Punjab Govt Big Relief for Pensioners: Revised DA Rates for Gratuity and Leave Encashment (Jan 2020 to June 2021)
The Government of Punjab, Department of Finance (Finance Pension Policy and Coordination Branch), has issued a major relief notification for state government employees who retired during the period from January 1, 2020, to June 30, 2021 .
As per the official letter (Letter No. FD-FPPC0MISC/230/2022-3FPPC-Part(1)/1/1439014/2026) dated 06th July, 2026, the government has revised the Dearness Allowance (DA) rates used for calculating one-time retirement benefits, specifically Gratuity and Cash payment in lieu of Leave (Leave Encashment) .
The Background: Why this decision was taken
Previously, under notifications dated 07.09.2021 and 02.11.2021, the calculation of Gratuity and Leave Encashment for employees retiring between 01.01.2020 and 30.06.2021 was based on a 17% DA rate .
Since these are one-time retirement benefits, employees who retired during this window received a lesser amount than what they would have otherwise been entitled to . Recognizing this, the Punjab Government has sympathetically reviewed the matter and allowed a Notional Percentage of Dearness Allowance (DA) for these calculations .
New Revised DA Rates for Gratuity & Leave Encashment
The DA to be taken into account for the calculation of Gratuity and Leave Encashment will now be deemed as under :
Key Highlights of the Notification
- Timeframe for Implementation: The Punjab Government has directed all Pension Sanctioning Authorities to clear these pending benefits to the affected pensioners within a period of 3 months from the issuance of these instructions .
- Applicability of Rules: All other conditions stipulated in the Punjab Civil Services Rules and surrounding instructions issued from time to time will continue to apply normally during the calculation process .
- Who will benefit: State Government employees who retired on or after 01.01.2020 and up to 30.06.2021 will receive the revised financial arrears .

ਪਿਛੋਕੜ: ਇਹ ਫੈਸਲਾ ਕਿਉਂ ਲੈਣਾ ਪਿਆ?
ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਜਾਰੀ ਕੀਤੇ ਗਏ ਨਿਰਦੇਸ਼ਾਂ ਮੁਤਾਬਕ, 01.01.2020 ਤੋਂ 30.06.2021 ਦੇ ਵਿਚਕਾਰ ਰਿਟਾਇਰ ਹੋਏ ਮੁਲਾਜ਼ਮਾਂ ਦੀ ਗ੍ਰੈਚੁਟੀ ਅਤੇ ਲੀਵ ਇਨਕੈਸ਼ਮੈਂਟ ਦੀ ਗਣਨਾ ਸਿਰਫ਼ 17% ਡੀਏ (DA) ਦੇ ਹਿਸਾਬ ਨਾਲ ਕੀਤੀ ਗਈ ਸੀ।
ਕਿਉਂਕਿ ਇਹ ਲਾਭ ਜੀਵਨ ਵਿੱਚ ਸੇਵਾਮੁਕਤੀ ਵੇਲੇ ਸਿਰਫ਼ ਇੱਕ ਵਾਰ ਹੀ ਮਿਲਦੇ ਹਨ, ਇਸ ਲਈ ਉਸ ਸਮੇਂ ਰਿਟਾਇਰ ਹੋਏ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ ਕਾਫੀ ਘੱਟ ਰਕਮ ਮਿਲੀ ਸੀ. ਮੁਲਾਜ਼ਮਾਂ ਦੇ ਇਸ ਵਿੱਤੀ ਨੁਕਸਾਨ ਨੂੰ ਦੇਖਦਿਆਂ, ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਹਮਦਰਦੀ ਨਾਲ ਵਿਚਾਰ ਕਰਕੇ ਹੁਣ ਨਵੀਆਂ ਕਲਪਿਤ (Notional) ਦਰਾਂ ਤੈਅ ਕੀਤੀਆਂ ਹਨ।
