Chandigarh | 23 December 2025: The Punjab Government has officially notified multiple amendments in the Punjab State Elementary Education Service Rules, 2018 through the Punjab Government Gazette (Extraordinary). These amendments directly change promotion rules, eligibility conditions, number of posts, departmental examinations, and border area service conditions for teachers and education officers.

Before Amendment: The requirement of passing a departmental examination was loosely defined and not uniformly enforced.

After Amendment (2025): Every person appointed to the Administrative Cadre must qualify the Departmental Examination. Employees already in service must also pass the examination as per instructions issued by the Government from time to time.

Impact: Failure to pass the exam can now legally block promotion or confirmation.

Before: Rules used the word “State”, allowing broader interpretation for postings and promotions.

After: The word “State” has been replaced with “respective district”.

The Gazette replaces old sanctioned strength figures for:

  • Centre Head Teacher

  • Elementary Trained Teacher (ETT)
  • Junior Basic Trained Teacher (JBT)
  • Physical Training Instructor (PTI)
  • Special Educator (Primary)
