Eligibility Criteria for Lead Roles
Candidates applying for the MGSIPA Lead positions must fulfill specific qualification and experience criteria.
Leadership and Public Policy Centre:
- PhD with a total post-qualification experience of more than or equal to 20 years.
- OR Masters/Graduation in any discipline with post-qualification experience of more than or equal to 20 years, of which at least 5 years at Level 14 (Central Pay Scale or equivalent) OR at least 7 years at Level 13 (Central Pay Scale or equivalent).
- Candidate must have passed Punjabi language exam at matriculate or above level (can be relaxed in case of an exceptional candidate).
Public Finance Management Centre:
- PhD with post-qualification experience of more than equal to 20 years.
- OR Masters/Graduation in any discipline, preferably in Finance/Management, with post-qualification experience of more than equal to 20 years, of which at least 5 years at Level 14 (Central Pay Scale or equivalent) OR at least 7 years at Level 13 (Central Pay Scale or equivalent).
- Candidate must have passed Punjabi language exam at matriculate or above level (can be relaxed in case of an exceptional candidate).
Legal Studies Centre:
- PhD in Law with post-qualification experience of more than equal to 20 years.
- OR Masters/Graduation in Law with post-qualification experience of more than 20 years, of which at least 5 years at Level 14 (Central Pay Scale or equivalent) OR at least 7 years at Level 13 (Central Pay Scale or equivalent).
- Candidate must have passed the Punjabi language exam at matriculate or above level (can be relaxed in case of an exceptional candidate).
Age Limit: The maximum age limit is 63 years on the date of advertisement of this position.

Terms and Conditions of Recruitment
The recruitment will be on a contract basis with an initial probation period of 3 months. The continuation will be recommended by a committee of the Director and one Officer of the Institute. The initial tenure will be a minimum of 2 years and a maximum of 5 years.
Key terms and conditions include:
- Private consultancy may be allowed with prior permission, and 33% of the remuneration must be deposited with MGSIPA.
- Extension of the contract will be based on APAR and an Interview, with the next extension being a minimum of 2 years and a maximum of 5 years.
- Annual Increment from the date of joining @ 9% per annum, on the principle of compound interest.
- Leave will be @ 2 days/month on a pro-rata basis.
- A medical insurance policy will be provided with a contribution of 50% up to a maximum of Rs. 10,000/- per annum and family cover up to Rs. 5 lacs per annum.
