**Punjab Education Department Withdraws Principal Recruitment Advertisements Amid Legal Challenges and Vacancies**
**Chandigarh, India – May 14, 2025( Jobsoftoday) – The Punjab Education Department has decided to withdraw the advertisements for the direct recruitment of 292 Principals, citing ongoing legal issues and a significant number of vacant posts in the cadre. The advertisements, originally issued on October 22, 2020, for 173 posts and July 12, 2021, for 119 posts, were intended to fill vacancies in the Principal cadre through direct recruitment.
According to a letter dated May 12, 2025, from the Joint Secretary, School Education, Punjab, to the Secretary of the Punjab Public Service Commission (PPSC), the recruitment process has been pending for over four years due to a stay imposed by the Hon'ble High Court. The stay is a result of Civil Writ Petition Number 10646 of 2020 (Sukhpreet Singh and others vs. State of Punjab) and connected petitions filed in the court.
The petitioners in these cases have challenged the Punjab Educational Service (School and Inspection Cadre General) and (Border) Group- 'A' Service Rules, 2018, and subsequent amendments made in 2020. These rules reportedly divide the recruitment and promotion quota for Principal posts on a 50%-50% basis, a point of contention leading to the legal challenges.
The court had issued interim orders on November 4, 2020, allowing the written test to proceed but prohibiting the declaration of results until further notice. A more recent interim order on January 15, 2024, directed the State to produce the results in a sealed cover.
The Education Department highlighted the urgent need to fill vacant Principal positions. Out of a total of 1950 Principal posts in Punjab, 825 are currently lying vacant. This shortage is causing difficulties in the administration of schools and adversely affecting students' education.
To address the current situation and the legal hurdles, the department has decided to amend the 2018 rules. In light of this decision and to avoid future legal complications in the recruitment process, the department has opted to withdraw the advertisements issued through the PPSC.
The decision to withdraw the advertisements was made after seeking legal opinion from the Advocate General, Punjab, who concurred with the proposal. The Advocate General's advice noted the significant number of vacancies, the genuine resentment within the cadre regarding the 2018 rules and 2020 amendments, and the fact that these rules are under challenge in the court. The AG suggested that withdrawing the advertisements would allow for the re-examination of the rules and potentially enable the department to fill promotional posts based on rules preceding the 2018 regulations.
The Punjab Public Service Commission has been requested to take the necessary steps to withdraw the aforementioned advertisements. The letter confirms that the decision has the approval of the competent authority.

ਸੰਯੁਕਤ ਸਕੱਤਰ, ਸਕੂਲ ਸਿੱਖਿਆ, ਪੰਜਾਬ ਵੱਲੋਂ ਪੰਜਾਬ ਲੋਕ ਸੇਵਾ ਕਮਿਸ਼ਨ (ਪੀ.ਪੀ.ਐੱਸ.ਸੀ.) ਦੇ ਸਕੱਤਰ ਨੂੰ ਮਿਤੀ 12 ਮਈ, 2025 ਦੇ ਪੱਤਰ ਅਨੁਸਾਰ, ਭਰਤੀ ਪ੍ਰਕਿਰਿਆ ਮਾਨਯੋਗ ਹਾਈਕੋਰਟ ਵੱਲੋਂ ਲਗਾਏ ਗਏ ਸਟੇਅ ਕਾਰਨ ਚਾਰ ਸਾਲਾਂ ਤੋਂ ਵੱਧ ਸਮੇਂ ਤੋਂ ਲਟਕ ਰਹੀ ਹੈ। ਇਹ ਸਟੇਅ ਸਿਵਲ ਰਿੱਟ ਪਟੀਸ਼ਨ ਨੰਬਰ 10646 ਆਫ 2020 (ਸੁਖਪ੍ਰੀਤ ਸਿੰਘ ਅਤੇ ਹੋਰ ਬਨਾਮ ਪੰਜਾਬ ਸਰਕਾਰ) ਅਤੇ ਇਸ ਨਾਲ ਸਬੰਧਤ ਹੋਰ ਰਿੱਟ ਪਟੀਸ਼ਨਾਂ ਦੇ ਨਤੀਜੇ ਵਜੋਂ ਹੈ।

ਮਾਣਯੋਗ ਅਦਾਲਤ ਨੇ 4 ਨਵੰਬਰ, 2020 ਨੂੰ ਅੰਤ੍ਰਿਮ ਆਦੇਸ਼ ਦਿੱਤੇ ਸਨ ਜਿਸ ਵਿੱਚ ਲਿਖਤੀ ਪ੍ਰੀਖਿਆ ਕਰਵਾਉਣ ਦੀ ਇਜਾਜ਼ਤ ਦਿੱਤੀ ਗਈ ਸੀ ਪਰ ਅਗਲੇ ਹੁਕਮਾਂ ਤੱਕ ਨਤੀਜੇ ਘੋਸ਼ਿਤ ਕਰਨ 'ਤੇ ਰੋਕ ਲਗਾ ਦਿੱਤੀ ਗਈ ਸੀ। 15 ਜਨਵਰੀ, 2024 ਨੂੰ ਇੱਕ ਹੋਰ ਅੰਤ੍ਰਿਮ ਆਦੇਸ਼ ਵਿੱਚ, ਰਾਜ ਸਰਕਾਰ ਨੂੰ ਨਤੀਜੇ ਸੀਲਬੰਦ ਲਿਫਾਫੇ ਵਿੱਚ ਪੇਸ਼ ਕਰਨ ਦਾ ਨਿਰਦੇਸ਼ ਦਿੱਤਾ ਗਿਆ ਸੀ।
