BIG BREAKING: ਪੰਜਾਬ ਵਿੱਚ ਰਾਸ਼ਟਰਪਤੀ ਸ਼ਾਸਨ ਲਾਗੂ ਕਰਨ ਦੀ ਚਿਤਾਵਨੀ,
ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਲਈ ਮੁਸ਼ਕਿਲਾਂ ਖੜ੍ਹੀਆਂ ਹੋ ਸਕਦੀਆਂ ਹਨ। ਕਿਉਂਕਿ ਪੰਜਾਬ ਦੇ ਰਾਜਪਾਲ ਬਨਵਾਰੀਲਾਲ ਪੁਰੋਹਤ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਸੂਬੇ ਵਿੱਚ ਰਾਸ਼ਟਰਪਤੀ ਸ਼ਾਸਨ ਲਗਾਉਣ ਦੀ ਸਖ਼ਤ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਹੈ। ਰਾਜਪਾਲ ਨੇ ਕਿਹਾ ਕਿ ਮੁੱਖ ਮੰਤਰੀ ਤੋਂ ਮੰਗੀ ਗਈ ਜਾਣਕਾਰੀ ਨਾ ਦੇਣਾ ਸੰਵਿਧਾਨਕ ਫਰਜ਼ ਦਾ ਨਿਰਾਦਰ ਹੋਵੇਗਾ.
ਪੰਜਾਬ ਦੇ ਰਾਜਪਾਲ ਬੀ.ਐੱਲ. ਪੁਰੋਹਿਤ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਮੁੱਖ ਮੰਤਰੀ ਦੇ ਇਸ ਵਿਵਹਾਰ 'ਤੇ ਉਨ੍ਹਾਂ ਕੋਲ ਕਾਨੂੰਨ ਅਤੇ ਸੰਵਿਧਾਨ ਅਨੁਸਾਰ ਕਾਰਵਾਈ ਕਰਨ ਤੋਂ ਇਲਾਵਾ ਕੋਈ ਚਾਰਾ ਨਹੀਂ ਬਚੇਗਾ। ਇਹ ਚਿਤਾਵਨੀ ਪੱਤਰ ਰਾਜਪਾਲ ਪੁਰੋਹਤ ਨੇ ਮੁੱਖ ਮੰਤਰੀ ਨੂੰ ਲਿਖਿਆ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਸੀਐਮ ਮਾਨ ਨੂੰ ਕਿਹਾ ਹੈ ਕਿ ਜੇਕਰ ਉਨ੍ਹਾਂ ਦੇ ਪੱਤਰਾਂ ਦਾ ਤੁਰੰਤ ਜਵਾਬ ਨਾ ਦਿੱਤਾ ਤਾਂ ਉਨ੍ਹਾਂ ਖਿਲਾਫ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾਵੇਗੀ।
ਰਾਜਪਾਲ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਉਹ ਸੰਵਿਧਾਨਕ ਮਸ਼ੀਨਰੀ ਦੀ ਅਸਫਲਤਾ ਬਾਰੇ ਧਾਰਾ 356 ਦੇ ਤਹਿਤ ਰਾਸ਼ਟਰਪਤੀ ਨੂੰ ਰਿਪੋਰਟ ਭੇਜਣ ਅਤੇ ਆਈਪੀਸੀ ਦੀ ਧਾਰਾ 124 ਦੇ ਤਹਿਤ ਅਪਰਾਧਿਕ ਕਾਰਵਾਈ ਸ਼ੁਰੂ ਕਰਨ ਦਾ ਫੈਸਲਾ ਕਰਨ ਤੋਂ ਪਹਿਲਾਂ ਲੋੜੀਂਦੀ ਜਾਣਕਾਰੀ ਦੀ ਮੰਗ ਕਰ ਰਹੇ ਹਨ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਸੂਬੇ ਵਿੱਚ ਨਸ਼ਿਆਂ ਦੀ ਸਮੱਸਿਆ ਨੂੰ ਲੈ ਕੇ ਸੂਬਾ ਸਰਕਾਰ ਵੱਲੋਂ ਚੁੱਕੇ ਗਏ ਕਦਮਾਂ ਦੀ ਜਾਣਕਾਰੀ ਵੀ ਭੇਜੀ ਜਾਵੇ। ਰਾਜਪਾਲ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਜੇਕਰ ਉਹ ਅਜਿਹਾ ਨਹੀਂ ਕਰਦੇ ਤਾਂ ਉਨ੍ਹਾਂ ਕੋਲ ਕਾਨੂੰਨ ਹੈ ਅਤੇ ਸੰਵਿਧਾਨ ਅਨੁਸਾਰ ਕੰਮ ਕਰਨ ਤੋਂ ਇਲਾਵਾ ਕੋਈ ਵਿਕਲਪ ਨਹੀਂ ਹੈ.

Iam once again constrained to write to you in connection with my correspondence dated 1" August, 2023, in spite of these letters, you have still not given the information sought by me. It appears that you are deliberately refusing to give the information asked for by me.
I regret to note here that in spite of the clear provisions of Article 167 of the Constitution of india which makes it mandatory for the Chief Minister to furnish all such information relating to the administration of affairs of the State as the Governor may call for, you have failed to supply the information sought by me. In this context, you may read the observations of the Hon'ble Supreme Court of India in the judgement dated February 28, 2023in the Writ Petition (Civil) No 302 of 2023 filed by you, where the Hon'ble Supreme Court has observed that both the Chief Minister and the Governor are constitutional functionaries who have specified roles and obligations earmarked by the Constitution, and that the Governor has a right to seek Information from the Chief Minister in terms of Article 167(b) on matters relating to the administration of the affairs of the State and proposals for legislation. Furthermore, once such information is sought, the Chief Minister is duty bound to furnish it.
Far from supplying the Information sought by me, you have exhibited absence of grace and decorum, when you proceeded to make unnecessary and unwarranted observations demonstrating what may only be described as extreme animosity and personal prejudice against me personally, as also the office of the Governor. This flies in the face of the Hon'ble Supreme Court of India's observation that while this Court is cognizant of the importance of free speech and expression and the fundamental value embodied in Article 19(1)(a), it becomes necessary to emphasize that constitutional discourse has to be conducted with a sense of decorum and mature statesmanship.
Unfortunately, despite these observations, you have made the following derogatory remarks on 20 June, 2023 in the utter violation of the above observations of the Hon'ble Supreme Court.
I have received reports from various agencies regarding rampant availability and abuse of the drugs in Punjab. It is common knowledge that they are available in chemist shops, a new trend is observed that they are being sold in the Government controlled liquor vends. Recent action by Narcotics Control Bureau (NCD) and Chandigarh Police who have sealed 66 liquor vends in Ludhiana who are selling drugs, in a joint operation. Recent report of the Parliamentary Standing Committee that one in five are exposed or addicted to drugs in Punjab. These facts point out to the breaking down of the law and order system in Punjab so much so that now villagers have started protest on the streets in a large numbers and decided to setup their own village defence committees to protect themselves from drugs. Please send a report concerning the action taken by you in the matter of these drugs to my office immediately.
Before I am going to take final decision regarding sending a report to the President of India under Article 356 about the failure of the constitutional mechanism and take a decision about initiating criminal proceedings under section 124 of the IPC, I ask you to send me the requisite information sought for under my letters referred to above, as also in the matter of the steps taken by you concerning the problem of drugs in the State, failing which I would have no choice but to take action according to law and the Constitution.
