ਕੇਂਦਰ ਨੇ OPS ਮੁੜ ਲਾਗੂ ਕਰਨ ਤੋਂ ਇਨਕਾਰ; ਰਾਜਾਂ ਨੂੰ NPS ਦੀ ਰਕਮ ਵਾਪਸ ਦੇਣ ਦੀ ਪ੍ਰਾਵਧਾਨੀ ਨਹੀਂ: ਸਰਕਾਰ
ਕੇਂਦਰ ਨੇ ਲੋਕ ਸਭਾ ਨੂੰ ਦੱਸਿਆ ਕਿ ਕੇਂਦਰੀ ਕਰਮਚਾਰੀਆਂ ਲਈ ਪੁਰਾਣੀ ਪੈਂਸ਼ਨ ਯੋਜਨਾ (OPS) ਮੁੜ ਲਿਆਂਦੀ ਨਹੀਂ ਜਾ ਰਹੀ ਅਤੇ ਮੌਜੂਦਾ ਕਾਨੂੰਨਾਂ ਵਿਚ ਰਾਜ ਸਰਕਾਰਾਂ ਨੂੰ NPS ਫੰਡ ਵਾਪਸ ਕਰਨ ਦਾ ਕੋਈ ਤਰੀਕਾ ਨਹੀਂ ਹੈ।
ਅਸਤਰਿਤ ਪ੍ਰਸ਼ਨ ਨੰਬਰ 3454 ਦੇ ਜਵਾਬ ਵਿੱਚ ਵਿੱਤ ਰਾਜ ਮੰਤਰੀ ਪੰਕਜ ਚੌਧਰੀ ਨੇ ਕਿਹਾ ਕਿ ਕੇਂਦਰ ਕੋਲ ਕੇਂਦਰੀ ਕਰਮਚਾਰੀਆਂ ਲਈ ਪੁਰਾਣੀ ਪੈਂਸ਼ਨ ਯੋਜਨਾ (OPS) ਮੁੜ ਲਾਗੂ ਕਰਨ ਦਾ ਕੋਈ ਪ੍ਰਸਤਾਵ ਨਹੀਂ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਇਹ ਵੀ ਸਪਸ਼ਟ ਕੀਤਾ ਕਿ ਪੈਂਸ਼ਨ ਫੰਡ ਰੈਗੂਲੇਟਰੀ ਐਂਡ ਡਿਵੈਲਪਮੈਂਟ ਅਥਾਰਟੀ (PFRDA) ਐਕਟ, 2013 ਅਤੇ ਸੰਬੰਧਿਤ ਨਿਯਮਾਂ (ਜਿਵੇਂ ਕਿ 2015 ਦੇ withdrawal ਨਿਯਮ) ਅਨੁਸਾਰ NPS ਦੀ ਸੰਚਿਤ ਰਕਮ ਰਾਜ ਸਰਕਾਰਾਂ ਨੂੰ ਵਾਪਸ ਦੇਣ ਦਾ ਕੋਈ ਪ੍ਰਾਵਧਾਨ ਨਹੀਂ ਹੈ।
ਮੰਤਰੀ ਨੇ ਦੱਸਿਆ ਕਿ ਕੁਝ ਰਾਜਾਂ ਨੇ ਕਰਮਚਾਰੀਆਂ ਨੂੰ OPS ਵੱਲ ਸ਼ਿਫਟ ਕਰਨ ਦੀ ਮਨਸ਼ਾ ਬਾਰੇ PFRDA ਨੂੰ ਸੂਚਿਤ ਕੀਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ 31 ਜੁਲਾਈ 2025 ਤੱਕ PFRDA ਕੋਲ ਜਮ੍ਹਾਂ NPS ਕੋਰਪਸ (₹ ਕਰੋੜ) ਦਾ ਰਾਜ-ਵਾਰ ਵੇਰਵਾ ਵੀ ਸਦਨ ਮੰਜ਼ੂਰੀ ਲਈ ਰੱਖਿਆ:

ਇਹ ਕਿਉਂ ਮਹੱਤਵਪੂਰਨ ਹੈ: ਇਸ ਸਪਸ਼ਟੀਕਰਨ ਨਾਲ ਕੇਂਦਰ ਪੱਧਰ ‘ਤੇ OPS ਦੀ ਵਾਪਸੀ ‘ਤੇ ਫਿਲਹਾਲ ਪਾਬੰਦੀ ਬਣੀ ਰਹਿੰਦੀ ਹੈ ਅਤੇ ਰਾਜਾਂ ਲਈ ਇਹ ਸੰਕੇਤ ਹੈ ਕਿ ਜਦੋਂ ਤਕ ਕਾਨੂੰਨ ਨਹੀਂ ਬਦਲੇ ਜਾਂਦੇ, ਉਹ PFRDA ਤੋਂ NPS ਦੀ ਰਕਮ ਨਹੀਂ ਲੈ ਸਕਣਗੇ—ਜੋ ਉਨ੍ਹਾਂ ਦੇ ਬਦਲਾਅ ਯੋਜਨਾ ਅਤੇ ਵਿੱਤੀ ਹਿਸਾਬ ਲਈ ਕੇਂਦਰੀ ਮੁੱਦਾ ਹੈ।

Centre rules out restoring OPS; no provision to refund NPS money to states: Govt
The Union government told the Lok Sabha that there is no plan to bring back the Old Pension Scheme for Central government employees and that current laws provide no mechanism to return NPS funds to states shifting to OPS.
Replying to Unstarred Question No. 3454, Minister of State for Finance Pankaj Chaudhary said the Centre has no proposal to restore the Old Pension Scheme (OPS) for Central government employees. He added that under the Pension Fund Regulatory and Development Authority (PFRDA) Act, 2013 and applicable regulations, there is no provision to remit National Pension System (NPS) funds back to state governments that announce a return to OPS.
The minister noted that some states have informed PFRDA about their intent to move staff to OPS and placed on record the NPS corpus (₹ crore) held with PFRDA up to 31 July 2025 for five such states:

Why it matters: The clarification closes the door, for now, on OPS restoration at the Centre and signals that states reverting to OPS cannot withdraw NPS monies from PFRDA without a change in law—an issue central to their transition plans and fiscal math.
