DSE Submits in Punjab High Court: TET Now Mandatory for Master Cadre Promotions
CHANDIGARH 16-02-2026 ( Pbjobsoftoday): In a significant legal development, the Directorate of School Education (DSE), Punjab, has submitted a formal statement to the High Court, clarifying that the Teacher Eligibility Test (TET) is now an absolute mandatory condition for promotion to the Master Cadre.
The submission, made by Gurinder Singh Sodhi, Director of School Education (Secondary), comes in light of a Supreme Court of India judgement dated September 1, 2025.
Key Details of the DSE Submission:
- Withdrawal of 2017 Letter: The DSE informed the court that the previous letter dated September 14, 2017 (Annexure P-2), which governed certain promotion criteria, was officially withdrawn on February 7, 2026.
- No Promotion Without TET: The department explicitly stated that it shall not proceed to promote any employees in the Master Cadre without them first meeting the mandatory condition of passing the Teacher Eligibility Test.
- Review of Recent Promotions: The DSE submitted that teachers promoted via orders dated between November 12, 2025, and January 5, 2026, will only be considered eligible if they are found to have passed the TET.
- Legal Compliance: This move ensures that Punjab's educational department aligns its promotion policies with the strict mandates of the Hon’ble Supreme Court.

ਚੰਡੀਗੜ੍ਹ:16 ਫਰਵਰੀ ( ਜਾਬਸ ਆਫ ਟੁਡੇ) ਪੰਜਾਬ ਦੇ ਸਿੱਖਿਆ ਖੇਤਰ ਵਿੱਚ ਇੱਕ ਵੱਡਾ ਫੈਸਲਾ ਲੈਂਦਿਆਂ, ਸਕੂਲ ਸਿੱਖਿਆ ਡਾਇਰੈਕਟੋਰੇਟ (ਸੈਕੰਡਰੀ), ਪੰਜਾਬ ਨੇ ਹਾਈ ਕੋਰਟ ਵਿੱਚ ਲਿਖਤੀ ਬਿਆਨ ਦਰਜ ਕਰਵਾਇਆ ਹੈ। ਵਿਭਾਗ ਨੇ ਸਪੱਸ਼ਟ ਕੀਤਾ ਹੈ ਕਿ ਅਧਿਆਪਕ ਯੋਗਤਾ ਪ੍ਰੀਖਿਆ (TET) ਪਾਸ ਕਰਨਾ ਹੁਣ ਮਾਸਟਰ ਕੇਡਰ ਵਿੱਚ ਤਰੱਕੀ (Promotion) ਲਈ ਇੱਕ ਲਾਜ਼ਮੀ ਸ਼ਰਤ ਹੋਵੇਗੀ।
ਸਕੂਲ ਸਿੱਖਿਆ ਡਾਇਰੈਕਟਰ (ਸੈਕੰਡਰੀ) ਗੁਰਿੰਦਰ ਸਿੰਘ ਸੋਢੀ ਵੱਲੋਂ ਇਹ ਬਿਆਨ ਮਾਨਯੋਗ ਸੁਪਰੀਮ ਕੋਰਟ ਦੇ 1 ਸਤੰਬਰ 2025 ਦੇ ਫੈਸਲੇ ਦੀ ਰੋਸ਼ਨੀ ਵਿੱਚ ਦਿੱਤਾ ਗਿਆ ਹੈ।
ਬਿਆਨ ਦੇ ਮੁੱਖ ਅੰਸ਼:
- 2017 ਦਾ ਪੱਤਰ ਵਾਪਸ ਲਿਆ: ਡਾਇਰੈਕਟੋਰੇਟ ਨੇ ਅਦਾਲਤ ਨੂੰ ਸੂਚਿਤ ਕੀਤਾ ਹੈ ਕਿ 14 ਸਤੰਬਰ 2017 ਵਾਲਾ ਪੱਤਰ (Annexure P-2), ਜੋ ਤਰੱਕੀ ਦੇ ਮਾਪਦੰਡਾਂ ਨਾਲ ਸਬੰਧਤ ਸੀ, ਨੂੰ 7 ਫਰਵਰੀ 2026 ਨੂੰ ਅਧਿਕਾਰਤ ਤੌਰ 'ਤੇ ਵਾਪਸ ਲੈ ਲਿਆ ਗਿਆ ਹੈ।
- TET ਤੋਂ ਬਿਨਾਂ ਕੋਈ ਤਰੱਕੀ ਨਹੀਂ: ਵਿਭਾਗ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਉਹ ਅਧਿਆਪਕ ਯੋਗਤਾ ਪ੍ਰੀਖਿਆ (TET) ਦੀ ਲਾਜ਼ਮੀ ਸ਼ਰਤ ਨੂੰ ਪੂਰਾ ਕੀਤੇ ਬਿਨਾਂ ਮਾਸਟਰ ਕੇਡਰ ਵਿੱਚ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਤਰੱਕੀ ਦੇਣ ਦੀ ਪ੍ਰਕਿਰਿਆ ਅੱਗੇ ਨਹੀਂ ਵਧਾਏਗਾ।
- ਹਾਲ ਹੀ ਵਿੱਚ ਹੋਈਆਂ ਤਰੱਕੀਆਂ ਦੀ ਸਮੀਖਿਆ: ਬਿਆਨ ਅਨੁਸਾਰ, 12 ਨਵੰਬਰ 2025 ਤੋਂ 5 ਜਨਵਰੀ 2026 ਦੇ ਵਿਚਕਾਰ ਪ੍ਰਮੋਟ ਕੀਤੇ ਗਏ ਅਧਿਆਪਕਾਂ ਨੂੰ ਹੁਣ ਤਾਂ ਹੀ ਯੋਗ ਮੰਨਿਆ ਜਾਵੇਗਾ ਜੇਕਰ ਉਹ TET ਪਾਸ ਪਾਏ ਜਾਂਦੇ ਹਨ।
- ਕਾਨੂੰਨੀ ਪਾਲਣਾ: ਇਹ ਕਦਮ ਸੁਪਰੀਮ ਕੋਰਟ ਦੇ ਨਿਰਦੇਸ਼ਾਂ ਦੀ ਪਾਲਣਾ ਕਰਨ ਅਤੇ ਸਿੱਖਿਆ ਦੇ ਮਿਆਰ ਨੂੰ ਉੱਚਾ ਚੁੱਕਣ ਲਈ ਚੁੱਕਿਆ ਗਿਆ ਹੈ।
ਅਧਿਆਪਕਾਂ 'ਤੇ ਪ੍ਰਭਾਵ
ਵਿਭਾਗ ਦੇ ਇਸ ਸਟੈਂਡ ਨਾਲ ਇਹ ਸਾਫ਼ ਹੋ ਗਿਆ ਹੈ ਕਿ ਮਾਸਟਰ ਕੇਡਰ ਵਿੱਚ ਤਰੱਕੀ ਦੀ ਉਡੀਕ ਕਰ ਰਹੇ ਜਾਂ ਹਾਲ ਹੀ ਵਿੱਚ ਪ੍ਰਮੋਟ ਹੋਏ ਅਧਿਆਪਕਾਂ ਕੋਲ TET ਦੀ ਯੋਗਤਾ ਹੋਣੀ ਲਾਜ਼ਮੀ ਹੈ। ਜਿਹੜੇ ਅਧਿਆਪਕ ਇਹ ਸ਼ਰਤ ਪੂਰੀ ਨਹੀਂ ਕਰਦੇ, ਉਨ੍ਹਾਂ ਦੀ ਤਰੱਕੀ 'ਤੇ ਮੁੜ ਵਿਚਾਰ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ।
