ਅਧਿਆਪਕ ਦੁਆਰਾ ਸੂਚਨਾ ਦੇ ਅਧਿਕਾਰ ਤਹਿਤ ਮੰਗੀ ਸੂਚਨਾ ਸਮੇਂ ਸਿਰ ਨਾ ਉਪਲਬਧ ਕਰਵਾਉਣ ਦੇ ਚਲਦਿਆਂ ਰਾਜ ਸੂਚਨਾ ਕਮਿਸ਼ਨਰ ਦੁਆਰਾ ਜਿਲਾ ਸਿੱਖਿਆ ਅਫਸਰ ( ਐਲੇਮੈਂਟਰੀ) ਲੁਧਿਆਣਾ ਦੇ ਜਨ ਸੂਚਨਾ ਅਧਿਕਾਰੀ ਨੂੰ 10000 ਰੁਪਏ ਦਾ ਜੁਰਮਾਨਾ ਕੀਤਾ ਹੈ
ਸੂਚਨਾ ਅਧਿਕਾਰ ਐਕਟ ਦੇ ਅਧੀਨ ਇਕ ਅਧਿਆਪਕ ਦੁਆਰਾ 6 ਸਤੰਬਰ 2019 ਨੂੰ ਜਿਲਾ ਸਿੱਖਿਆ ਅਫਸਰ ( ਐਲੇਮੈਂਟਰੀ) ਵਲੋਂ ਇਕ ਸੂਚਨਾ ਮੰਗੀ ਗਈ ਸੀ , ਪ੍ਰੰਤੂ 19 ਮਹੀਨੇ ਵਾਅਦ ਵੀ ਜਿਲਾ ਸਿੱਖਿਆ ਅਫਸਰ (ਐਲੇਮੈਂਟਰੀ) ਦੇ ਦਫਤਰ ਵਲੋਂ ਇਹ ਸੂਚਨਾ ਸਬੰਧਤ ਅਧਿਆਪਕ ਨੂੰ ਉਪਲਬਧ ਨਹੀਂ ਕਰਵਾਈ ਗਈ।
ਸਟੇਟ ਕਮਿਸ਼ਨਰ ਖੁਸ਼ਵੰਤ ਸਿੰਘ ਦੀ ਅਦਾਲਤ ਵਲੋਂ ਇੱਸ ਮਾਮਲੇ ਦੀ ਸੁਣਵਾਈ ਕਰਦਿਆਂ , ਸੂਚਨਾ ਸਮੇਂ ਸਿਰ ਉਪਲਬਧ ਨਾ ਕਰਵਾਉਣ ਤੇ ਜਿਲਾ ਸਿੱਖਿਆ ਅਫਸਰ ( ਐਲੇਮੈਂਟਰੀ) ਲੁਧਿਆਣਾ ਦੇ ਜਨ ਸੂਚਨਾ ਅਧਿਕਾਰੀ ਨੂੰ 10000 ਰੁਪਏ ਦਾ ਜੁਰਮਾਨਾ ਕੀਤਾ ਹੈ ਅਗਲੀ ਸੁਣਵਾਈ ਹੁਣ 26 ਜੂਨ 2021 ਨੂੰ ਹੋਵੇਗੀ ।
ਕੀ ਸੀ ਮਾਮਲਾ? The appellant( teacher) through RTI application dated 06.09.2019 has sought information regarding observations /objections of DEO(EE) Ludhiana about his case on the state awards for the years 2018-19 & 2019-20, any objection if any, statement of complainant, enquiry report of the enquiry officer and other information concerning the office of DEO(EE) Ludhiana. The appellant was not provided the information after which the appellant filed a first appeal before the First Appellate Authority on 01.01.2020 which took no decision on the appeal. After filing first appeal , the PIO sent a reply to the appellant vide letter dated 05.02.2020. On being not satisfied with the reply, the appellant filed a second appeal in the Commission.
