ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਇੱਕ ਮਹੱਤਵਪੂਰਨ ਸਪਸ਼ਟੀਕਰਨ ਜਾਰੀ ਕੀਤਾ ਹੈ ਜਿਸ ਨਾਲ ਪੈਨਸ਼ਨ ਅਤੇ ਫੈਮਲੀ ਪੈਨਸ਼ਨ ਲੈਣ ਵਾਲੇ ਕਰਮਚਾਰੀਆਂ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਮਾਪਿਆਂ ਨੂੰ ਵੱਡੀ ਸਹੂਲਤ ਮਿਲੇਗੀ। ਹੁਣ ਪੈਨਸ਼ਨ ਦੀ ਗਿਣਤੀ ਆਖਰੀ ਦਿਨ ਦੇ ਨਿਯਮ ਨਾਲ ਹੋਵੇਗੀ। ਇਸਦਾ ਮਤਲਬ — ਜੇ ਰਿਟਾਇਰਮੈਂਟ ਵਾਲੇ ਦਿਨ ਕਰਮਚਾਰੀ ਛੁੱਟੀ ‘ਤੇ ਸੀ ਜਾਂ ਸਸਪੈਂਸ਼ਨ ਵਿੱਚ ਸੀ — ਤਦ ਵੀ ਪੈਨਸ਼ਨ ਗਿਣਤੀ ਆਖਰੀ ਕੰਮ ਵਾਲੇ ਦਿਨ ਤੋਂ ਹੀ ਹੋਵੇਗੀ।
ਪਹਿਲਾਂ ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਬਹੁਤ ਸਾਰੇ ਸੰਦੇਹ ਰਹਿੰਦੇ ਸਨ, ਜਿਸ ਕਾਰਨ ਪੈਨਸ਼ਨ ਦੇ ਕੇਸ ਅਕਸਰ ਰੁਕ ਜਾਂਦੇ ਜਾਂ ਡਿਲੇ ਹੋ ਜਾਂਦੇ ਸਨ। ਹੁਣ ਸਰਕਾਰ ਨੇ ਇਹ ਭਰਮ ਪੂਰੀ ਤਰ੍ਹਾਂ ਖਤਮ ਕਰ ਦਿੱਤਾ ਹੈ।
ਇਹ ਨਵਾਂ ਸਪਸ਼ਟੀਕਰਨ ਫੈਮਲੀ ਪੈਨਸ਼ਨ ਵਿੱਚ ਮਾਤਾ / ਪਿਤਾ ਵਾਲੇ ਕੇਸਾਂ ਵਿੱਚ ਵੀ ਲਾਗੂ ਹੈ।
ਨਵਾਂ ਨਿਯਮ ਕੀ ਕਹਿੰਦਾ ਹੈ?
30-10-2025 ਦੇ ਜਾਰੀ ਹੋਏ ਆਫਿਸ ਮੈਮੋਰੈਂਡਮ (CCS Pension Rules 2021) ਦੇ ਮੁਤਾਬਕ:

ਜਿਸ ਤਾਰੀਖ ਨੂੰ ਕਰਮਚਾਰੀ ਰਿਟਾਇਰ, ਰਜਾਇਨ, ਡਿਸਚਾਰਜ ਜਾਂ ਮੌਤ ਹੁੰਦੀ ਹੈ, ਉਸੇ ਦਿਨ ਦੀ ਸਥਿਤੀ ਨੂੰ ਮਾਨਤਾ ਮਿਲੇਗੀ।

ਰਿਟਾਇਰਮੈਂਟ / ਰਿਜਾਇਨ ਕਰਨ ਦਾ ਦਿਨ ਕਰਮਚਾਰੀ ਦਾ ਪੂਰਾ ਕੰਮ ਕੀਤਾ ਹੋਇਆ ਦਿਨ ਮੰਨਿਆ ਜਾਵੇਗਾ।

ਜੇ ਕਰਮਚਾਰੀ ਦੀ ਮੌਤ ਹੋ ਜਾਵੇ ਤਾਂ ਮੌਤ ਦਾ ਦਿਨ ਵੀ ਕੰਮ ਕੀਤਾ ਹੋਇਆ ਪੂਰਾ ਦਿਨ ਮੰਨਿਆ ਜਾਵੇਗਾ।

ਜੇ ਰਿਟਾਇਰਮੈਂਟ ਤੋਂ ਪਹਿਲਾਂ ਕਰਮਚਾਰੀ ਛੁੱਟੀ ‘ਤੇ ਸੀ ਜਾਂ ਸਸਪੈਂਸ਼ਨ ‘ਚ ਸੀ, ਤਾਂ ਪੈਨਸ਼ਨ ਦੀ ਗਿਣਤੀ ‘ਤੇ ਇਸ ਦਾ ਕੋਈ ਨੈਗੇਟਿਵ ਪ੍ਰਭਾਵ ਨਹੀਂ ਪਵੇਗਾ — ਉਸ ਦਿਨ ਨੂੰ ਨਾਰਮਲ ਹੀ ਕਾਊਂਟ ਕੀਤਾ ਜਾਵੇਗਾ।
ਇਹ ਕਿਉਂ ਮਹੱਤਵਪੂਰਨ ਹੈ?

ਬਹੁਤ ਲੋਕਾਂ ਨੂੰ ਡਰ ਸੀ ਕਿ ਛੁੱਟੀ ਜਾਂ ਸਸਪੈਂਸ਼ਨ ਦੇ ਕਾਰਨ ਪੈਨਸ਼ਨ ਕਟ ਸਕਦੀ ਹੈ।

ਇਹ ਸਪਸ਼ਟੀਕਰਨ ਸਾਰਾ ਭਰਮ ਖਤਮ ਕਰਦਾ ਹੈ।

ਮਾਂ / ਪਿਉ ਨੂੰ ਮਿਲਣ ਵਾਲੀ ਫੈਮਲੀ ਪੈਨਸ਼ਨ ‘ਤੇ ਵੀ ਇਸਦਾ ਸਿੱਧਾ ਪੋਜ਼ੀਟਿਵ ਅਸਰ ਪਵੇਗਾ।
ਸਾਰੇ ਵਿਭਾਗਾਂ ਨੂੰ ਹੁਕਮ
DoPPW ਨੇ ਸਾਰੇ ਮੰਤ੍ਰਾਲਿਆਂ ਅਤੇ ਵਿਭਾਗਾਂ ਨੂੰ ਕਿਹਾ ਹੈ ਕਿ ਇਹ ਨਵੇਂ ਨਿਯਮ ਤੁਰੰਤ ਹਰ concerned authority ਤੱਕ ਪਹੁੰਚਾਏ ਜਾਣ।
Big Relief for Central Government Employees & Parents: New Rule on Pension Calculation – Confusion Ends

A major relief has been announced for Central Government employees and also for parents who are eligible for Family Pension. As per the new clarification issued by Department of Pension & Pensioners’ Welfare (DoPPW), the pension calculation will now be clearly based on the “Last Day” rule. This means that even if an employee is on leave or under suspension on their last working day, the pension will still be calculated based on that last completed working day.
Earlier, there used to be confusion whether leave or suspension status at the time of retirement would affect pension benefits. Many cases faced delay due to doubts. Now this confusion is officially removed.
This change will also benefit family pension cases (mother-father) where pension is claimed after the death of the employee.
What exactly has changed?
According to the Office Memorandum dated 30-10-2025, issued under Rule 5 of CCS (Pension) Rules 2021:

Pension or Family Pension will be determined based on the rules which are applicable on the date the employee retires, resigns, is discharged, or dies.

The day on which the Government employee retires, resigns, or is discharged will be treated as his/her last completed working day.

In case of death, the day of death will also be treated as a completed working day.

If the employee was on leave or under suspension on the last day, then that same day will be counted as part of that leave or suspension period and pension calculation will not be stopped or delayed due to that.
Why is this important?

There was widespread confusion earlier among pensioners.

Many thought that if an employee was on leave or suspended on the last day, pension may get affected.

Now the government has clarified that no confusion should remain.

Pension & Family Pension calculation will continue smoothly.
Family pension benefit extended to parents also
The news also highlights that this relaxation will help cases of family pension given to mother or father (parents). There will be no negative impact because of leave/suspension situation of the deceased employee.

DoPPW has directed that all Ministries, Departments and Government Organisations must circulate this order to ensure compliance.
