੀਤਾ ਜਾਵੇਗਾ।

ਪੰਜਾਬ ਸਕੂਲ ਸਿੱਖਿਆ ਵਿਭਾਗ ਵੱਲੋਂ ਪੰਜਵੀਂ ਜਮਾਤ ਦੇ ਸਾਲਾਨਾ ਮੁਲਾਂਕਣ (2026-27) ਲਈ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ ਜਾਰੀ

ਜਾਰੀਕਰਤਾ: ਰਾਜ ਵਿੱਦਿਅਕ ਖੋਜ ਅਤੇ ਸਿਖਲਾਈ ਪ੍ਰੀਸ਼ਦ (SCERT), ਪੰਜਾਬ | ਮਿਤੀ: 28 ਅਗਸਤ 2026

ਰਾਜ ਵਿੱਦਿਅਕ ਖੋਜ ਅਤੇ ਸਿਖਲਾਈ ਪ੍ਰੀਸ਼ਦ (SCERT), ਪੰਜਾਬ ਵੱਲੋਂ ਸੈਸ਼ਨ 2026-27 ਲਈ ਪੰਜਵੀਂ ਜਮਾਤ ਦੇ ਸਾਲਾਨਾ ਮੁਲਾਂਕਣ ਸੰਬੰਧੀ ਵਿਸਥਾਰਪੂਰਵਕ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ ਜਾਰੀ ਕਰ ਦਿੱਤੇ ਗਏ ਹਨ। ਇਹ ਮੁਲਾਂਕਣ ਕੇਂਦਰੀਕ੍ਰਿਤ ਪ੍ਰਣਾਲੀ ਅਨੁਸਾਰ ਲਰਨਿੰਗ ਆਊਟਕਮ ਇਵੈਲੂਏਸ਼ਨ ਸਿਸਟਮ ਰਾਹੀਂ ਕਰਵਾਇਆ ਜਾਵੇਗਾ। ਇਸ ਸੰਬੰਧ ਵਿੱਚ ਸਮੂਹ ਜ਼ਿਲ੍ਹਾ ਸਿੱਖਿਆ ਅਫ਼ਸਰਾਂ (ਐ.ਸਿੱ.) ਅਤੇ ਸਮੂਹ ਬਲਾਕ ਪ੍ਰਾਇਮਰੀ ਸਿੱਖਿਆ ਅਫ਼ਸਰਾਂ ਨੂੰ ਜ਼ਰੂਰੀ ਹਦਾਇਤਾਂ ਜਾਰੀ ਕੀਤੀਆਂ ਗਈਆਂ ਹਨ।

ਮੁੱਖ ਨੁਕਤੇ (Key Highlights)

  • ਸਿਲੇਬਸ ਦੀ ਮਿਆਦ: ਅਪ੍ਰੈਲ 2026 ਤੋਂ ਫ਼ਰਵਰੀ 2027 ਤੱਕ।
  • ਅੰਕ ਵੰਡ: 80 ਅੰਕ (ਮੁਲਾਂਕਣ ਟੂਲ) + 20 ਅੰਕ (ਸੀ.ਸੀ.ਈ./CCE)।
  • ਪ੍ਰੀਖਿਆ ਸਮਾਂ: ਸਵੇਰੇ 09:00 ਵਜੇ ਤੋਂ ਦੁਪਹਿਰ 12:00 ਵਜੇ ਤੱਕ।
  • ਉਸੇ ਦਿਨ ਪੇਪਰ ਚੈਕਿੰਗ: ਦੁਪਹਿਰ 12:20 ਤੋਂ 02:20 ਵਜੇ ਤੱਕ।

ਸਿਲੇਬਸ ਅਤੇ ਪ੍ਰਸ਼ਨ-ਪੱਤਰ (ਮੁਲਾਂਕਣ ਟੂਲ)

ਸੈਸ਼ਨ 2026-27 ਦੇ ਮੁਲਾਂਕਣ ਲਈ ਸਿਲੇਬਸ ਅਪ੍ਰੈਲ-2026 ਤੋਂ ਫ਼ਰਵਰੀ-2027 ਤੱਕ ਦਾ ਹੋਵੇਗਾ ਅਤੇ ਮੁਲਾਂਕਣ ਟੂਲ ਦੀ ਬਣਤਰ ਪਿਛਲੇ ਸਾਲ ਦੀ ਤਰ੍ਹਾਂ ਹੀ ਰਹੇਗੀ:

  • ਹਰੇਕ ਵਿਸ਼ੇ ਦੇ ਕੁੱਲ 100 ਅੰਕ ਹੋਣਗੇ, ਜਿਨ੍ਹਾਂ ਵਿੱਚੋਂ 80 ਨੰਬਰ ਲਿਖਤੀ ਮੁਲਾਂਕਣ ਟੂਲ ਅਤੇ 20 ਨੰਬਰ CCE ਦੇ ਆਧਾਰ 'ਤੇ ਹੋਣਗੇ।
  • SCERT ਵੱਲੋਂ 5 ਮੁੱਖ ਵਿਸ਼ਿਆਂ (ਪੰਜਾਬੀ, ਹਿੰਦੀ, ਅੰਗਰੇਜ਼ੀ, ਗਣਿਤ ਅਤੇ ਵਾਤਾਵਰਣ ਸਿੱਖਿਆ) ਲਈ ਤਿੰਨ-ਭਾਸ਼ੀ ਮੁਲਾਂਕਣ ਟੂਲ ਪ੍ਰਿੰਟ ਕਰਵਾ ਕੇ ਬਲਾਕ ਪੱਧਰ 'ਤੇ ਉਪਲਬਧ ਕਰਵਾਏ ਜਾਣਗੇ।
  • ਉਕਤ 5 ਵਿਸ਼ਿਆਂ ਤੋਂ ਇਲਾਵਾ ਬਾਕੀ ਵਿਸ਼ਿਆਂ ਅਤੇ ਵਿਸ਼ੇਸ਼ ਲੋੜਾਂ ਵਾਲੇ ਬੱਚਿਆਂ (CWSN) ਲਈ ਮੁਲਾਂਕਣ ਟੂਲ ਸੰਬੰਧਤ ਜ਼ਿਲ੍ਹਾ ਸਿੱਖਿਆ ਅਫ਼ਸਰ (ਐ.ਸਿੱ.) ਵੱਲੋਂ ਆਪਣੇ ਪੱਧਰ 'ਤੇ ਤਿਆਰ ਕੀਤੇ ਜਾਣਗੇ।

ਪ੍ਰੀਖਿਆ ਕੇਂਦਰ ਅਤੇ ਡਿਊਟੀ ਪ੍ਰਬੰਧ

  • ਮੁਲਾਂਕਣ ਕੇਂਦਰ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਸਹੂਲਤ ਅਨੁਸਾਰ ਉਹਨਾਂ ਦੇ ਪਿਤਰੀ ਸਕੂਲ ਜਾਂ ਬਿਲਕੁਲ ਨਜ਼ਦੀਕ ਬਣਾਏ ਜਾਣਗੇ।
  • ਇੱਕ ਕਮਰੇ ਵਿੱਚ ਵੱਧ ਤੋਂ ਵੱਧ 30 ਵਿਦਿਆਰਥੀ ਹੋਣਗੇ ਅਤੇ ਪ੍ਰਤੀ 30 ਵਿਦਿਆਰਥੀਆਂ 'ਤੇ 1 ਨਿਗਰਾਨ-ਕਮ-ਪ੍ਰੀਖਿਅਕ ਤਾਇਨਾਤ ਕੀਤਾ ਜਾਵੇਗਾ।
  • ਨਿਗਰਾਨ ਅਮਲੇ ਦੀ ਡਿਊਟੀ ਜ਼ਿਲ੍ਹਾ ਸਿੱਖਿਆ ਅਫ਼ਸਰ (ਐ.ਸਿੱ.) ਵੱਲੋਂ ਅੰਤਰ-ਬਲਾਕ (Inter-block) ਲਗਾਈ ਜਾਵੇਗੀ।
  • ਸੰਬੰਧਤ ਜ਼ਿਲ੍ਹਾ ਸਿੱਖਿਆ ਅਫ਼ਸਰ (ਐ.ਸਿੱ.) ਜ਼ਿਲ੍ਹਾ ਨੋਡਲ ਅਫ਼ਸਰ ਅਤੇ ਬਲਾਕ ਸਿੱਖਿਆ ਅਫ਼ਸਰ ਸਹਾਇਕ ਨੋਡਲ ਅਫ਼ਸਰ ਹੋਣਗੇ।

ਪੇਪਰ ਚੈਕਿੰਗ ਅਤੇ ਈ-ਪੰਜਾਬ ਪੋਰਟਲ 'ਤੇ ਨਤੀਜਾ

  • ਉਸੇ ਦਿਨ ਚੈਕਿੰਗ: ਨਿਗਰਾਨ-ਕਮ-ਪ੍ਰੀਖਿਅਕ ਸਵੇਰੇ 9 ਤੋਂ 12 ਵਜੇ ਤੱਕ ਡਿਊਟੀ ਦੇਣਗੇ ਅਤੇ ਉਸੇ ਦਿਨ ਦੁਪਹਿਰ 12:20 ਤੋਂ 2:20 ਵਜੇ ਤੱਕ ਪੇਪਰ ਚੈੱਕ ਕਰਕੇ ਲਿਸਟ ਸੈਂਟਰ ਹੈੱਡ ਟੀਚਰ (CHT) ਨੂੰ ਸੌਂਪਣਗੇ।
  • ਅੰਕ ਅਪਲੋਡ: CHT ਵੱਲੋਂ ਮੁਲਾਂਕਣ ਪ੍ਰਕਿਰਿਆ ਮੁੱਕਣ ਦੇ ਅਗਲੇ ਦਿਨ ਈ-ਪੰਜਾਬ ਪੋਰਟਲ 'ਤੇ ਹਰ ਵਿਸ਼ੇ ਦੇ ਅੰਕ ਅਪਲੋਡ ਕੀਤੇ ਜਾਣਗੇ।
  • ਨਤੀਜਾ ਤਿਆਰੀ: ਮੁਲਾਂਕਣ ਪ੍ਰਕਿਰਿਆ ਖ਼ਤਮ ਹੋਣ ਤੋਂ 3 ਦਿਨਾਂ ਦੇ ਅੰਦਰ-ਅੰਦਰ ਬਲਾਕ ਸਿੱਖਿਆ ਅਧਿਕਾਰੀ ਵੱਲੋਂ MIS ਦੀ ਮਦਦ ਨਾਲ ਬਲਾਕ-ਵਾਈਜ਼ ਨਤੀਜਾ ਤਿਆਰ ਕੀਤਾ ਜਾਵੇਗਾ।
  • ਵਰਤੇ ਗਏ ਅਤੇ ਅਣਵਰਤੇ ਮੁਲਾਂਕਣ ਟੂਲ ਸੈਂਟਰ ਹੈੱਡ ਟੀਚਰ ਵੱਲੋਂ ਸੰਭਾਲ ਕੇ ਰੱਖੇ ਜਾਣਗੇ।

ਡਿਊਟੀ ਤੋਂ ਗੈਰ-ਅਧਿਕਾਰਤ ਗੈਰਹਾਜ਼ਰੀ ’ਤੇ ਸਖ਼ਤੀ, ਮੁਲਾਜ਼ਮਾਂ ਖ਼ਿਲਾਫ਼ ਹੋਵੇਗੀ ਅਨੁਸ਼ਾਸਨਿਕ ਕਾਰਵਾਈ

ਚੰਡੀਗੜ੍ਹ, 29 ਅਗਸਤ 2026: ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਸਰਕਾਰੀ ਮੁਲਾਜ਼ਮਾਂ ਵੱਲੋਂ ਡਿਊਟੀ ਤੋਂ ਬਿਨਾਂ ਮਨਜ਼ੂਰੀ ਗੈਰਹਾਜ਼ਰ ਰਹਿਣ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਸਖ਼ਤ ਰੁਖ ਅਪਣਾਇਆ ਹੈ। ਸਰਕਾਰ ਵੱਲੋਂ ਸਾਰੇ ਸਬੰਧਤ ਵਿਭਾਗਾਂ ਨੂੰ ਅਜਿਹੇ ਮਾਮਲਿਆਂ ਵਿੱਚ ਨਿਯਮਾਂ ਅਨੁਸਾਰ ਤੁਰੰਤ ਕਾਰਵਾਈ ਕਰਨ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਗਏ ਹਨ।


ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਆਮ ਰਾਜ ਪ੍ਰਬੰਧ ਵਿਭਾਗ (ਸਕੱਤਰੇਤ ਅਮਲਾ-5 ਸ਼ਾਖਾ) ਵੱਲੋਂ ਜਾਰੀ ਪੱਤਰ ਵਿੱਚ 27 ਅਗਸਤ 2026 ਨੂੰ ਡਿਊਟੀ ਤੋਂ unauthorized absent ਰਹਿਣ ਵਾਲੇ ਮੁਲਾਜ਼ਮਾਂ ਸਬੰਧੀ ਕਾਰਵਾਈ ਕਰਨ ਲਈ ਕਿਹਾ ਗਿਆ ਹੈ।

ਸ਼ੋਅ ਕਾਜ਼ ਨੋਟਿਸ ਜਾਰੀ ਕਰਨ ਦੇ ਨਿਰਦੇਸ਼

ਪੱਤਰ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਜਿਨ੍ਹਾਂ ਵਿਭਾਗਾਂ ਅਤੇ ਉਨ੍ਹਾਂ ਅਧੀਨ ਆਉਂਦੇ ਅਦਾਰਿਆਂ ਦੇ ਮੁਲਾਜ਼ਮ 27-08-2026 ਨੂੰ ਬਿਨਾਂ ਅਧਿਕਾਰਤ ਮਨਜ਼ੂਰੀ ਡਿਊਟੀ ਤੋਂ ਗੈਰਹਾਜ਼ਰ ਰਹੇ ਹਨ, ਉਨ੍ਹਾਂ ਦੇ ਸਬੰਧਤ Disciplinary Authority ਵੱਲੋਂ ਇਸ ਬਾਰੇ Show Cause Notice ਜਾਰੀ ਕੀਤਾ ਜਾਵੇ।

ਇਸ ਦੇ ਨਾਲ ਹੀ ਸਬੰਧਤ ਮੁਲਾਜ਼ਮਾਂ ਵਿਰੁੱਧ ਵਿਭਾਗੀ ਨਿਯਮਾਂ/ਹਦਾਇਤਾਂ ਅਨੁਸਾਰ ਬਣਦੀ ਅਨੁਸ਼ਾਸਨਿਕ ਕਾਰਵਾਈ ਕਰਨ ਲਈ ਜ਼ਰੂਰੀ ਕਦਮ ਚੁੱਕਣ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਗਏ ਹਨ।

ਸੀਨੀਅਰ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਕਾਰਵਾਈ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਕਿਹਾ

ਸਰਕਾਰ ਵੱਲੋਂ ਜਾਰੀ ਪੱਤਰ ਸਮੂਹ ਵਿਸ਼ੇਸ਼ ਮੁੱਖ ਸਕੱਤਰ, ਵਧੀਕ ਮੁੱਖ ਸਕੱਤਰ, ਵਿੱਤ ਕਮਿਸ਼ਨਰ, ਪ੍ਰਮੁੱਖ ਸਕੱਤਰ ਅਤੇ ਪ੍ਰਬੰਧਕੀ ਸਕੱਤਰ, ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਭੇਜਿਆ ਗਿਆ ਹੈ। ਉਨ੍ਹਾਂ ਨੂੰ ਆਪਣੇ ਅਧੀਨ ਵਿਭਾਗਾਂ ਵਿੱਚ ਇਸ ਸਬੰਧੀ ਕਾਰਵਾਈ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਕਿਹਾ ਗਿਆ ਹੈ।

ਪੱਤਰ ਵਿੱਚ ਇਹ ਵੀ ਸਪੱਸ਼ਟ ਕੀਤਾ ਗਿਆ ਹੈ ਕਿ ਮਾਮਲੇ ਸਬੰਧੀ ਅਧਿਕਾਰਤ ਅਨੁਸ਼ਾਸਨਿਕ ਅਥਾਰਟੀ ਵੱਲੋਂ ਨਿਯਮਾਂ ਅਨੁਸਾਰ ਅਗਲੀ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾਵੇਗੀ।

27 ਅਗਸਤ ਦੀ ਗੈਰਹਾਜ਼ਰੀ ’ਤੇ ਵਿਸ਼ੇਸ਼ ਧਿਆਨ

ਸਰਕਾਰ ਦੀਆਂ ਇਨ੍ਹਾਂ ਹਦਾਇਤਾਂ ਤੋਂ ਸਪੱਸ਼ਟ ਹੈ ਕਿ 27 ਅਗਸਤ 2026 ਨੂੰ ਬਿਨਾਂ ਮਨਜ਼ੂਰੀ ਡਿਊਟੀ ਤੋਂ ਗੈਰਹਾਜ਼ਰ ਰਹਿਣ ਵਾਲੇ ਮੁਲਾਜ਼ਮਾਂ ਦੀ ਗੈਰਹਾਜ਼ਰੀ ਨੂੰ ਗੰਭੀਰਤਾ ਨਾਲ ਲਿਆ ਜਾ ਰਿਹਾ ਹੈ। ਅਜਿਹੇ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ ਪਹਿਲਾਂ ਆਪਣਾ ਪੱਖ ਸਪੱਸ਼ਟ ਕਰਨ ਲਈ ਸ਼ੋਅ ਕਾਜ਼ ਨੋਟਿਸ ਦਿੱਤਾ ਜਾ ਸਕਦਾ ਹੈ ਅਤੇ ਉਸ ਤੋਂ ਬਾਅਦ ਨਿਯਮਾਂ ਅਨੁਸਾਰ ਫੈਸਲਾ ਲਿਆ ਜਾਵੇਗਾ।

ਚੰਡੀਗੜ੍ਹ/ਜਲੰਧਰ, 29 ਅਗਸਤ 2026: ਪੰਜਾਬ ਦੇ ਸਰਕਾਰੀ ਮੁਲਾਜ਼ਮਾਂ ਅਤੇ ਪੈਨਸ਼ਨਰਾਂ ਦੀ ਨੁਮਾਇੰਦਗੀ ਕਰਨ ਵਾਲੇ ਸਾਂਝਾ ਮੁਲਾਜ਼ਮ ਮੰਚ, ਪੰਜਾਬ ਵੱਲੋਂ ਮੁੱਖ ਮੰਤਰੀ ਪੰਜਾਬ ਦੀ ਇੱਕ ਦਿਨ ਦੀ ਤਨਖਾਹ ਕੱਟਣ ਦੀ ਮੰਗ ਕੀਤੀ ਗਈ ਹੈ। ਇਸ ਸਬੰਧੀ ਮੰਚ ਵੱਲੋਂ ਪੰਜਾਬ ਦੇ ਰਾਜਪਾਲ ਨੂੰ ਪੱਤਰ ਭੇਜਿਆ ਗਿਆ ਹੈ।



27 ਅਗਸਤ ਦੀ ਮੀਟਿੰਗ ਨੂੰ ਲੈ ਕੇ ਉਠਾਇਆ ਮੁੱਦਾ

ਮੰਚ ਦੇ ਪੱਤਰ ਅਨੁਸਾਰ, ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਮੁਲਾਜ਼ਮਾਂ ਦੀਆਂ ਲੰਬੇ ਸਮੇਂ ਤੋਂ ਲਟਕਦੀਆਂ ਮੰਗਾਂ ਦੇ ਹੱਲ ਲਈ 27 ਅਗਸਤ 2026 ਨੂੰ PAP ਗਰਾਊਂਡ, ਜਲੰਧਰ ਵਿਖੇ ਮੀਟਿੰਗ ਨਿਰਧਾਰਤ ਕੀਤੀ ਗਈ ਸੀ। ਪੱਤਰ ਵਿੱਚ ਦੋਸ਼ ਲਗਾਇਆ ਗਿਆ ਹੈ ਕਿ ਮੁੱਖ ਮੰਤਰੀ ਆਖਰੀ ਸਮੇਂ ’ਤੇ ਬਿਨਾਂ ਪੂਰਵ ਸੂਚਨਾ, ਠੋਸ ਕਾਰਨ ਜਾਂ ਅਧਿਕਾਰਤ ਸੁਨੇਹੇ ਤੋਂ ਮੀਟਿੰਗ ਵਿੱਚ ਹਾਜ਼ਰ ਨਹੀਂ ਹੋਏ।

ਹਜ਼ਾਰਾਂ ਮੁਲਾਜ਼ਮਾਂ ਅਤੇ ਪੈਨਸ਼ਨਰਾਂ ਨੂੰ ਖੱਜਲ-ਖੁਆਰੀ ਦਾ ਦਾਅਵਾ

ਸਾਂਝਾ ਮੁਲਾਜ਼ਮ ਮੰਚ ਨੇ ਆਪਣੇ ਪੱਤਰ ਵਿੱਚ ਕਿਹਾ ਹੈ ਕਿ ਮੀਟਿੰਗ ਆਖਰੀ ਸਮੇਂ ’ਤੇ ਰੱਦ ਹੋਣ ਕਾਰਨ ਪੰਜਾਬ ਭਰ ਤੋਂ ਪਹੁੰਚੇ ਹਜ਼ਾਰਾਂ ਮੁਲਾਜ਼ਮਾਂ ਅਤੇ ਪੈਨਸ਼ਨਰਾਂ ਨੂੰ ਭਾਰੀ ਖੱਜਲ-ਖੁਆਰੀ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪਿਆ। ਮੰਚ ਨੇ ਇਹ ਵੀ ਦਾਅਵਾ ਕੀਤਾ ਕਿ ਸੁਰੱਖਿਆ ਅਮਲੇ, ਸਟੇਜ, ਪ੍ਰਸ਼ਾਸਨਿਕ ਪ੍ਰਬੰਧਾਂ ਅਤੇ ਆਵਾਜਾਈ ਆਦਿ ’ਤੇ ਸਰਕਾਰੀ ਖਜ਼ਾਨੇ ਦਾ ਵੱਡਾ ਖਰਚਾ ਹੋਇਆ।

ਛੋਟੇ ਮੁਲਾਜ਼ਮਾਂ ’ਤੇ ਕਾਰਵਾਈ ਦਾ ਹਵਾਲਾ

ਪੱਤਰ ਵਿੱਚ ਪਰਸੋਨਲ ਵਿਭਾਗ ਵੱਲੋਂ 27 ਅਗਸਤ ਨੂੰ ਜਾਰੀ ਕੀਤੇ ਪੱਤਰ ਨੰਬਰ SPL-434 ਦਾ ਵੀ ਹਵਾਲਾ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਮੰਚ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਜੇਕਰ ਆਮ ਮੁਲਾਜ਼ਮਾਂ ਦੀ ਗੈਰ-ਹਾਜ਼ਰੀ ਲਈ ਜਵਾਬਦੇਹੀ ਅਤੇ ਤਨਖਾਹ ਕਟੌਤੀ ਦੇ ਨਿਯਮ ਲਾਗੂ ਕੀਤੇ ਜਾ ਸਕਦੇ ਹਨ ਤਾਂ ਇਹ ਨਿਯਮ ਸਰਕਾਰ ਦੇ ਉੱਚ ਅਹੁਦਿਆਂ ’ਤੇ ਬੈਠੇ ਵਿਅਕਤੀਆਂ ’ਤੇ ਵੀ ਬਰਾਬਰ ਲਾਗੂ ਹੋਣੇ ਚਾਹੀਦੇ ਹਨ।

ਮੰਚ ਨੇ ਰਾਜਪਾਲ ਕੋਲ ਰੱਖੀਆਂ ਇਹ ਮੰਗਾਂ

  • ਇੱਕ ਦਿਨ ਦੀ ਤਨਖਾਹ ਕੱਟੀ ਜਾਵੇ: 27 ਅਗਸਤ ਦੀ ਨਿਰਧਾਰਤ ਮੀਟਿੰਗ ਵਿੱਚ ਹਾਜ਼ਰ ਨਾ ਹੋਣ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਮੁੱਖ ਮੰਤਰੀ ਦੀ ਇੱਕ ਦਿਨ ਦੀ ਤਨਖਾਹ ਕੱਟਣ ਦੀ ਮੰਗ।
  • ਸਰਕਾਰੀ ਖਰਚੇ ਦੀ ਵਸੂਲੀ: ਮੀਟਿੰਗ ਦੀਆਂ ਤਿਆਰੀਆਂ, ਸੁਰੱਖਿਆ ਅਤੇ ਹੋਰ ਪ੍ਰਬੰਧਾਂ ’ਤੇ ਹੋਏ ਖਰਚੇ ਦੀ ਵਸੂਲੀ ਮੁੱਖ ਮੰਤਰੀ ਦੀ ਨਿੱਜੀ ਤਨਖਾਹ/ਭੱਤਿਆਂ ਤੋਂ ਕਰਨ ਦੀ ਮੰਗ।
  • ਜਵਾਬਦੇਹੀ ਤੈਅ ਕਰਨ ਦੀ ਮੰਗ: ਸਰਕਾਰੀ ਮਸ਼ੀਨਰੀ ਦੀ ਵਰਤੋਂ ਅਤੇ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ ਹੋਈ ਖੱਜਲ-ਖੁਆਰੀ ਸਬੰਧੀ ਜਨਤਕ ਤੌਰ ’ਤੇ ਸਪਸ਼ਟੀਕਰਨ ਲੈਣ ਦੀ ਮੰਗ।

ਇਹ ਮੰਗਾਂ ਸਾਂਝਾ ਮੁਲਾਜ਼ਮ ਮੰਚ ਵੱਲੋਂ ਪੰਜਾਬ ਦੇ ਰਾਜਪਾਲ ਕੋਲ ਰੱਖੀਆਂ ਗਈਆਂ ਹਨ। ਮੰਚ ਨੇ ਆਪਣੇ ਪੱਤਰ ਵਿੱਚ ਪ੍ਰਸ਼ਾਸਨਿਕ ਮਰਿਆਦਾ ਅਤੇ ਜਵਾਬਦੇਹੀ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਤੁਰੰਤ ਕਾਰਵਾਈ ਦੀ ਉਮੀਦ ਜਤਾਈ ਹੈ।

ਪੰਜਾਬ ਦੇ ਮੁਲਾਜ਼ਮਾਂ 'ਤੇ ਐਕਸ਼ਨ ਦੀ ਤਿਆਰੀ: 27 ਅਗਸਤ ਦੀ ਮਹਾਹੜਤਾਲ ਤੋਂ ਬਾਅਦ ਸਰਕਾਰ ਐਕਸ਼ਨ ਵਿੱਚ 

ਚੰਡੀਗੜ੍ਹ/ਜਲੰਧਰ: 29 ਅਗਸਤ ( ਜਾਬਸ ਆਫ ਟੁਡੇ) ਪੰਜਾਬ ਵਿੱਚ ਸਰਕਾਰੀ ਮੁਲਾਜ਼ਮਾਂ ਅਤੇ ਆਮ ਆਦਮੀ ਪਾਰਟੀ (AAP) ਸਰਕਾਰ ਵਿਚਕਾਰ ਟਕਰਾਅ ਹੁਣ ਹੋਰ ਤਿੱਖਾ ਹੁੰਦਾ ਨਜ਼ਰ ਆ ਰਿਹਾ ਹੈ। 27 ਅਗਸਤ ਨੂੰ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਸਰਕਾਰੀ ਮੁਲਾਜ਼ਮਾਂ ਵੱਲੋਂ ਕੀਤੀ ਗਈ ਮਹਾਹੜਤਾਲ ਤੋਂ ਬਾਅਦ ਸਰਕਾਰ ਨੇ ਡਿਊਟੀ ਤੋਂ ਗੈਰਹਾਜ਼ਰ ਰਹਿਣ ਵਾਲੇ ਮੁਲਾਜ਼ਮਾਂ ਦੀਆਂ ਸੂਚੀਆਂ ਮੰਗੀਆਂ ਹਨ।

ਹਿੰਦੀ ਅਖ਼ਬਾਰ ਦੈਨਿਕ ਭਾਸਕਰ ਵਿੱਚ ਪ੍ਰਕਾਸ਼ਿਤ ਰਿਪੋਰਟ ਅਨੁਸਾਰ, ਪੰਜਾਬ ਦੇ ਕਰੀਬ 3 ਲੱਖ ਮੁਲਾਜ਼ਮ ਆਪਣੀਆਂ ਵੱਖ-ਵੱਖ ਮੰਗਾਂ ਨੂੰ ਲੈ ਕੇ ਸਰਕਾਰ ਖ਼ਿਲਾਫ਼ ਸੰਘਰਸ਼ ਕਰ ਰਹੇ ਹਨ। ਇਨ੍ਹਾਂ ਮੰਗਾਂ ਵਿੱਚ ਬਕਾਇਆ DA ਦੀਆਂ ਕਿਸ਼ਤਾਂ, ਓਲਡ ਪੈਨਸ਼ਨ ਸਕੀਮ (OPS) ਅਤੇ ਕੱਚੇ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ ਪੱਕਾ ਕਰਨ ਸਮੇਤ ਕੁੱਲ 8 ਮੰਗਾਂ ਸ਼ਾਮਲ ਦੱਸੀਆਂ ਗਈਆਂ ਹਨ।

27 ਅਗਸਤ ਨੂੰ ਹੋਈ ਸੀ ਮਹਾਹੜਤਾਲ

ਮੁਲਾਜ਼ਮ ਜਥੇਬੰਦੀਆਂ ਵੱਲੋਂ 27 ਅਗਸਤ ਨੂੰ ਸਮੂਹਿਕ ਛੁੱਟੀ ਲੈ ਕੇ ਮਹਾਹੜਤਾਲ ਕੀਤੀ ਗਈ। ਇਸ ਦੌਰਾਨ ਵੱਖ-ਵੱਖ ਸਰਕਾਰੀ ਵਿਭਾਗਾਂ ਦਾ ਕੰਮ ਪ੍ਰਭਾਵਿਤ ਹੋਇਆ। ਮੁਲਾਜ਼ਮ ਆਗੂਆਂ ਵੱਲੋਂ ਆਪਣੀਆਂ ਲੰਬੇ ਸਮੇਂ ਤੋਂ ਲਟਕ ਰਹੀਆਂ ਮੰਗਾਂ ਨੂੰ ਲੈ ਕੇ ਸਰਕਾਰ 'ਤੇ ਦਬਾਅ ਬਣਾਇਆ ਜਾ ਰਿਹਾ ਹੈ।

ਮੁਲਾਜ਼ਮ ਆਗੂਆਂ ਅਤੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਵਿਚਕਾਰ ਮੀਟਿੰਗ ਪਹਿਲਾਂ ਚੰਡੀਗੜ੍ਹ ਸਥਿਤ ਪੰਜਾਬ ਭਵਨ ਅਤੇ ਬਾਅਦ ਵਿੱਚ ਜਲੰਧਰ ਦੇ PAP ਕੰਪਲੈਕਸ ਵਿੱਚ ਰੱਖੀ ਗਈ ਸੀ। ਪਰ ਮਹਾਹੜਤਾਲ ਖ਼ਤਮ ਨਾ ਹੋਣ ਕਾਰਨ ਮੁੱਖ ਮੰਤਰੀ ਵੱਲੋਂ ਮੀਟਿੰਗ ਮੁਲਤਵੀ ਕਰ ਦਿੱਤੀ ਗਈ। ਸਰਕਾਰ ਦਾ ਪੱਖ ਸੀ ਕਿ ਹੜਤਾਲ ਅਤੇ ਗੱਲਬਾਤ ਇਕੱਠੇ ਨਹੀਂ ਚੱਲ ਸਕਦੇ।



ਰਿਪੋਰਟ ਮੁਤਾਬਕ, ਮੁਲਾਜ਼ਮ ਆਗੂ ਮੀਟਿੰਗ ਲਈ PAP ਕੰਪਲੈਕਸ ਪਹੁੰਚੇ ਸਨ, ਪਰ ਮੁੱਖ ਮੰਤਰੀ ਮੀਟਿੰਗ ਵਿੱਚ ਨਹੀਂ ਪਹੁੰਚੇ। ਇਸ ਤੋਂ ਬਾਅਦ ਦੋਵਾਂ ਧਿਰਾਂ ਵਿਚਕਾਰ ਤਣਾਅ ਹੋਰ ਵਧ ਗਿਆ।

ਮਹਾਹੜਤਾਲ ਤੋਂ ਬਾਅਦ ਸਰਕਾਰ ਨੇ ਸਾਰੇ ਵਿਭਾਗਾਂ ਦੇ ਸਕੱਤਰਾਂ ਅਤੇ ਸਬੰਧਤ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਉਨ੍ਹਾਂ ਮੁਲਾਜ਼ਮਾਂ ਦੀ ਸੂਚੀ ਭੇਜਣ ਲਈ ਕਿਹਾ ਹੈ ਜੋ 27 ਅਗਸਤ ਨੂੰ ਬਿਨਾਂ ਡਿਊਟੀ 'ਤੇ ਹਾਜ਼ਰ ਹੋਏ ਰਹੇ। ਦੈਨਿਕ ਭਾਸਕਰ ਦੀ ਰਿਪੋਰਟ ਵਿੱਚ ਕਰੀਬ 2,500 ਮੁਲਾਜ਼ਮਾਂ ਦੀ ਸੂਚੀ ਤਿਆਰ ਹੋਣ ਦਾ ਜ਼ਿਕਰ ਕੀਤਾ ਗਿਆ ਹੈ।

ਸਰਕਾਰ ਵੱਲੋਂ ਇਨ੍ਹਾਂ ਮਾਮਲਿਆਂ ਵਿੱਚ ਸਰਵਿਸ ਰੂਲਜ਼ ਦੇ ਤਹਿਤ ਕਾਰਵਾਈ ਕੀਤੇ ਜਾਣ ਦੀ ਤਿਆਰੀ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਇਸ ਨਾਲ ਮੁਲਾਜ਼ਮਾਂ ਅਤੇ ਸਰਕਾਰ ਵਿਚਕਾਰ ਵਿਵਾਦ ਹੋਰ ਗੰਭੀਰ ਹੋ ਸਕਦਾ ਹੈ।

  • ਘਟਨਾ ਦਾ ਕ੍ਰਮ: ਦਰਜ ਸ਼ਿਕਾਇਤ ਮੁਤਾਬਕ 11 ਅਗਸਤ ਨੂੰ ਛੁੱਟੀ ਮਗਰੋਂ ਮੁਲਜ਼ਮ ਵਿਦਿਆਰਥਣ ਨੂੰ ਘਰ ਛੱਡਣ ਦੇ ਬਹਾਨੇ ਆਪਣੀ ਕਾਰ ਵਿੱਚ ਲੈ ਗਿਆ। ਰਸਤੇ ਵਿੱਚ ਇੱਕ ਸੁੰਨਸਾਨ ਥਾਂ ਨੇੜੇ ਗੱਡੀ ਰੋਕ ਕੇ ਉਸ ਨੇ ਕਥਿਤ ਤੌਰ 'ਤੇ ਨਾਬਾਲਗ ਨੂੰ ਕੋਈ ਦਵਾਈ ਖੁਆਈ ਅਤੇ ਵਾਰਦਾਤ ਨੂੰ ਅੰਜ਼ਾਮ ਦਿੱਤਾ।
