ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ NPS ਅਧੀਨ ਮੌਤ/ਅਪੰਗਤਾ 'ਤੇ ਵਾਧੂ ਰਾਹਤ ਲਈ ਮਹੱਤਵਪੂਰਨ ਸੋਧ ਕੀਤੀ
ਚੰਡੀਗੜ੍ਹ, 27 ਜੂਨ 2025 ( ਜਾਬਸ ਆਫ ਟੁਡੇ) – ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਨਵੀਂ ਪਰਿਭਾਸ਼ਿਤ ਅੰਸ਼ਦਾਨ ਪੈਨਸ਼ਨ ਸਕੀਮ (NPS) ਅਧੀਨ ਸਰਕਾਰੀ ਕਰਮਚਾਰੀਆਂ ਦੀ ਮੌਤ ਜਾਂ ਅਪੰਗਤਾ ਦੇ ਮਾਮਲਿਆਂ ਵਿੱਚ ਵਾਧੂ ਰਾਹਤ ਪ੍ਰਦਾਨ ਕਰਨ ਦੇ ਨਿਯਮਾਂ ਵਿੱਚ ਅਹਿਮ ਸੋਧ ਕੀਤੀ ਹੈ। ਵਿੱਤ ਵਿਭਾਗ ਦੇ 23 ਜੂਨ 2025 ਦੇ ਨੋਟੀਫਿਕੇਸ਼ਨ (ਨੰਬਰ 2/19/2016-2FPPC/90) ਅਨੁਸਾਰ, 8 ਅਕਤੂਬਰ 2021 ਦੇ ਨਿਰਦੇਸ਼ਾਂ (ਨੰਬਰ 2/19/2016-2FPPC/257) ਦੀ ਧਾਰਾ 6 ਨੂੰ ਹਟਾਉਣ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਗਿਆ ਹੈ।
ਧਾਰਾ 6 ਕੀ ਸੀ?
ਧਾਰਾ 6, ਜੋ ਕਿ 8 ਅਕਤੂਬਰ 2021 ਦੇ ਨਿਰਦੇਸ਼ਾਂ ਤਹਿਤ ਅਨੈਕਸ਼ਰ II (ਵਚਨਬੱਧਤਾ) ਦੇ ਰੂਪ ਵਿੱਚ ਸ਼ਾਮਲ ਸੀ, ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਸੀ ਕਿ ਜੇਕਰ ਕੋਈ NPS ਅਧੀਨ ਕਰਮਚਾਰੀ ਜਾਂ ਉਸ ਦਾ ਪਰਿਵਾਰ ਪੰਜਾਬ ਸਿਵਲ ਸਰਵਿਸਿਜ਼ ਨਿਯਮ (PCSR) ਵਾਲੀਅਮ II ਅਧੀਨ ਪਰਿਵਾਰਕ ਜਾਂ ਅਪੰਗਤਾ ਪੈਨਸ਼ਨ ਦਾ ਲਾਭ ਲੈਣਾ ਚਾਹੁੰਦਾ ਹੈ, ਤਾਂ ਉਸ ਨੂੰ ਨੈਸ਼ਨਲ ਸਕਿਉਰਿਟੀਜ਼ ਡਿਪੋਜ਼ਿਟਰੀ ਲਿਮਿਟਡ (NSDL) ਤੋਂ ਪ੍ਰਾਪਤ ਸਰਕਾਰੀ ਅੰਸ਼ਦਾਨ ਅਤੇ ਇਸ ਦੇ ਵਿਆਜ ਸਮੇਤ ਵਾਪਸ ਕਰਨਾ ਪਵੇਗਾ। ਇਹ ਸ਼ਰਤ ਮੌਤ ਜਾਂ ਅਪੰਗਤਾ ਦੇ ਮਾਮਲਿਆਂ ਵਿੱਚ ਵਿੱਤੀ ਬੋਝ ਵਧਾਉਂਦੀ ਸੀ। ( ਜਾਬਸ ਆਫ ਟੁਡੇ)
ਸੋਧ ਦਾ ਪ੍ਰਭਾਵ
ਧਾਰਾ 6 ਨੂੰ ਹਟਾਉਣ ਨਾਲ ਹੁਣ ਸਰਕਾਰੀ ਕਰਮਚਾਰੀਆਂ ਜਾਂ ਉਨ੍ਹਾਂ ਦੇ ਪਰਿਵਾਰਾਂ ਨੂੰ ਪਰਿਵਾਰਕ ਜਾਂ ਅਪੰਗਤਾ ਪੈਨਸ਼ਨ ਦਾ ਲਾਭ ਲੈਣ ਲਈ ਸਰਕਾਰੀ ਅੰਸ਼ਦਾਨ ਵਾਪਸ ਕਰਨ ਦੀ ਜ਼ਰੂਰਤ ਨਹੀਂ ਹੋਵੇਗੀ। ਇਸ ਨਾਲ ਮੌਤ ਜਾਂ ਅਪੰਗਤਾ ਦੇ ਮਾਮਲਿਆਂ ਵਿੱਚ NPS ਅਧੀਨ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਪੁਰਾਣੀ ਪੈਨਸ਼ਨ ਸਕੀਮ ਦੇ ਸਮਾਨ ਵਧੇਰੇ ਰਾਹਤ ਮਿਲੇਗੀ। ਇਹ ਸੋਧ 1 ਜਨਵਰੀ 2004 ਤੋਂ ਜਾਂ ਬਾਅਦ ਵਿੱਚ ਸਰਕਾਰੀ ਸੇਵਾ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਏ ਕਰਮਚਾਰੀਆਂ 'ਤੇ ਲਾਗੂ ਹੋਵੇਗੀ।
ਸਰਕਾਰ ਦਾ ਉਦੇਸ਼
ਇਸ ਸੋਧ ਦਾ ਮੁੱਖ ਉਦੇਸ਼ NPS ਅਧੀਨ ਸਰਕਾਰੀ ਕਰਮਚਾਰੀਆਂ ਦੇ ਪਰਿਵਾਰਾਂ 'ਤੇ ਵਿੱਤੀ ਬੋਝ ਨੂੰ ਘਟਾਉਣਾ ਅਤੇ ਮੌਤ ਜਾਂ ਅਪੰਗਤਾ ਦੇ ਮਾਮਲਿਆਂ ਵਿੱਚ ਵਧੇਰੇ ਸਹਾਇਤਾ ਪ੍ਰਦਾਨ ਕਰਨਾ ਹੈ। ਇਸ ਨਾਲ ਪੈਨਸ਼ਨ ਪ੍ਰਕਿਰਿਆ ਨੂੰ ਵੀ ਸਰਲ ਬਣਾਇਆ ਗਿਆ ਹੈ, ਜਿਸ ਨਾਲ ਪ੍ਰਬੰਧਕੀ ਪ੍ਰਕਿਰਿਆਵਾਂ ਵਿੱਚ ਸੁਧਾਰ ਹੋਵੇਗਾ।

Chandigarh, June 27, 2025 ( Jobsoftoday) – The Punjab Government has introduced a significant amendment to the rules governing additional relief for government servants covered under the New Defined Contribution Pension System (NPS) in cases of death or disability. As per the Finance Department's notification dated June 23, 2025 (No. 2/19/2016-2FPPC/90), Clause 6 of the instructions issued on October 8, 2021 (No. 2/19/2016-2FPPC/257) has been deleted.
What Was Clause 6?
Clause 6, included as Annexure II (Undertaking) in the October 8, 2021 instructions, stipulated that if an NPS-covered employee or their family opted for family or invalid pension benefits under the Punjab Civil Services Rules (PCSR) Volume II, they were required to repay the government's contribution, along with interest, received from the National Securities Depository Limited (NSDL). Government's Objective

Instructions to Authorities
The amendment has been communicated to all Heads of Departments, Divisional Commissioners, the Registrar of the Punjab and Haryana High Court, District and Session Judges, and Deputy Commissioners. Additionally, copies of the notification have been sent to the Accountant General (Audit and A&E), Chandigarh, and other relevant authorities for information and necessary action.
This amendment is a significant step toward providing greater financial security to NPS-covered employees and their families, making support more accessible during times of distress.
