Punjab Government to implement New Pay Scales for Fresh Government Recruits
Chandigarh, April 23, 2025 – The Government of Punjab has issued a significant directive regarding the implementation of new pay scales for fresh recruitments in state government services and its entities, effective retrospectively from July 17, 2020. The announcement, detailed in a letter from the Department of Finance (Finance Personnel-1 Branch), aims to streamline compensation structures for new appointees across various departments.
According to the directive (No. 7/42/2020-5FP1/33), the Administrative Department holds the authority to issue notifications for pay scales or amend relevant service rules, subject to prior approval from the Department of Finance. Notably, such decisions do not require the approval of the Council of Ministers, simplifying the process for updating pay structures.
The decision, initially approved by the CMM applies to all recruitments made on or after July 17, 2020. All state departments are now mandated to amend their respective service rules retrospectively to align with this policy. .
ਮਿਤੀ 23 ਅਪ੍ਰੈਲ 2025 ਦੇ ਇੱਕ ਪੱਤਰ ਅਨੁਸਾਰ, ਪੰਜਾਬ ਸਰਕਾਰ, ਵਿੱਤ ਵਿਭਾਗ (ਵਿੱਤ ਪਰਸੋਨਲ-1 ਸ਼ਾਖਾ) ਨੇ ਨਵੀਂ ਭਰਤੀ/ਨਿਯੁਕਤੀਆਂ ਲਈ ਤਨਖਾਹ ਸਕੇਲਾਂ ਬਾਰੇ ਜਾਣਕਾਰੀ ਦਿੱਤੀ ਹੈ।
ਇਸ ਪੱਤਰ ਵਿੱਚ ਮਿਤੀ 17 ਜੁਲਾਈ 2020 ਦੇ ਪਿਛਲੇ ਪੱਤਰ ਨੰਬਰ 7/42/2020-5FP1/741-746 ਦਾ ਹਵਾਲਾ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਇਹ ਦੱਸਿਆ ਗਿਆ ਹੈ ਕਿ ਇਹਨਾਂ ਹਦਾਇਤਾਂ ਦੇ ਪੈਰਾ-6 ਦੇ ਅਨੁਸਾਰ, ਪ੍ਰਬੰਧਕੀ ਵਿਭਾਗ ਕੋਲ ਤਨਖਾਹ ਸਕੇਲਾਂ ਦੀ ਲੋੜੀਂਦੀ ਸੂਚਨਾ ਜਾਰੀ ਕਰਨ ਜਾਂ ਨਿਯਮਾਂ ਵਿੱਚ ਸੋਧ ਕਰਨ ਦਾ ਅਧਿਕਾਰ ਹੈ। ਇਹ ਕੰਮ ਵਿੱਤ ਵਿਭਾਗ ਦੀ ਪੂਰਵ ਪ੍ਰਵਾਨਗੀ ਨਾਲ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ, ਅਤੇ ਇਸ ਲਈ ਮੰਤਰੀ ਮੰਡਲ ਦੀ ਪ੍ਰਵਾਨਗੀ ਲੈਣ ਦੀ ਲੋੜ ਨਹੀਂ ਹੈ।
ਇਹ ਫੈਸਲਾ ਕੌਂਸਲ ਆਫ਼ ਮਿਨਿਸਟਰਜ਼ (ਸੀਐਮਐਮ) ਦੁਆਰਾ ਲਿਆ ਗਿਆ ਸੀ ਅਤੇ ਇਹ 17 ਜੁਲਾਈ 2020 ਨੂੰ ਜਾਂ ਉਸ ਤੋਂ ਬਾਅਦ ਕੀਤੀਆਂ ਗਈਆਂ ਭਰਤੀਆਂ 'ਤੇ ਲਾਗੂ ਹੋਵੇਗਾ। ਇਸ ਅਨੁਸਾਰ, ਸਾਰੇ ਵਿਭਾਗਾਂ ਨੂੰ ਉਪਰੋਕਤ ਸਰਕਾਰੀ ਫੈਸਲੇ ਦੇ ਮੱਦੇਨਜ਼ਰ, 17 ਜੁਲਾਈ 2020 ਤੋਂ ਪਿਛੇ ਲਾਗੂ ਹੋਣ ਵਾਲੇ ਸਬੰਧਤ ਸੇਵਾ ਨਿਯਮਾਂ ਵਿੱਚ ਸੋਧ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ।

Sir/Madam,
I am directed to refer to this Department's Letter No. 7/42/2020-5FP1/741-746 dated 17.07.2020 (Copy attached) and to convey that according to the para-6 of these instructions the Administrative Department is the competent authority to issue the requisite notification of Pay Scales/amendment in rules, with the prior concurrence of Department of Finance, without taking the proposal to the Council of Ministers for its approval.
2. The above decision was taken by the CMM, and as per the decision, it shall apply to prospective recruitments, i.e., recruitments made on or after 17.07.2020. Accordingly, all departments shall amend the relevant service rules with effect from 17.07.2020, i.e. retrospectively, in accordance with the above decision of the Government.
