Punjab Government Issues Strict Directives Regarding Employee Absences (Letter No. FD-FP-2021(MISC)/5/2023-3FP2)
Chandigarh, March 13, 2025 ( pbjobsoftoday)– The Punjab Government's Finance Department has issued a circular (Letter No. FD-FP-2021(MISC)/5/2023-3FP2) dated March 13, 2025, addressing the issue of employee absenteeism and emphasizing the need for timely action against unauthorized absences. The communication is directed to various high-ranking officials across the state, including Additional Chief Secretaries, Financial Commissioners, and heads of departments.
The department has observed that some departments are not taking timely action against employees who are absent from duty, despite clear instructions outlined in Punjab Civil Services Rules, Volume-1, Part-1, Rule 3.25 and various Finance Department letters (Letter No. 2/6/2013-3FP2/301729, dated 05.09.2014, Letter No. 2/1/2017-3FP2/189, dated 12.05.2017, Letter No. 1/31/91-3FP2/152, dated 13.11.2019, and Letter No. 1/5/2023/3/FP2/8, dated 07.02.2023). [cite: 3, 4, 5] Furthermore, instances have been noted where employees have been allowed to rejoin duty without the necessary approvals from the competent authority, which is a violation of these guidelines. To address these concerns, the Finance Department has reiterated the following directives:
- If an employee remains absent from duty without prior approval for more than one year, it will be considered as deemed resignation from government service. The employee will not be allowed to rejoin. [cite: 8] The concerned authority must issue orders to relieve the employee from service. [cite: 9] Failure to take timely action will result in personal liability for the concerned authority. [cite: 10]
- If an employee fails to report for duty after availing approved leave or remains absent beyond the approved leave period, their resumption report will only be approved after receiving consent from the Administrative Department and the Finance Department. It is clarified that no authority below the Head of Department is authorized to accept the report. [cite: 12]
- If any departmental head or officer unauthorizedly approves the attendance report of an employee who has been absent without authorization or allows them to join duty, that officer will be held personally liable. [cite: 13, 14] Salary and other benefits given to such employees will be recovered from the responsible officer, and disciplinary action will be initiated against them under the Punjab Civil Services (Punishment and Appeal) Rules, 1970.
- Disciplinary action must be taken against unauthorizedly absent employees under the Punjab Civil Services Rules, 1970. The decision regarding the period of absence will be taken at the administrative department level, and if regularization of any absence period is proposed, the Finance Department must be consulted.
The Finance Department has urged all departments to strictly adhere to these instructions.

ਚੰਡੀਗੜ੍ਹ, 13 ਮਾਰਚ, 2025 ( ਜਾਬਸ ਆਫ ਟੁਡੇ) - ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਵਿੱਤ ਵਿਭਾਗ ਨੇ ਕਰਮਚਾਰੀਆਂ ਦੀ ਗੈਰਹਾਜ਼ਰੀ ਦੇ ਮੁੱਦੇ 'ਤੇ ਇੱਕ ਸਰਕੂਲਰ (ਪੱਤਰ ਨੰਬਰ FD-FP-2021(MISC)/5/2023-3FP2), ਮਿਤੀ 13 ਮਾਰਚ, 2025 ਨੂੰ ਜਾਰੀ ਕੀਤਾ ਹੈ, ਜਿਸ ਵਿੱਚ ਅਣਅਧਿਕਾਰਤ ਗੈਰਹਾਜ਼ਰੀ ਵਿਰੁੱਧ ਸਮੇਂ ਸਿਰ ਕਾਰਵਾਈ ਕਰਨ ਦੀ ਲੋੜ 'ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਇਹ ਸੰਚਾਰ ਰਾਜ ਦੇ ਵੱਖ-ਵੱਖ ਉੱਚ ਅਧਿਕਾਰੀਆਂ, ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਵਧੀਕ ਮੁੱਖ ਸਕੱਤਰ, ਵਿੱਤੀ ਕਮਿਸ਼ਨਰ ਅਤੇ ਵਿਭਾਗਾਂ ਦੇ ਮੁਖੀ ਸ਼ਾਮਲ ਹਨ, ਨੂੰ ਭੇਜਿਆ ਗਿਆ ਹੈ।
ਵਿਭਾਗ ਨੇ ਇਹ ਧਿਆਨ ਵਿੱਚ ਲਿਆਂਦਾ ਹੈ ਕਿ ਕੁਝ ਵਿਭਾਗ ਗੈਰਹਾਜ਼ਰ ਰਹਿਣ ਵਾਲੇ ਕਰਮਚਾਰੀਆਂ ਵਿਰੁੱਧ ਸਮੇਂ ਸਿਰ ਕਾਰਵਾਈ ਨਹੀਂ ਕਰ ਰਹੇ ਹਨ, ਜਦੋਂ ਕਿ ਇਸ ਸੰਬੰਧੀ ਪੰਜਾਬ ਸਿਵਲ ਸੇਵਾਵਾਂ ਨਿਯਮਾਂਵਲੀ ਜਿਲਦ-1, ਭਾਗ-1 ਦੇ ਰੂਲ 3.25 ਅਤੇ ਵਿੱਤ ਵਿਭਾਗ ਦੇ ਵੱਖ-ਵੱਖ ਪੱਤਰਾਂ (ਪੱਤਰ ਨੰਬਰ 2/6/2013-3FP2/301729, ਮਿਤੀ 05.09.2014, ਪੱਤਰ ਨੰਬਰ 2/1/2017-3FP2/189, ਮਿਤੀ 12.05.2017, ਪੱਤਰ ਨੰਬਰ 1/31/91-3FP2/152, ਮਿਤੀ 13.11.2019, ਅਤੇ ਪੱਤਰ ਨੰਬਰ 1/5/2023/3/FP2/8, ਮਿਤੀ 07.02.2023) ਵਿੱਚ ਸਪੱਸ਼ਟ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਗਏ ਹਨ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਇਹ ਵੀ ਧਿਆਨ ਵਿੱਚ ਆਇਆ ਹੈ ਕਿ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਸਮਰੱਥ ਅਧਿਕਾਰੀ ਤੋਂ ਬਿਨਾਂ ਪ੍ਰਵਾਨਗੀ ਲਏ ਡਿਊਟੀ 'ਤੇ ਵਾਪਸ ਆਉਣ ਦੀ ਇਜਾਜ਼ਤ ਦਿੱਤੀ ਜਾ ਰਹੀ ਹੈ, ਜੋ ਕਿ ਮੌਜੂਦਾ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ਾਂ ਦੀ ਉਲੰਘਣਾ ਹੈ। [cite: 3, 4, 5, 6]
ਇਹਨਾਂ ਚਿੰਤਾਵਾਂ ਨੂੰ ਦੂਰ ਕਰਨ ਲਈ, ਵਿੱਤ ਵਿਭਾਗ ਨੇ ਹੇਠ ਲਿਖੀਆਂ ਹਦਾਇਤਾਂ ਨੂੰ ਦੁਹਰਾਇਆ ਹੈ:
- ਜੇਕਰ ਕੋਈ ਕਰਮਚਾਰੀ ਬਿਨਾਂ ਪਹਿਲਾਂ ਮਨਜ਼ੂਰੀ ਲਏ ਇੱਕ ਸਾਲ ਤੋਂ ਵੱਧ ਸਮੇਂ ਲਈ ਡਿਊਟੀ ਤੋਂ ਗੈਰਹਾਜ਼ਰ ਰਹਿੰਦਾ ਹੈ, ਤਾਂ ਇਹ ਮੰਨਿਆ ਜਾਵੇਗਾ ਕਿ ਉਸਨੇ ਸਰਕਾਰੀ ਸੇਵਾ ਤੋਂ ਅਸਤੀਫਾ ਦੇ ਦਿੱਤਾ ਹੈ। ਕਰਮਚਾਰੀ ਨੂੰ ਵਾਪਸ ਜੁਆਇਨ ਕਰਨ ਦੀ ਇਜਾਜ਼ਤ ਨਹੀਂ ਦਿੱਤੀ ਜਾਵੇਗੀ। ਸਬੰਧਤ ਅਧਿਕਾਰੀ ਨੂੰ ਕਰਮਚਾਰੀ ਨੂੰ ਸੇਵਾ ਤੋਂ ਫਾਰਗ ਕਰਨ ਦੇ ਹੁਕਮ ਜਾਰੀ ਕਰਨੇ ਚਾਹੀਦੇ ਹਨ। ਸਮੇਂ ਸਿਰ ਕਾਰਵਾਈ ਨਾ ਕਰਨ ਦੀ ਸੂਰਤ ਵਿੱਚ ਸਬੰਧਤ ਅਧਿਕਾਰੀ ਨਿੱਜੀ ਤੌਰ 'ਤੇ ਜ਼ਿੰਮੇਵਾਰ ਹੋਵੇਗਾ।
- ਜੇਕਰ ਕੋਈ ਕਰਮਚਾਰੀ ਪ੍ਰਵਾਨਿਤ ਛੁੱਟੀ ਲੈਣ ਤੋਂ ਬਾਅਦ ਡਿਊਟੀ 'ਤੇ ਹਾਜ਼ਰ ਨਹੀਂ ਹੁੰਦਾ ਜਾਂ ਪ੍ਰਵਾਨਿਤ ਛੁੱਟੀ ਦੀ ਮਿਆਦ ਤੋਂ ਬਾਅਦ ਗੈਰਹਾਜ਼ਰ ਰਹਿੰਦਾ ਹੈ, ਤਾਂ ਉਸਦੀ ਜੁਆਇਨਿੰਗ ਰਿਪੋਰਟ ਪ੍ਰਬੰਧਕੀ ਵਿਭਾਗ ਅਤੇ ਵਿੱਤ ਵਿਭਾਗ ਤੋਂ ਮਨਜ਼ੂਰੀ ਮਿਲਣ ਤੋਂ ਬਾਅਦ ਹੀ ਪ੍ਰਵਾਨ ਕੀਤੀ ਜਾਵੇਗੀ। ਇਹ ਸਪੱਸ਼ਟ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਵਿਭਾਗ ਦੇ ਮੁਖੀ ਤੋਂ ਹੇਠਾਂ ਕੋਈ ਵੀ ਅਧਿਕਾਰੀ ਰਿਪੋਰਟ ਨੂੰ ਪ੍ਰਵਾਨ ਕਰਨ ਲਈ ਅਧਿਕਾਰਤ ਨਹੀਂ ਹੈ।
- ਜੇਕਰ ਕੋਈ ਵਿਭਾਗੀ ਮੁਖੀ ਜਾਂ ਅਧਿਕਾਰੀ ਕਿਸੇ ਅਣਅਧਿਕਾਰਤ ਤੌਰ 'ਤੇ ਗੈਰਹਾਜ਼ਰ ਕਰਮਚਾਰੀ ਦੀ ਹਾਜ਼ਰੀ ਰਿਪੋਰਟ ਨੂੰ ਮਨਜ਼ੂਰੀ ਦਿੰਦਾ ਹੈ ਜਾਂ ਉਸਨੂੰ ਡਿਊਟੀ 'ਤੇ ਜੁਆਇਨ ਕਰਨ ਦੀ ਇਜਾਜ਼ਤ ਦਿੰਦਾ ਹੈ, ਤਾਂ ਉਹ ਅਧਿਕਾਰੀ ਨਿੱਜੀ ਤੌਰ 'ਤੇ ਜ਼ਿੰਮੇਵਾਰ ਹੋਵੇਗਾ। ਅਜਿਹੇ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਦਿੱਤੀ ਗਈ ਤਨਖਾਹ ਅਤੇ ਹੋਰ ਲਾਭਾਂ ਦੀ ਵਸੂਲੀ ਸਬੰਧਤ ਅਧਿਕਾਰੀ ਤੋਂ ਕੀਤੀ ਜਾਵੇਗੀ ਅਤੇ ਉਸ ਵਿਰੁੱਧ ਪੰਜਾਬ ਸਿਵਲ ਸੇਵਾਵਾਂ (ਸਜ਼ਾ ਅਤੇ ਅਪੀਲ) ਰੂਲਜ਼, 1970 ਦੇ ਤਹਿਤ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾਵੇਗੀ। [cite: 13, 14]
