ਚੰਡੀਗੜ੍ਹ, 31 ਅਗਸਤ 2024( ਜਾਬਸ ਆਫ ਟੁਡੇ) ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ਨੇ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ 2019 ਦੀ ਅਧਿਆਪਕ ਬਦਲੀ ਨੀਤੀ ਦੇ ਲਾਗੂ ਕਰਨ ਵਿੱਚ ਹੋ ਰਹੀਆਂ ਗੜਬੜੀਆਂ ਬਾਰੇ ਆਦੇਸ਼ ਜਾਰੀ ਕੀਤੇ ਹਨ। ਇਸ ਮਾਮਲੇ, CWP-21650-2024, ਵਿੱਚ ਗੁਰਮਿੰਦਰ ਸਿੰਘ ਅਤੇ ਹੋਰਨਾਂ ਨੇ ਅਦਾਲਤ ਅੱਗੇ ਦਰਖ਼ਾਸਤ ਕੀਤੀ ਕਿ ਉਹ ਇਸ ਨੀਤੀ ਅਧੀਨ ਬਦਲੀ ਲਈ ਯੋਗ ਹਨ, ਪਰ ਰਿਕਾਰਡ ਅਤੇ ਸਰਕਾਰੀ ਪੋਰਟਲ ਦੇ ਡਾਟਾ ਵਿੱਚ ਗਲਤੀਆਂ ਕਾਰਨ ਉਹ ਬਦਲੀ ਲਈ ਅਰਜ਼ੀ ਨਹੀਂ ਦੇ ਸਕ ਰਹੇ।



ਸੁਣਵਾਈ ਦੌਰਾਨ, ਪਟੀਸ਼ਨਰਾਂ ਦੇ ਵਕੀਲ ਨੇ ਦਲੀਲ ਦਿੱਤੀ ਕਿ ਪੋਰਟਲ 'ਤੇ ਮੌਜੂਦ ਗਲਤ ਡਾਟਾ ਕਾਰਨ ਉਹਨਾਂ ਨੂੰ ਬਦਲੀ ਲਈ ਵਿਚਾਰਿਆ ਨਹੀਂ ਜਾ ਰਿਹਾ। ਅਦਾਲਤ ਨੇ ਇਸ ਮਾਮਲੇ ਨੂੰ ਗੰਭੀਰਤਾ ਨਾਲ ਲਿਆ ਅਤੇ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਪਟੀਸ਼ਨਰਾਂ ਦੇ ਰਿਕਾਰਡ ਨੂੰ ਪੋਰਟਲ 'ਤੇ ਸਹੀ ਕਰਨ ਦੇ ਹੁਕਮ ਦਿੱਤੇ ਹਨ। ਇਹ ਸਹੀਕਰਨ ਬਦਲੀ ਨੀਤੀ ਦੇ ਲਾਗੂ ਕਰਨ ਤੋਂ ਪਹਿਲਾਂ ਕੀਤਾ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ।


ਮਾਮਲੇ ਵਿੱਚ ਪੰਜਾਬ ਦੀ ਪੱਖਦਾਰੀ ਕਰਦੇ ਹੋਏ ਸਹਾਇਕ ਅਧਿਵਕਤਾ ਜਨਰਲ, ਸ਼੍ਰੀ ਅਰੁਣ ਗੁਪਤਾ ਨੇ ਅਦਾਲਤ ਨੂੰ ਭਰੋਸਾ ਦਿਵਾਇਆ ਕਿ ਜੇ ਪਟੀਸ਼ਨਰ ਆਪਣੀ ਸ਼ਿਕਾਇਤ ਸੰਬੰਧੀ ਰਿਪਰਜ਼ੇਂਟੇਸ਼ਨ ਦੇਣਗੇ, ਤਾਂ ਸਰਕਾਰ ਇਸ ਰਿਪਰਜ਼ੇਂਟੇਸ਼ਨ ਦਾ ਨਿਰਣੇ ਲਏਗੀ। ਜੇਕਰ ਪਟੀਸ਼ਨਰ ਯੋਗ ਪਾਏ ਜਾਂਦੇ ਹਨ, ਤਾਂ ਉਹਨਾਂ ਨੂੰ ਬਦਲੀ ਨੀਤੀ ਵਿੱਚ ਸ਼ਾਮਿਲ ਹੋਣ ਦਾ ਮੌਕਾ ਦਿੱਤਾ ਜਾਵੇਗਾ। ਨਹੀਂ ਤਾਂ ਸਰਕਾਰ ਨੇ ਅਨੁਕੂਲ ਹੋਣ ਦੇ ਕਾਰਨ ਇਕ ਵਿਸਥਾਰਪੂਰਨ ਆਦੇਸ਼ ਜਾਰੀ ਕਰਨਾ ਹੋਵੇਗਾ।


ਇਨ੍ਹਾਂ ਭਰੋਸਿਆਂ ਦੇ ਆਧਾਰ 'ਤੇ, ਪਟੀਸ਼ਨਰਾਂ ਨੇ ਆਪਣੀ ਪਟੀਸ਼ਨ ਵਾਪਸ ਲੈਣ ਲਈ ਸਹਿਮਤੀ ਦਿੱਤੀ, ਨਾਲ ਹੀ ਉਨ੍ਹਾਂ ਨੂੰ ਆਗਾਮੀ ਰਿਪਰਜ਼ੇਂਟੇਸ਼ਨ ਦਾਇਰ ਕਰਨ ਦੀ ਆਜ਼ਾਦੀ ਦਿੱਤੀ ਗਈ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਅਦਾਲਤ ਨੇ ਇਸ ਮਾਮਲੇ ਨੂੰ ਨਿਪਟਾ ਦਿੱਤਾ।

**High Court Directs Punjab Government to Address Grievances in Teacher Transfer Policy**


*Chandigarh, August 31, 2024* — The Punjab and Haryana High Court has issued directions to the Punjab government regarding discrepancies in the implementation of the Teacher Transfer Policy of 2019. The case, CWP-21650-2024, was brought before the court by Gurminder Singh and others, who claimed that they were eligible for transfer under the policy but were unable to participate due to mismatches between their actual records and the data on the official portal.


During the hearing, counsel for the petitioners argued that the inaccuracies on the portal were preventing them from being considered for transfer. The court acknowledged the issue and instructed the Punjab government to correct the petitioners' records on the portal. This correction is to be made before implementing the transfer policy.


Mr. Arun Gupta, Deputy Advocate General of Punjab, who represented the state, assured the court that if the petitioners submit a formal representation outlining their grievances, the government would issue a detailed order addressing their concerns. He further stated that if the petitioners are found eligible, they would be given the opportunity to participate in the transfer policy. Alternatively, if their claims are rejected, the government would provide reasons in a speaking order.


In light of these assurances, the petitioners agreed to withdraw their petition, with the liberty to file a new representation if needed. The case was disposed of by the court with these directions.

ਚੰਡੀਗੜ੍ਹ, 30 ਅਗਸਤ 2024: ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਸੂਬੇ ਦੇ ਸਕੂਲਾਂ ਵਿੱਚ ਦੁਪਹਿਰ ਦਾ ਭੋਜਨ ਮੀਨੂ ਅਨੁਸਾਰ ਨਹੀਂ ਬਣਾਏ ਜਾਣ ਦੀਆਂ ਸ਼ਿਕਾਇਤਾਂ ਪ੍ਰਾਪਤ ਹੋਣ ਤੋਂ ਬਾਅਦ ਸਖ਼ਤ ਕਾਰਵਾਈ ਕਰਨ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਹੈ। ਪੰਜਾਬ ਸਟੇਟ ਮਿਡ ਡੇ ਮੀਲ ਸੋਸਾਇਟੀ ਵੱਲੋਂ ਜਾਰੀ ਕੀਤੇ ਗਏ ਨੋਟਿਸ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਕਈ ਸਕੂਲਾਂ ਵਿੱਚ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਮੌਸਮੀ ਫਲ ਵੀ ਨਹੀਂ ਦਿੱਤੇ ਜਾ ਰਹੇ ਹਨ ਅਤੇ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਬੋਗਸ/ਜਾਅਲੀ ਹਾਜ਼ਰੀ ਦਿਖਾਈ ਜਾ ਰਹੀ ਹੈ।




ਸੋਸਾਇਟੀ ਵੱਲੋਂ ਸਕੂਲਾਂ ਨੂੰ ਹਦਾਇਤ ਕੀਤੀ ਗਈ ਹੈ ਕਿ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਗਿਣਤੀ ਦੇ ਅਨੁਸਾਰ ਹਫਤਾਵਾਰੀ ਮੀਨੂ ਅਨੁਸਾਰ ਮਿਡ ਡੇ ਮੀਲ ਬਣਾਇਆ ਜਾਵੇ। ਜੇਕਰ ਕਿਸੇ ਸਕੂਲ ਵਿੱਚ ਇਹ ਨਿਯਮ ਨਾ ਮੰਨੇ ਜਾਣਗੇ ਤਾਂ ਸਕੂਲ ਮੁੱਖੀ ਨੂੰ ਜ਼ਿੰਮੇਵਾਰ ਠਹਿਰਾਇਆ ਜਾਵੇਗਾ।

ਸੋਸਾਇਟੀ ਵੱਲੋਂ ਸਾਰੇ ਜ਼ਿਲ੍ਹਾ ਸਿੱਖਿਆ ਅਫਸਰਾਂ ਨੂੰ ਵੀ ਇਸ ਬਾਰੇ ਜਾਣੂ ਕਰਵਾ ਦਿੱਤਾ ਗਿਆ ਹੈ ਅਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਇਹ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਸਕੂਲਾਂ ਵਿੱਚ ਮਿਡ ਡੇ ਮੀਲ ਦੇ ਨਿਯਮਾਂ ਦੀ ਪਾਲਣਾ ਕੀਤੀ ਜਾਵੇ।

Delhi  Govt Announces Honorarium for Election Duty Officers in 2024 Lok Sabha Polls 

The Finance Department, GNCTD, has approved an honorarium for various categories of officers and officials deployed for election duties during the upcoming General Election to the Lok Sabha 2024. This decision was detailed in an official order dated August 21, 2024.


According to the order, the applicable rates for the honorarium are categorized into three main groups:


**Category A** includes employees working directly in the office of the Chief Electoral Officer (CEO), District Election Officers (DEO), and Voter Centres. These employees will receive one month’s basic pay in their respective pay levels, with a minimum of ₹30,000.


**Category B** covers employees from various departments who are requisitioned for election duties. The honorarium varies based on pay level and the number of days worked during the election schedule:

- Employees in Pay Level-9 or above working for 30 days or more will receive ₹42,000.

- Employees in Pay Level-9 or above working for 15 to 29 days will get ₹30,000.

- Those in Pay Level-9 or above working for less than 15 days will receive ₹18,000.

- Employees in Pay Level-1 to 8 working for 30 days or more will get ₹30,000.

- Employees in Pay Level-1 to 8 working for 15 to 29 days will receive ₹24,000.

- Employees in Pay Level-1 to 8 working for less than 15 days will get ₹14,400.


**Category C** includes contractual staff such as Data Entry Operators, Security Guards, Drivers, and Peons. The honorarium for this group ranges from ₹24,000 for those working 30 days or more, to ₹9,000 for those working less than 15 days.


The order also highlights that the honorarium is only applicable to those directly involved in the election process and is subject to specific financial rules and guidelines. Additionally, only the basic pay on the day of the General Election (i.e., May 25, 2024) will be considered for the calculation of the honorarium.


The Finance Department has instructed that all financial protocols, including GFR-2017 and guidelines issued by ECI, FD, and other government bodies, must be adhered to in the payment process. The honorarium will only be paid after the approval of the Head of the Department (HOD) of the Election Department.

ਇਸ ਭਾਗ ਵਿੱਚ ਪ੍ਰਸ਼ਨ ਨੰਬਰ 5 ਤੋਂ 20 ਤੱਕ ਦੋ-ਦੋ ਅੰਕਾਂ ਵਾਲੇ ਸੋਲ੍ਹਾਂ ਪ੍ਰਸ਼ਨ ਪੁੱਛੇ ਜਾਣਗੇ। ਹਰੇਕ ਪ੍ਰਸ਼ਨ ਦਾ ਉੱਤਰ ਲਗਭਗ ਇੱਕ-ਦੋ ਵਾਕਾਂ ਦਾ ਹੋਵੇਗਾ । ਇਹ ਸਾਰੇ ਪ੍ਰਸ਼ਨ ਹੱਲ ਕਰਨੇ ਲਾਜ਼ਮੀ ਹਨ।


ਭਾਗ - III


ਇਸ ਭਾਗ ਵਿੱਚ ਪ੍ਰਸ਼ਨ ਨੰਬਰ 21 ਤੋਂ 24 ਤੱਕ ਪੰਜ-ਪੰਜ ਅੰਕਾਂ ਵਾਲੇ ਚਾਰ ਪ੍ਰਸ਼ਨ ਪੁੱਛੇ ਜਾਣਗੇ । ਹਰੇਕ ਪ੍ਰਸ਼ਨ ਦਾ ਉੱਤਰ ਲਗਭਗ ਪੰਜ-ਛੇ ਵਾਕਾਂ ਦਾ ਹੋਵੇਗਾ। ਇਨ੍ਹਾਂ ਸਾਰੇ ਪ੍ਰਸ਼ਨਾਂ ਵਿੱਚ 100% ਅੰਦਰੂਨੀ ਛੋਟ ਹੋਵੇਗੀ। ਅੰਦਰੂਨੀ ਛੋਟ ਵਾਲਾ ਪ੍ਰਸ਼ਨ ਉਸੇ ਸੈਕਸ਼ਨ ਵਿੱਚੋਂ ਹੀ ਹੋਵੇਗਾ।

ਚੰਡੀਗੜ੍ਹ, 30 ਅਗਸਤ 2024( ਜਾਬਸ ਆਫ ਟੁਡੇ) ਪੰਜਾਬ ਸਮੱਗਰਾ ਸਿੱਖਿਆ ਅਭਿਆਨ ਨੇ ਸਾਲ 2024-25 ਲਈ ਰਾਸ਼ੀ ਐਲੋਕੇਟ ਕਰ ਦਿੱਤੀ ਹੈ। ਇਹ ਰਾਸ਼ੀ ਨਿਪੁਣ ਭਾਰਤ ਮਿਸ਼ਨ (FLN), LEP (ਕਲਾਸ VI-VIII) ਅਤੇ LEP (ਕਲਾਸ IX-XII) ਪ੍ਰੋਗਰਾਮਾਂ ਅਧੀਨ ਵਰਤੀ ਜਾਵੇਗੀ।



ਇਸ ਸਬੰਧੀ ਜਾਰੀ ਕੀਤੇ ਗਏ ਨੋਟੀਫਿਕੇਸ਼ਨ ਅਨੁਸਾਰ, PFMS ਪੋਰਟਲ 'ਤੇ ਚਾਈਲਡ ਲਿਮਟ ਐਲੋਕੇਸ਼ਨ ਕਰ ਦਿੱਤੀ ਗਈ ਹੈ। ਖਰਚ ਵੀ ਭਾਰਤ ਸਰਕਾਰ ਦੀਆਂ ਹਦਾਇਤਾਂ ਅਨੁਸਾਰ ਕੀਤਾ ਜਾਵੇਗਾ।

 ਐਲੋਕੇਟ ਰਾਸ਼ੀ ਜ਼ਿਲ੍ਹਾ ਸਿੱਖਿਆ ਅਫ਼ਸਰਾਂ ਵੱਲੋਂ ਤੁਰੰਤ ਸਬੰਧਤ ਸਕੂਲਾਂ ਨੂੰ ਜਾਰੀ ਕਰਕੇ  ਦਫਤਰ ਨੂੰ ਸੂਚਿਤ ਕੀਤਾ ਜਾਵੇਗਾ।ਸਾਲ 2024-25 ਵਿੱਚ ਫੰਡਜ਼ ਦੀ ਵਰਤੋਂ PAB ਅਨੁਸਾਰ ਕੀਤੀ ਜਾਵੇਗੀ ਅਤੇ UC ਲੈਣਾ ਵੀ ਯਕੀਨੀ ਹੁ।

ਚੰਡੀਗੜ੍ਹ, 28 ਅਗਸਤ 2024: ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਖੇਡਾਂ ਅਤੇ ਯੁਵਕ ਸੇਵਾਵਾਂ ਵਿਭਾਗ ਵੱਲੋਂ ਆਯੋਜਿਤ ਕੀਤੀਆਂ ਜਾ ਰਹੀਆਂ ‘ਖੇਡਾਂ ਵਤਨ ਪੰਜਾਬ ਦੀਆਂ-2024’ ਖੇਡਾਂ ਵਿੱਚ ਭਾਗ ਲੈਣ ਲਈ ਖਿਡਾਰੀਆਂ ਦੀ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਲਈ ਅਪੀਲ ਕੀਤੀ ਗਈ ਹੈ।

ਇਸ ਸਬੰਧੀ ਵਿਭਾਗ ਵੱਲੋਂ ਇੱਕ ਨੋਟੀਫਿਕੇਸ਼ਨ ਜਾਰੀ ਕੀਤਾ ਗਿਆ ਹੈ, ਜਿਸ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਖਿਡਾਰੀਆਂ ਨੂੰ ਆਨਲਾਈਨ ਪੋਰਟਲ ਰਾਹੀਂ ਰਜਿਸਟਰ ਕਰਨਾ ਜ਼ਰੂਰੀ ਹੈ। ਵਿਭਾਗ ਵੱਲੋਂ ਖਿਡਾਰੀਆਂ ਨੂੰ ਇਸ ਪੋਰਟਲ ਰਾਹੀਂ ਰਜਿਸਟਰ ਕਰਨ ਸਬੰਧੀ ਸਮੂਹ ਜ਼ਿਲ੍ਹਾ ਖੇਡ ਅਫਸਰਾਂ ਨੂੰ ਵੀ ਕਿਹਾ ਗਿਆ ਹੈ।

ਇਸ ਤੋਂ ਇਲਾਵਾ, ਖਿਡਾਰੀਆਂ ਨੂੰ ਪੋਰਟਲ 'ਤੇ ਰਜਿਸਟਰ ਕਰਨ ਸਬੰਧੀ ਐਨ.ਆਈ.ਸੀ. ਵੱਲੋਂ ਆਨਲਾਈਨ ਟ੍ਰੇਨਿੰਗ ਵੀ ਮੁਹੱਈਆ ਕਰਵਾਈ ਗਈ ਹੈ। ਹਾਲਾਂਕਿ, ਵਿਭਾਗ ਨੂੰ ਪਤਾ ਚਲਿਆ ਹੈ ਕਿ ਖਿਡਾਰੀਆਂ ਦੀ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਪੋਰਟਲ 'ਤੇ ਬਹੁਤ ਹੀ ਘੱਟ ਹੋ ਰਹੀ ਹੈ। ਇਸ ਦਾ ਕਾਰਨ ਜਾਂ ਤਾਂ ਖਿਡਾਰੀਆਂ ਨੂੰ ਇਸ ਸਬੰਧੀ ਜਾਗਰੂਕਤਾ ਨਹੀਂ ਹੈ ਜਾਂ ਉਨ੍ਹਾਂ ਨੂੰ ਪੋਰਟਲ 'ਤੇ ਰਜਿਸਟਰ ਕਰਨ ਸਬੰਧੀ ਜਾਣਕਾਰੀ ਨਹੀਂ ਹੈ।

ਇਸ ਲਈ, ਸਮੂਹ ਜ਼ਿਲ੍ਹਾ ਖੇਡ ਅਫਸਰਾਂ ਨੂੰ ਲਿਖਿਆ ਗਿਆ ਹੈ ਕਿ ਉਹ ਆਪਣੇ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਡਾਟਾ ਐਂਟਰੀ ਅਪਰੇਟਰਾਂ ਅਤੇ ਕੋਚਾਂ ਦੀ ਡਿਊਟੀ ਲਗਾ ਕੇ ਨਾਲ ਨੱਥੀ ਪ੍ਰੋਫਾਰਮੇ ਅਨੁਸਾਰ ਆਫਲਾਈਨ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਕਰਵਾਉਣ। ਇਸ ਨਾਲ ਵੱਧ ਤੋਂ ਵੱਧ ਖਿਡਾਰੀ ਇਸ ਪੋਰਟਲ 'ਤੇ ਰਜਿਸਟਰ ਹੋ ਸਕਣਗੇ। ਖਿਡਾਰੀਆਂ ਦੀ ਆਫਲਾਈਨ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਕਰਨ ਉਪਰੰਤ, ਖਿਡਾਰੀਆਂ ਨੂੰ ਆਪਣੇ ਪੱਧਰ 'ਤੇ ਆਨਲਾਈਨ ਪੋਰਟਲ ਉੱਤੇ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਕਰਨਾ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾਵੇ।

General Terms & Conditions for players 

  • The player must be a resident of Punjab and possess a resident certificate or Aadhaar card of Punjab State.
  • One Player can participate in only one game and only in one Age Group.
  • In Athletics Game a player can participate only in one age group & he/she can participate in maximum two Events and one Relay.
  • All Villages, Schools and Sports Department Punjab Coaching Centers can participate in Block/District Level games.
  • Games which are directly in State Level will be finalised by respective DSO of District.
  • In this Sports Fair, the Rules and Regulations followed by National Federations of concerned games will be implemented.
  • Dope test of players can be conducted at any time during the sports fair if necessary.
  • The Referee decision will be final.
  • If a team objects, then the objection fee will be Rs.1000/- (Non refundable). The decision regarding the objection will be taken by the Jury of Appeal Committee.
  • No travelling allowance shall be admissible to any team.
