Subject: Guidelines regarding Ex-India Leave of Officers/Employees.
Respected Sir/Madam,
Instructions regarding grant of Ex- India leave to employees were issued by the Department of Personnel on dated 24.06.2016, 20.07.2017 and 14.02.2017, but it has been observed that the said instructions are not being followed thoroughly by some of the departments. Such proposals are received/forwarded by Administrative Departments just before the commencement of leave resulting in an undue pressure to process the matter whereas, it is clearly mentioned in instructions dated 14.02.2017 that proposal should be forwarded to Department of Personnel for its concurrence 21 days prior to commencement of leave.. Further, these applications are merely forwarded by the Administrative Department without any recommendations. Therefore, a need has been felt to re-iterate the instructions as below:-
- 1.Departments are advised to ensure strict compliance of the instructions by Personnel Department letter dated 24.06.2016 and 2017 (Copy attached)
- 2.Administrative Department should ensure that the cases pertaining to the Ex- India leave of any officer/employee is to be sent to the Personnel Department at least 21 days prior to its commencement.
- 3. All the cases should be forwarded with clear recommendations of Administrative Secretary.
- 4.Complete Proposal in every aspect, should be sent to the department of Personnel along with duly attached Annexure 1, 2,3 and 4.
- 5.Leave cases received with recommendation and in complete case without requisite documents are liable to be rejected and sent back to the Administrative Department.
- 6. Meticulous compliance of these instructions be ensured.
