Public disclosure by ECI of the data relating to electoral bonds as supplied by the State Bank of India today ie 21st March 2024
In compliance of Hon'ble Supreme Court's directions, contained in its order dated Feb 15, March 11, 2024 and March 18, 2024 (in the matter of WPC NO.880 of 2017), the State Bank of India (SBI) has provided the data pertaining to the electoral bonds to the Election Commission of India (ECI) today ie March 21, 2024.
The Election Commission of India has uploaded the data on electoral bonds on its website as received from SBI on "as is where is basis". The data as received from SBI can be accessed at this url: https://www.eci.gov.in/candidate-politicalparty

In compliance of the Hon’ble Supreme Court's directions, contained in its
order dated Feb 15 and March 11, 2024 (in the matter of WP NO.880 of
2017), the ECI has already uploaded data on Electoral Bonds as provided by
State Bank of India (SBI) vide press note of the Commission dated
14.3.2024.
Political parties had filed data on Electoral Bonds in sealed cover as directed
by the Hon’ble Supreme Court’s interim order dated April 12, 2019 in the
said WP NO.880 of 2017. Data so received from political parties was
deposited in the Hon’ble Supreme Court without opening sealed covers.
In
pursuance of Hon’ble Supreme Court’s order dated March 15, 2024, the
Registry of the Supreme Court has returned physical copies along with a
digitized record of the same in a pen drive in sealed cover.
The Election Commission of India has today uploaded the data received in
digitized form from the registry of the Supreme Court on electoral bonds on
its website. The same can be accessed at this url:

ਚੋਣ ਕਮਿਸ਼ਨ ਨੇ 16 ਮਾਰਚ ਨੂੰ ਸੁਪਰੀਮ ਕੋਰਟ ਦੀ ਰਜਿਸਟਰੀ ਤੋਂ ਪ੍ਰਾਪਤ ਚੋਣ ਬਾਂਡ ਦਾ ਨਵਾਂ ਡਾਟਾ ਐਤਵਾਰ ਨੂੰ ਆਪਣੀ ਵੈੱਬਸਾਈਟ 'ਤੇ ਅਪਲੋਡ ਕੀਤਾ। ਨਵੇਂ ਡੇਟਾ ਵਿੱਚ ਵਿੱਤੀ ਸਾਲ 2017-18 ਲਈ ਬਾਂਡਾਂ ਦੀ ਜਾਣਕਾਰੀ ਸ਼ਾਮਲ ਹੈ।
14 ਮਾਰਚ ਨੂੰ, ਕਮਿਸ਼ਨ ਨੇ ਆਪਣੀ ਵੈਬਸਾਈਟ 'ਤੇ 763 ਪੰਨਿਆਂ ਦੀਆਂ ਦੋ ਸੂਚੀਆਂ ਵਿੱਚ ਅਪ੍ਰੈਲ 2019 ਤੋਂ ਬਾਅਦ ਖਰੀਦੇ ਜਾਂ ਕੈਸ਼ ਕੀਤੇ ਬਾਂਡਾਂ ਬਾਰੇ ਜਾਣਕਾਰੀ ਅਪਲੋਡ ਕੀਤੀ ਸੀ। ਇੱਕ ਸੂਚੀ ਵਿੱਚ ਬਾਂਡ ਖਰੀਦਣ ਵਾਲਿਆਂ ਦੀ ਜਾਣਕਾਰੀ ਸੀ, ਜਦੋਂ ਕਿ ਦੂਜੀ ਵਿੱਚ ਰਾਜਨੀਤਿਕ ਪਾਰਟੀਆਂ ਦੁਆਰਾ ਪ੍ਰਾਪਤ ਬਾਂਡਾਂ ਦੇ ਵੇਰਵੇ ਸਨ।
ਸੁਪਰੀਮ ਕੋਰਟ ਦੀਆਂ ਹਦਾਇਤਾਂ 'ਤੇ ਸਟੇਟ ਬੈਂਕ ਆਫ਼ ਇੰਡੀਆ (ਐਸਬੀਆਈ) ਨੇ 14 ਮਾਰਚ ਨੂੰ ਚੋਣ ਕਮਿਸ਼ਨ ਨੂੰ ਬਾਂਡਾਂ ਨਾਲ ਸਬੰਧਤ ਜਾਣਕਾਰੀ ਦਿੱਤੀ ਸੀ। ਇਸ ਵਿੱਚ ਬਾਂਡਾਂ ਦੇ ਯੂਨੀਕ ਅਲਫ਼ਾ ਸੰਖਿਆਤਮਕ ਸੰਖਿਆਵਾਂ ਨਹੀਂ ਸਨ। ਅਦਾਲਤ ਨੇ SBI ਨੂੰ 15 ਮਾਰਚ ਨੂੰ ਨੋਟਿਸ ਜਾਰੀ ਕਰਕੇ 18 ਮਾਰਚ ਤੱਕ ਜਵਾਬ ਮੰਗਿਆ ਹੈ।
ਚੋਣ ਕਮਿਸ਼ਨ ਦੇ ਅੰਕੜਿਆਂ ਅਨੁਸਾਰ, ਭਾਜਪਾ ਨੇ ਕੁੱਲ 6 ਹਜ਼ਾਰ 986 ਕਰੋੜ ਰੁਪਏ ਦੇ ਚੋਣ ਬਾਂਡ ਨੂੰ ਕੈਸ਼ ਕੀਤਾ ਹੈ। ਪਾਰਟੀ ਨੂੰ 2019-20 'ਚ ਸਭ ਤੋਂ ਵੱਧ 2 ਹਜ਼ਾਰ 555 ਕਰੋੜ ਰੁਪਏ ਮਿਲੇ ਹਨ। ਇਸ ਦੇ ਨਾਲ ਹੀ, ਡੀਐਮਕੇ ਨੂੰ ਚੋਣ ਬਾਂਡਾਂ ਰਾਹੀਂ 656.5 ਕਰੋੜ ਰੁਪਏ ਮਿਲੇ, ਜਿਸ ਵਿੱਚ ਲਾਟਰੀ ਕਿੰਗ ਸੈਂਟੀਆਗੋ ਮਾਰਟਿਨਜ਼ ਫਿਊਚਰ ਗੇਮਿੰਗ ਤੋਂ 509 ਕਰੋੜ ਰੁਪਏ ਵੀ ਸ਼ਾਮਲ ਹਨ।

It may be recalled that in the said matter, ECI has consistently and
categorically weighed in favour of disclosure and transparency, a position
reflected in the proceedings of the Hon’ble Supreme Court and noted in
the order also.
