Punjab Government Allows Old Pension Scheme Option for Select Employees Appointed After 2004
Chandigarh, May 23, 2025 ( PBJOBSOFTODAY) — In a significant move that may impact thousands of government employees, the Punjab Government has issued an important amendment to the Punjab Civil Services Rules, allowing certain categories of employees appointed after January 1, 2004, to opt for the Old Pension Scheme (OPS).
As per Notification No. G.S.R.34/Const./Arts. 309 and 187/Amd.(11)/2025, published in the Punjab Government Gazette (Extraordinary) dated May 23, 2025, the amendment comes into force with immediate effect. This change has been brought about by the Department of Finance (Finance Pension Policy and Coordination) under the powers conferred by the Constitution of India, specifically Articles 309 and 187.
Key Highlights of the Amendment:
- Applicability of Volume-II Pension Rules:
- Employees appointed on or after January 1, 2004, whose posts were advertised before January 1, 2004, are eligible for OPS.
- Employees appointed on compassionate grounds on or after January 1, 2004, where the request was received before January 1, 2004 and the heir met all eligibility conditions, are also eligible.
- Option Between Pension Schemes: Eligible employees must choose between OPS and NPS within three months of the publication of the notification. Failure to do so will automatically enroll them in the New Pension Scheme.
This decision is expected to provide relief to employees who narrowly missed the OPS cut-off due to appointment delays.

ਚੰਡੀਗੜ੍ਹ, 23 ਮਈ 2025 ( ਜਾਬਸ ਆਫ ਟੁਡੇ) — ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਸਰਕਾਰੀ ਕਰਮਚਾਰੀਆਂ ਲਈ ਇੱਕ ਵੱਡਾ ਫੈਸਲਾ ਲੈਂਦੇ ਹੋਏ ਪੰਜਾਬ ਸਿਵਲ ਸੇਵਾਵਾਂ ਨਿਯਮਾਂ ਵਿੱਚ ਸੋਧ ਕੀਤੀ ਹੈ, ਜਿਸ ਅਧੀਨ ਕੁਝ ਵਿਸ਼ੇਸ਼ ਸ਼੍ਰੇਣੀਆਂ ਦੇ ਕਰਮਚਾਰੀ ਜੋ 1 ਜਨਵਰੀ 2004 ਤੋਂ ਬਾਅਦ ਨਿਯੁਕਤ ਹੋਏ ਹਨ, ਹੁਣ ਪੁਰਾਣੀ ਪੈਨਸ਼ਨ ਸਕੀਮ (OPS) ਚੁਣ ਸਕਣਗੇ।
ਇਹ ਸੋਧ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰਬਰ G.S.R.34/Const./Arts. 309 and 187/Amd.(11)/2025 ਰਾਹੀਂ 22 ਮਈ 2025 ਨੂੰ ਜਾਰੀ ਕੀਤੀ ਗਈ ਅਤੇ 23 ਮਈ 2025 ਨੂੰ ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਗੈਜ਼ਿਟ (ਐਕਸਟਰਾ) ਵਿੱਚ ਪ੍ਰਕਾਸ਼ਿਤ ਕੀਤੀ ਗਈ।
ਸੋਧ ਦੇ ਮੁੱਖ ਬਿੰਦੂ:
- ਵਾਲੀਅਮ-2 ਦੇ ਪੈਨਸ਼ਨ ਨਿਯਮ ਲਾਗੂ:
- ਜੇਕਰ ਕਰਮਚਾਰੀ 1 ਜਨਵਰੀ 2004 ਤੋਂ ਬਾਅਦ ਨਿਯੁਕਤ ਹੋਏ ਹੋਣ ਪਰ ਭਰਤੀ ਦਾ ਇਸ਼ਤਿਹਾਰ 1 ਜਨਵਰੀ 2004 ਤੋਂ ਪਹਿਲਾਂ ਜਾਰੀ ਹੋਇਆ ਹੋਵੇ ਤਾਂ ਉਨ੍ਹਾਂ ਨੂੰ ਪੁਰਾਣੀ ਸਕੀਮ ਮਿਲੇਗੀ।
- ਹਮਦਰਦੀ ਆਧਾਰ 'ਤੇ ਨਿਯੁਕਤ ਕਰਮਚਾਰੀ, ਜਿਨ੍ਹਾਂ ਦੀ ਬੇਨਤੀ 1 ਜਨਵਰੀ 2004 ਤੋਂ ਪਹਿਲਾਂ ਮਿਲੀ ਸੀ ਅਤੇ ਜੋ ਯੋਗਤਾ ਪੂਰੀ ਕਰਦੇ ਸਨ, ਉਹ ਵੀ ਯੋਗ ਹਨ।
- ਪੈਨਸ਼ਨ ਸਕੀਮ ਚੁਣਨ ਦਾ ਵਿਕਲਪ: ਤਿੰਨ ਮਹੀਨਿਆਂ ਦੇ ਅੰਦਰ ਆਪਣੀ ਚੋਣ ਨਾ ਕਰਨ ਦੀ ਸਥਿਤੀ ਵਿੱਚ, ਕਰਮਚਾਰੀ ਨੂੰ ਆਟੋਮੈਟਿਕ ਨਵੀਂ ਪੈਨਸ਼ਨ ਸਕੀਮ ਵਿੱਚ ਸ਼ਾਮਲ ਕਰ ਲਿਆ ਜਾਵੇਗਾ।
ਇਹ ਫੈਸਲਾ ਉਨ੍ਹਾਂ ਕਰਮਚਾਰੀਆਂ ਲਈ ਵੱਡੀ ਰਹਤ ਲੈ ਕੇ ਆ ਰਿਹਾ ਹੈ ਜੋ ਥੋੜ੍ਹੀ ਦੇਰੀ ਨਾਲ ਨਿਯੁਕਤ ਹੋਣ ਕਰਕੇ OPS ਤੋਂ ਵਾਂਝੇ ਰਹਿ ਗਏ ਸਨ।
