Government of Punjab Department of Finance (Finance Pension Policy and Coordination Branch) issued clarification regarding additional relief on Death/Disability of Government servants covered by the New Defined Contribution Pension System (NPS) as detailed below:
Observation: Whether on disability of Govt. Servant covered by the New Defined Contribution Pension System (NPS), the pensionary benefits are to be authorized treating the case as family pension case or invalid pension case under Punjab Civil Service rule Volume-II.
Clarification:
Rule 5.11 of Punjab Civil Services Volume-Il provides as under-
An invalid pension is awarded, on his retirement from the Public Service, to a Government employee, who by bodily or mental infirmity is permanently incapacitated for the public service, or for the particular branch of it to which he belongs Note-The amount of Invalid pension shall not be less than the amount of normal family Pension.
(The Government of Punjab vide instructions dated 08-10-2021 has given additional benefits to the employees covered under NPS as per Rule 5.11 in Punjab Civil Services Volume-2, therefore the case of the concerned employee needs to be considered for invalid pension.)
Observation:
2. If it is to be treated as invalid pension case, family pension to the spouse is to be authorized or not at the time of authorizing invalid pension to the Govt. Servant.
Clarification:
The instructions issued by the Deptt. of Finance vide letter Punjab dated 08-10-2021 are very much clear regarding family Pension.
Observation:
3. Whether commutation is allowed in invalid pension case covered by the New covered under New Defined Contribution Pension System (NPS).
Clarification
Commutation is not allowed in the such cases where invalid pension is allowed to the govt employees Defined Contribution Pension System (NPS).
