Punjab Education Dept Issues New Guidelines for Temporary Teacher Arrangements (ਆਰਜ਼ੀ ਪ੍ਰਬੰਧ)

ਪੰਜਾਬ ਦੇ ਸਿੱਖਿਆ ਵਿਭਾਗ ਵੱਲੋਂ ਮਿਡਲ ਸਕੂਲਾਂ ਵਿੱਚ ਅਧਿਆਪਕਾਂ ਦੀ ਤੈਨਾਤੀ ਨੂੰ ਲੈ ਕੇ ਇੱਕ ਅਹਿਮ ਨੋਟੀਫਿਕੇਸ਼ਨ ਜਾਰੀ ਕੀਤਾ ਗਿਆ ਹੈ। The Directorate of School Education has authorized District Education Officers (DEOs) to make temporary arrangements to ensure that every student gets a teacher as per the Pupil-Teacher Ratio (PTR).
Key Highlights of the New Policy:
1. Why this change? (ਕਿਉਂ ਕੀਤਾ ਗਿਆ ਇਹ ਫੈਸਲਾ?)
ਸਕੂਲਾਂ ਵਿੱਚ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਗਿਣਤੀ ਘਟਦੀ-ਵਧਦੀ ਰਹਿੰਦੀ ਹੈ, ਜਿਸ ਕਾਰਨ ਅਧਿਆਪਕਾਂ ਦੀ ਗਿਣਤੀ ਵਿੱਚ ਅਸਮਾਨਤਾ (imbalance) ਆ ਜਾਂਦੀ ਹੈ। To fix this, the department analyzed U-DISE and e-Punjab data to identify schools with surplus or shortage of staff.
2. New Student-Teacher Ratio (ਵਿਦਿਆਰਥੀ-ਅਧਿਆਪਕ ਅਨੁਪਾਤ)
The government has set a clear table for teacher requirements:

3. Rules for Selection (ਕਿਹੜੇ ਅਧਿਆਪਕਾਂ ਦੀ ਹੋਵੇਗੀ ਬਦਲੀ?)
- Priority to Rural Areas: ਪੇਂਡੂ ਅਤੇ ਪੱਛੜੇ ਇਲਾਕਿਆਂ ਦੇ ਸਕੂਲਾਂ ਨੂੰ ਪਹਿਲ ਦਿੱਤੀ ਜਾਵੇਗੀ।
- Consent Required: Teachers in the Exempted Category or those retiring within 1 year will only be moved if they give their consent (ਸਹਿਮਤੀ).
- Seniority/Volunteer: First, volunteers will be preferred. If no one volunteers, the senior-most teacher (based on school stay) will be considered.
- Subject Balance: ਇਹ ਖਾਸ ਧਿਆਨ ਰੱਖਿਆ ਜਾਵੇਗਾ ਕਿ Science/Math ਜਾਂ English/SS ਦੇ ਦੋਵੇਂ ਅਧਿਆਪਕ ਇੱਕੋ ਸਕੂਲ ਵਿੱਚੋਂ ਨਾ ਹਟਾਏ ਜਾਣ।
4. Implementation Hierarchy (ਕਿਵੇਂ ਹੋਵੇਗੀ ਤੈਨਾਤੀ?)
The arrangements will be made in the following order:
- Cluster Level: Within the same cluster.
- Block Level: Within the same educational block.
- Adjacent Block: Moving to a nearby block if needed.
- District Level: Across the district as a last resort.
5. Emergency and Short-term Duties
In extraordinary situations, DEOs have the power to assign 15-day temporary duties without following all standard conditions. ਨਾਲ ਹੀ, English, Math, ਅਤੇ Science ਦੇ ਅਧਿਆਪਕਾਂ ਨੂੰ ਹਫਤੇ ਵਿੱਚ 2 ਦਿਨ ਲਈ ਦੂਜੇ ਸਕੂਲਾਂ ਵਿੱਚ ਭੇਜਿਆ ਜਾ ਸਕਦਾ ਹੈ।
Important Note: The distance of the new school should be as minimum as possible from the parent school (ਪਿਤਰੀ ਸਕੂਲ). Every 3 months (ਤਿਮਾਹੀ), the DEO will review these arrangements.
