ਭਾਰੀ ਉਦਯੋਗ ਮੰਤਰਾਲੇ ਵੱਲੋਂ GST ਛੂਟ ਸਰਟੀਫਿਕੇਟ ਜਾਰੀ ਕਰਨਾ ਬੰਦ

ਨਵੀਂ ਦਿੱਲੀ: ਭਾਰਤ ਸਰਕਾਰ ਦੇ ਭਾਰੀ ਉਦਯੋਗ ਮੰਤਰਾਲੇ (Ministry of Heavy Industries) ਨੇ ਇੱਕ ਅਹਿਮ ਨੋਟਿਸ ਜਾਰੀ ਕਰਦਿਆਂ ਸਪੱਸ਼ਟ ਕੀਤਾ ਹੈ ਕਿ ਆਰਥੋਪੈਡਿਕ ਸਰੀਰਕ ਅਪੰਗਤਾ ਵਾਲੇ ਵਿਅਕਤੀਆਂ (Persons with Orthopaedic Physical Disability - PwOPD) ਵੱਲੋਂ ਵਾਹਨਾਂ ਦੀ ਖਰੀਦ 'ਤੇ ਮਿਲਣ ਵਾਲੀ GST ਰਿਆਇਤ ਹੁਣ ਖਤਮ ਕਰ ਦਿੱਤੀ ਗਈ ਹੈ।

ਮੁੱਖ ਨੁਕਤੇ:

• ਵਿੱਤ ਮੰਤਰਾਲੇ (Ministry of Finance) ਦੇ ਮਾਲ ਵਿਭਾਗ (Department of Revenue) ਨੇ 29.09.2025 ਦੇ ਇੱਕ ਦਫ਼ਤਰੀ ਮੈਮੋਰੰਡਮ ਰਾਹੀਂ ਇਹ ਸਥਿਤੀ ਸਪੱਸ਼ਟ ਕੀਤੀ ਹੈ।
• ਯੂਨੀਫਾਰਮ GST ਦਰ: ਸਪੱਸ਼ਟੀਕਰਨ ਅਨੁਸਾਰ, ਛੋਟੀਆਂ ਕਾਰਾਂ (4000 mm ਤੋਂ ਛੋਟੀਆਂ, ਪੈਟਰੋਲ < 1200cc, ਜਾਂ ਡੀਜ਼ਲ < 1500 cc) 'ਤੇ **18%** ਦੀ GST ਦਰ ਲਾਗੂ ਹੁੰਦੀ ਹੈ।
• ਬਰਾਬਰ ਦਰ: ਹੁਣ ਇਹ **18% GST** ਦਰ ਆਮ ਵਿਅਕਤੀਆਂ ਅਤੇ ਆਰਥੋਪੈਡਿਕ ਤੌਰ 'ਤੇ ਅਪਾਹਜ ਵਿਅਕਤੀਆਂ ਦੋਵਾਂ ਲਈ ਬਰਾਬਰ ਲਾਗੂ ਹੋਵੇਗੀ।
• ਸਰਟੀਫਿਕੇਟ ਬੰਦ: ਇਸ ਫੈਸਲੇ ਦੇ ਮੱਦੇਨਜ਼ਰ, ਭਾਰੀ ਉਦਯੋਗ ਮੰਤਰਾਲੇ ਨੇ **GST Exemption Certificate Scheme (GECS)** ਤਹਿਤ ਆਰਥੋਪੈਡਿਕ ਤੌਰ 'ਤੇ ਅਪਾਹਜ ਵਿਅਕਤੀਆਂ ਨੂੰ GST ਰਿਆਇਤ ਸਰਟੀਫਿਕੇਟ ਜਾਰੀ ਕਰਨਾ ਬੰਦ ਕਰ ਦਿੱਤਾ ਹੈ।

ਇਹ ਨੋਟਿਸ 8 ਅਕਤੂਬਰ 2025 ਨੂੰ ਜਾਰੀ ਕੀਤਾ ਗਿਆ ਹੈ। PwOPD ਲਈ ਵਾਹਨਾਂ ਦੀ ਖਰੀਦ ਹੁਣ ਆਮ ਖਰੀਦਦਾਰਾਂ ਵਾਂਗ ਹੀ 18% ਦੀ ਇੱਕੋ ਜਿਹੀ ਦਰ 'ਤੇ ਹੋਵੇਗੀ।

Subject: GST Concession on Purchase of Vehicles by Persons with Orthopaedic Physical Disability (PwOPD) - Clarification.

It is hereby informed that the **Ministry of Finance, Department of Revenue (TRU)**, vide Office Memorandum dated **29.09.2025**, has clarified the position regarding concessional GST rates and purchase of vehicles by **Persons with Orthopaedic Physical Disability (PWOPD)**.

Clarification from Ministry of Finance:

The Ministry of Finance has clarified that:

1. These vehicles (<4000 mm and petrol (< 1200cc), Diesel (< 1500 cc) are already covered under entries at 534 and 535 of Schedule II of Notification No. 09/2025-C.T.R. dated 17.09.2025.
2. Vehicles for orthopaedically disabled persons are listed separately at S. No. 536 of Schedule II of the same Notification.
3. The **applicable GST rate** for such small car, whether purchased by general persons or by orthopaedically disabled person, is **uniformly 18%**.

Accordingly, the same rate of **18% GST** for the above category of cars will now apply to **all persons**, including orthopaedically disabled persons.

Discontinuation of GST Concession Certificate

Hence, the **Ministry of Heavy Industries** has decided to **discontinue issuing GST concession Certificates** for Orthopaedically Disabled Persons under the GST Exemption Certificate Scheme (GECS).
